The selected organization will support identification and tracing of older persons and persons with disabilities across age groups and disability types; age and disability-responsive referral and follow-up; coordination with local governments, health facilities, OPDs and humanitarian actors; identification of rehabilitation, assistive device, health, protection and accessibility needs; local volunteer mobilization; and documentation and reporting.

Minimum Eligibility

• Legally registered and operational in the concerned district.
• Active OPD member of NFDN with a good track record of working with NFDN.
• Demonstrated working modality and coordination with local government, supported by evidence.
• Capacity for age and cross-disability identification, tracing, referral and follow-up.
• Relevant experience in disability rights, ageing, community mobilization or humanitarian response.
• Commitment to CRPD principles, safeguarding, non-discrimination, accessibility and accountability.

Background

The National Federation of the Disabled – Nepal (NFDN) is a national umbrella organization representing Organizations of Persons with Disabilities (OPDs) and advocating for the rights, dignity, and meaningful participation of persons with disabilities in governance and development processes across Nepal. NFDN partners with federal, provincial, and local governments, civil society, and development actors to strengthen disability-inclusive policies, accountability systems, and institutional capacities.

National Federation of the Disabled Nepal (NFDN) is seeking a qualified and motivated Project Coordinator-Emergency Response to support emergency humanitarian response and early recovery projects in Nuwakot, Rasuwa, and Dhading, Nepal, with support from CBM Global Disability Inclusion Nepal. The Project Coordinator will play a key role in promoting disability-inclusive humanitarian response and recovery by ensuring that planned project activities are implemented on time, within budget, and to a high standard, in close coordination with consortium and implementing partners.

The position will lead and coordinate consortium teams NDWA and BYAN, oversee project implementation and partnerships, monitor the use of resources and achievement of results, ensure compliance and accountability and coordinate with government authorities, humanitarian actors, development partners, and other relevant stakeholders.

The position will report to the Admin Manager, Program Manager of NFDN and CBM Global Nepal, based in Nuwakot.

Key Responsibilities

• Ensure that all project activities are implemented in accordance with approved plans, budgets, agreements, and NFDN and partner policies and procedures.
• Monitor project implementation, resource utilization, expenditure, outputs, and results against approved plans and budgets.
• Lead and coordinate the consortium team and provide guidance to partners for effective implementation of agreed activities.
• Ensure timely reporting, accurate documentation, and proper maintenance of project records.
• Ensure compliance with NFDN’s organizational values, Code of Conduct, safeguarding standards, and relevant policies.
• Lead, guide, coach, and support project teams working in high-pressure emergency settings.
• Ensure effective coordination and communication among NFDN, consortium partners NDWA and BYAN, project teams, and other stakeholders.
• Support NFDN in developing disability-inclusive emergency response plans, strategies, and preparedness measures.
• Support the development of inclusive emergency response and early recovery project proposals and concept notes.
• Develop and maintain effective relationships with implementing partners, government authorities, humanitarian actors, and other key stakeholders.
• Ensure compliance with NFDN policies and procedures, including HR, Finance, PSEAH, Child Protection, Safeguarding, and other relevant policies.
• Support monitoring, accountability to affected populations (AAP), learning, documentation, and data quality.
• Lead and support emergency preparedness and contingency planning activities within the project.
• Coordinate with relevant government authorities, humanitarian clusters, partners, and development actors as required.
• Undertake other duties relevant to the position as assigned by NFDN management.

Eligibility to Apply

Education: Master’s degree in Management, Sociology, Development Studies, Disaster Risk Reduction, Social Sciences, Public Health or another relevant field.

Experience

• At least 5 years of relevant professional experience in humanitarian, inclusive disaster risk reduction, inclusive development, or emergency response projects with I/NGOs.
• Demonstrated experience in inclusive DRR, climate change, humanitarian response, emergency preparedness and/or early recovery.
• Experience in disability inclusion and inclusive humanitarian action will be an advantage.
• Experience in managing project teams and supporting staff capacity development.
• Experience working with government authorities, humanitarian actors, development partners, and consortiums will be an advantage.

2.  Finance Officer – NFDN Federal Office, Ratopul, Kathmandu

Duty Station: Federal Office, Kathmandu

NFDN is seeking a qualified, experienced and motivated Finance Officer to support the financial management of its program operation at various projects. The Finance Officer will be responsible for ensuring sound financial management, accounting, budgeting, financial reporting, compliance, and documentation of the project expenditure in accordance with NFDN policies, donor requirements, applicable laws, and agreements with partners. The position will work closely with the project team, consortium/implementing partners, NFDN Finance and Administration team, and relevant stakeholders to ensure effective and transparent utilization of project resources.

The Finance Officer will be based at NFDN Federal Office, Kathmandu, and will report to the Chief Finance Officer and Admin Manager.

Key Responsibilities

Financial Management and Accounting

• Ensure proper and timely recording of all project financial transactions in accordance with NFDN’s Financial Management and Accounting policies and procedures.
• Maintain accurate and complete financial records, supporting documents, vouchers, ledgers, and project accounts.
• Review payment requests, invoices, bills, advances, settlements, and other financial documents for accuracy, completeness, and compliance.
• Ensure that all expenditures are properly authorized, documented, coded, and charged to the appropriate project budget lines.
• Monitor project cash flow and ensure adequate availability of funds for planned activities.
• Maintain proper records of advances and ensure timely settlement and follow-up.

Budget Management and Monitoring

• Support preparation of project budgets, budget revisions, cash forecasts, and financial plans.
• Monitor project expenditure against approved budgets and provide regular budget-versus-actual analysis.
• Identify budget variances, financial risks, and potential overspending or underspending and promptly inform management and project teams.
• Support project teams in understanding budget requirements and ensuring efficient utilization of resources.
• Monitor financial performance of implementing and consortium partners in accordance with partnership agreements.

Financial Reporting and Compliance

• Prepare timely and accurate monthly, quarterly, donor, and project financial reports as required.
• Support preparation of financial reports and statements for donors and partners in accordance with their requirements.
• Ensure compliance with NFDN financial policies, donor rules, project agreements, and applicable Government of Nepal regulations.
• Ensure that financial documentation is complete, properly filed, and readily available for internal and external audits.
• Support internal and external audits and ensure timely follow-up of audit recommendations.
• Ensure compliance with NFDN’s anti-fraud, anti-corruption, safeguarding, PSEAH, and other relevant organizational policies.

Partner and Field-Level Support

• Provide financial guidance and technical support to project and field teams on financial procedures and documentation.
• Review financial reports and supporting documents submitted by implementing partners and provide feedback for correction where necessary.
• Support partners to strengthen financial management, internal controls, documentation, and accountability.
• Conduct or support financial monitoring visits to project locations and partner organizations when required.
• Coordinate with banks, suppliers, auditors, partners, and relevant authorities on financial matters.

Internal Control and Risk Management

• Ensure effective internal financial controls are maintained throughout project implementation.
• Identify financial risks and recommend appropriate mitigation measures.
• Monitor compliance with procurement and financial procedures.
• Support prevention and detection of financial irregularities, fraud, misuse of resources, and conflicts of interest.
• Ensure appropriate segregation of financial responsibilities and authorization controls.

Other Responsibilities

• Support emergency response teams with rapid financial arrangements when required.
• Provide financial inputs for project proposals, budgets, concept notes, and reports.
• Maintain confidentiality and integrity of financial information.
• Contribute to organizational learning and improvement of financial systems.
• Perform other finance-related duties assigned by NFDN management.

Education: At least Bachelor’s degree in Finance, Accounting, Management, Commerce, or a related field.

Experience

• At least 3–5 years of relevant professional experience in finance and accounting, preferably with I/NGOs or development/humanitarian organizations.
• Experience in managing donor-funded projects and preparing donor financial reports.
• Experience in budget preparation, expenditure monitoring, financial analysis, and financial reporting.
• Experience working with consortiums and/or implementing partners will be an advantage.

The National Federation of the Disabled – Nepal (NFDN) expresses its deepest solidarity with the families and communities affected by the catastrophic Bhotekoshi–Trishuli flood of 26 August 2026 and acknowledges the continuing efforts of the Government of Nepal, security agencies, local governments, humanitarian organizations, volunteers and communities engaged in search, rescue, relief and recovery.

NFDN particularly acknowledges the Government’s establishment of the Rasuwa Flood Rescue Portal under the Office of the Prime Minister and Council of Ministers (OPMCM), together with emergency hotlines, missing-person reporting, help requests, rescue information and government updates. This is an important step toward an information-led emergency response.

The Ministry responsible for disability affairs has also formally called for persons with disabilities, older persons, children, pregnant and lactating women and others requiring additional protection to be prioritized in search, rescue and relief, through DDMC and LDMC coordination. NFDN welcomes this commitment.

However, our current observation from affected communities shows that an important gap remains between policy commitment and operational visibility of persons with disabilities.

THE EVIDENCE IS ALREADY WARNING US

NFDN has been receiving information directly from affected persons with disabilities, relatives, local OPD leaders, community contacts and people reporting their situation through NFDN’s disability emergency information system.

NFDN’s current Flood Strip Update records:

• 83 persons with disabilities assessed
• 47 currently displaced
• 12 missing or uncontactable
• 6 confirmed deceased

These figures are preliminary and dynamic. They represent cases that have reached NFDN’s rapid-assessment and reporting channels and must not be interpreted as the total number of persons with disabilities affected by the disaster.

The same field information continues to point to urgent requirements for tracing, accessible temporary shelter, evacuation support, accessible toilets, personal assistance, communication support, replacement of assistive devices, medicines and referral to health, protection and rehabilitation services.

The scale of potential exposure is much larger. According to the 2021 National Population and Housing Census, 17,249 persons with disabilities live across Rasuwa, Nuwakot and Dhading, including 1,293 in Rasuwa, 6,939 in Nuwakot and 9,017 in Dhading. This is a planning baseline, not a flood-affected count, but it demonstrates why disability cannot remain a marginal consideration in the response.

These numbers should make us ask a simple question:

If persons with disabilities are missing, displaced, injured or requiring specific assistance, can our national rescue information system identify them and tell responders what support they require?

At present, the answer is not yet sufficiently clear.

A CRITICAL GAP IN THE GOVERNMENT RESCUE PORTAL

NFDN appreciates the establishment of the Government’s Rasuwa Flood Rescue Portal, which enables people to request help, report missing and found persons, access emergency contacts and follow government rescue efforts.

At the time of NFDN’s review, the portal itself was displaying 49 help requests, including 25 classified as extremely urgent, demonstrating its growing importance as an operational emergency information mechanism. The portal appropriately cautions that its figures are dynamic and may contain duplicate reports.

However, NFDN’s review of the publicly displayed case information and reporting fields finds no clearly visible disability identifier, disability type or functional support-needs field. Publicly displayed help-request records contain information such as disaster type, assistance requested, number affected, urgency and location, but do not visibly identify whether an affected person has a disability or what disability-related support is required.

This is not a minor data issue.

If disability is invisible in the rescue system, disability-related rescue and support requirements can also become invisible.

NFDN therefore respectfully calls upon the Office of the Prime Minister and Council of Ministers, NDRRMA and relevant ministries to immediately strengthen the Government rescue portal by including, at minimum:

• whether the affected/missing person is a person with a disability;
• disability type, consistent with Nepal’s recognized disability classification;
• functional assistance required for evacuation or rescue;
• preferred/required communication method;
• need for personal assistance or accompanying support person;
• wheelchair, crutch, white cane, hearing device or other assistive-product requirement;
• medicine, rehabilitation or health-support requirement; and
• referral and follow-up status.

These fields should also be incorporated into relevant DDMC, LDMC, shelter, relief and recovery information systems.

NFDN stands ready to provide technical disability-inclusion support for this improvement.

NFDN is also operating its disability emergency reporting mechanism and encourages affected persons, relatives, OPDs and community members to report urgent disability-related situations. Timely reporting can support tracing, referral and coordination.

NEPAL’S FLOOD IS OCCURRING AT A HISTORIC INTERNATIONAL MOMENT

The present disaster coincides with an important development in international disaster law.

The United Nations General Assembly adopted Resolution 79/128 of 4 December 2024, advancing work toward a legally binding international instrument on the Protection of Persons in the Event of Disasters.

This was followed by UN General Assembly Resolution 80/169 of 15 December 2025, establishing the process for a United Nations Conference of Plenipotentiaries to elaborate and conclude that legally binding instrument. The resolution was adopted without a vote.

Importantly, Nepal was one of the sponsors of draft resolution A/C.6/80/L.14, which became Resolution 80/169.

And just two days before this NFDN statement, the UN Preparatory Committee on Protection of Persons in the Event of Disasters concluded its meeting in New York on 4 September 2026. The process has now produced the consolidated negotiating text A/AC.303/2026/L.8 that will feed into the forthcoming diplomatic conference.

Nepal therefore has a unique opportunity.

Our experience from Bhotekoshi–Trishuli should inform Nepal’s international position on the future disaster convention.

THE GLOBAL DISABILITY MOVEMENT HAS ALREADY IDENTIFIED THE GAPS

In April 2026, the Thematic Group on Disaster Risk Reduction and Climate Action under the Stakeholder Group of Persons with Disabilities, hosted by the International Disability Alliance (IDA), issued a policy brief on the emerging international Convention on Protection of Persons in the Event of Disasters.

Its findings are disturbing:

84% of persons with disabilities surveyed lacked personal disaster preparedness plans.

56% lacked access to disaster-risk information in accessible formats.

Only 8% reported that local disaster-risk-reduction plans addressed their needs.

The disability movement has consequently called for the emerging treaty to explicitly address:

meaningful OPD participation, accessible early warning, inclusive evacuation, accessible shelters and services, disability-disaggregated data, reasonable accommodation, dedicated budgets, assistive technology, disability focal points and protection against segregation or institutionalization during disasters.

These recommendations are directly relevant to what NFDN is observing today in Nepal.

NFDN CALLS FOR SEVEN IMMEDIATE ACTIONS

1. Make disability visible in every disaster information system

Immediately add disability and functional-support information to the Government rescue portal, missing-person database, shelter registration, rapid assessment, relief and recovery databases.

What is not identified cannot reliably be reached.

2. Trace missing persons with disabilities as a specific priority

NFDN’s preliminary strip data alone identifies 12 persons with disabilities as missing or uncontactable.

Verified cases should be rapidly connected with local government, Nepal Police, APF, Nepal Army, NDRRMA/NEOC and community-level search mechanisms.

3. Make every rescue and evacuation disability-inclusive

Search-and-rescue teams must receive information about mobility, communication, intellectual, sensory and personal-assistance requirements before deployment wherever possible.

A deaf person may not hear a warning.
A blind person may not independently identify an evacuation route.
A wheelchair user may not cross debris or inaccessible terrain.
A person with intellectual disability may require familiar support and accessible communication.

Equal treatment alone is not enough. Reasonable accommodation saves lives.

4. Make temporary shelters accessible now

Accessibility should not wait for reconstruction.

Temporary shelters, toilets, water points, food distribution, health services, information desks and complaints mechanisms must be accessible. Alternative arrangements and personal assistance must be provided where immediate structural modification is impossible.

5. Protect continuity of assistive devices, health and rehabilitation

Loss of a wheelchair, crutch, white cane, hearing aid, medicine or personal assistance can transform displacement into a life-threatening situation.

Assistive products, rehabilitation and disability-related health support must be classified as essential humanitarian assistance, not secondary welfare support.

6. Put OPDs inside the response architecture

Persons with disabilities and their representative Organizations of Persons with Disabilities must participate in assessment, coordination, rescue planning, shelter monitoring, relief, recovery and reconstruction.

This is required by the spirit and obligations of the CRPD, particularly Articles 4, 9, 11, 31 and 32, and by the Sendai Framework.

Nothing About Us Without Us must operate during emergencies, not disappear during emergencies.

7. Build Back Accessible

Every school, health facility, public building, road, shelter, WASH facility and community infrastructure reconstructed with public or humanitarian resources must meet accessibility and universal-design requirements.

Nepal must not spend recovery resources rebuilding yesterday’s barriers.

NFDN’S NATIONAL CALL

NFDN calls upon the Government of Nepal, OPMCM, NDRRMA, relevant ministries, provincial governments, DDMCs, LDMCs, security agencies, UN agencies, humanitarian organizations, donors and development partners to recognize disability inclusion as a core operational requirement of the current response.

Our national legislation, the CRPD Article 11, the Sendai Framework 2015–2030, the IASC Guidelines on Inclusion of Persons with Disabilities in Humanitarian Action, the emerging PPED Convention, and the recent IDA-hosted disability movement recommendations all point in the same direction:

Disability inclusion cannot begin after being rescued. It must be part of a rescue.

• A warning system that cannot reach everyone is not an effective warning system.
• A rescue system that cannot identify disability-related support requirements is incomplete.
• A shelter that cannot be entered or used by everyone is not a safe shelter.
• Data that does not see disability cannot guide an inclusive response.
• And recovery that rebuilds inaccessible communities cannot be called Build Back Better.
• NFDN calls upon Nepal to use this tragedy as a turning point, both nationally and internationally, and to demonstrate that the rights, safety, dignity and leadership of persons with disabilities remain non-negotiable even in the most difficult humanitarian emergency.

Disability-Inclusive Humanitarian Response and Recovery after the Bhotekoshi–Trishuli Flood

Rasuwa, Nuwakot and Dhading Districts  |  Flood of 26 August 2026

Prepared for the Government of Nepal, humanitarian and development partners, and the public

PREPARED FOR IMMEDIATE ADVOCACY, COORDINATION AND RESOURCE MOBILIZATION

1. Situation and Purpose

On 26 August 2026, a sudden and devastating flood swept through the Bhotekoshi River system in Rasuwa and moved downstream along the Trishuli corridor, severely affecting settlements, communities and critical infrastructure in Rasuwa, Nuwakot, Dhading and other downstream areas. National reports as of 27 August indicated catastrophic loss of life, a large number of people missing or unaccounted for, injuries, displacement, and extensive damage to roads, bridges, settlements, hydropower facilities, communication networks and other essential infrastructure. The Government of Nepal has prioritized search and rescue, emergency medical care, relief and recovery, and has declared the affected local levels crisis-hit disaster areas for three months.

This position paper presents NFDN’s key concerns, priorities and recommendations to the Government of Nepal, humanitarian organizations, local authorities, civil society organizations, development partners and other relevant stakeholders. It calls for a disability-inclusive, rights-based and people-centred humanitarian response that ensures persons with disabilities are not overlooked, excluded, or placed at additional risk during emergency response, early recovery and reconstruction.

The paper emphasizes the meaningful participation of persons with disabilities and their representative organizations (OPDs) from the outset and throughout every stage of the response, so that humanitarian assistance and recovery efforts remain accessible, equitable, accountable and responsive to the diverse needs and priorities of persons with disabilities.

Planning Baseline: Persons with Disabilities in the Three Districts

The 2021 national census is the best district-level baseline available for immediate planning. It is not a count of persons affected by the 2026 flood, and it should be complemented by rapid local identification and a functional-needs assessment in the field.

2. Why Disability Inclusion Is Urgent in This Flood

The three priority districts recorded 17,249 persons with disabilities in the 2021 census. This baseline includes 5,633 persons with physical disabilities, 4,675 persons who are blind or have low vision, 3,135 persons who are Deaf, hard of hearing or deafblind, 1,532 persons with multiple disabilities, and others with speech, psychosocial, intellectual, autism and haemophilia-related disabilities. These figures do not show how many people have been directly affected by the flood, and disaster injuries may also create new, temporary or long-term impairments among survivors.

• Evacuation barriers. People with mobility, sensory, intellectual or psychosocial disabilities may need accessible warnings, guided evacuation, transport, personal assistance, communication support or continuity of assistive products.
• Loss of essential supports. Wheelchairs, crutches, hearing aids, white canes, communication devices, medication, continence supplies and personal-assistance arrangements may be lost or disrupted during a sudden evacuation.
• Inaccessible relief systems. Queues, distribution points, shelters, toilets, information channels and complaint mechanisms can exclude persons with disabilities unless accessibility and reasonable accommodation are planned from the start.
• Protection risks. Separation from family or support persons, inaccessible shelters and disrupted community networks can increase the risk of neglect, violence, exploitation and loss of autonomy — particularly for women, children and people who need a high level of support.
• Recovery exclusion. If reconstruction and livelihood recovery are designed without universal design and OPD participation, the barriers that existed before the flood can simply be rebuilt into homes, public infrastructure, services and warning systems.

3. Legal and Policy Basis

NFDN’s position is grounded in binding national law and Nepal’s international commitments. Article 11 of the UN Convention on the Rights of Persons with Disabilities (CRPD) requires the protection and safety of persons with disabilities in situations of risk, humanitarian emergencies and natural disasters. Section 10(2) of Nepal’s Rights of Persons with Disabilities Act, 2074 (2017) provides that persons with disabilities have the right to priority safety, rescue and protection during armed conflict, emergencies or disasters. Nepal’s Disaster Risk Reduction and Management Act, 2074 (2017) requires special plans and programmes for groups at risk, including persons with disabilities, and requires minimum relief standards that address their needs. The Sendai Framework for Disaster Risk Reduction further recognizes persons with disabilities and their organizations as critical stakeholders in disaster-risk assessment and in designing and implementing plans tailored to their specific requirements.

4. NFDN’s Position and Recommended Asks

NFDN calls on the Government of Nepal, local authorities, humanitarian agencies and development partners to take the following actions:

Disability-disaggregated data and information

Every rapid assessment, registration list, missing-person list, shelter list and relief database should record disability in a respectful and usable way. Where possible, use the Washington Group Short Set or equivalent functional questions, rather than relying only on disability identity cards.

OPD participation in coordination

NFDN, its Bagmati Province structure and local member OPDs should have a formal place in coordination and assessment mechanisms at the federal, provincial, district and local levels.

Accessible early warning and public information

Warnings, relief information, registration procedures and public-health messages should be available through multiple channels and formats, including plain language, audio, large text and pictures, and Nepali Sign Language wherever practicable.

Inclusive rescue and evacuation

Search-and-rescue and evacuation teams should identify people who cannot self-evacuate, allow support persons and essential assistive products to travel with them, and arrange accessible transport or one-on-one assistance where needed.

Accessible relief, shelter and WASH

Distribution points, temporary shelters, health posts and toilets should be physically accessible or provide reasonable accommodation. Home delivery or proxy collection by a trusted person should be available where necessary.

Continuity of health, rehabilitation and assistive technology

Essential medicines, rehabilitation, wound and injury care, mental health and psychosocial support, and the repair or replacement of assistive products should be built into the health response and referral systems, not treated as an afterthought.

Protection and safeguarding

Response actors should actively identify and mitigate risks facing women and girls with disabilities, children with disabilities, people with intellectual or psychosocial disabilities, deafblind persons, and people who rely on personal assistance.

Inclusive recovery and Build Back Better

Reconstruction of housing, schools, health facilities, public buildings, roads, WASH facilities and warning systems should follow accessibility standards and universal design. Funding for disability inclusion should be budgeted, tracked and verified.

Accountability and accessible feedback

Affected persons with disabilities must be able to make a complaint, request accommodation, report exclusion and take part in monitoring the response through accessible and confidential feedback channels.

5. NFDN’s Proposed Role

NFDN does not seek to duplicate the mandate of the Government, security agencies, the Nepal Red Cross Society or general relief organizations. Its comparative advantage is to act as the disability-inclusion technical lead and accountability partner within the wider response:

1. Activate the OPD network. Mobilize the Bagmati Province structure and member OPDs in Rasuwa, Nuwakot and Dhading for community identification, referral, verification and feedback.
2. Operate a temporary Emergency Disability Desk. Maintain a small federal/provincial coordination cell for information, case referrals, technical advice, accessible communications and partner liaison.
3. Undertake a rapid disability-inclusion assessment. Map high-risk individuals, accessibility barriers, lost assistive products and urgent support needs across the priority flood corridor.
4. Provide technical support to responders. Offer short, practical briefs, accessibility checks and problem-solving support to local governments, health teams, the Red Cross, coordination clusters and humanitarian partners.
5. Build the capacity of responders. Support humanitarian and government stakeholders with training on inclusive assessment and emergency response.
6. Advocate at the local and district level. Press for the fulfilment of the basic and specific needs of persons with disabilities and other affected populations.
7. Make information accessible. Support the sharing of response and recovery information in accessible formats for all persons.
8. Support accessible relief and shelter. Assist with the distribution of relief materials and with making shelters accessible.
9. Facilitate targeted gap-filling. Where mainstream systems cannot immediately meet a disability-specific need, facilitate time-bound transport, personal assistance, assistive products, communication support and referrals.
10. Monitor inclusion and advocate with evidence. Document recurring barriers and corrective actions, and share short evidence updates with Government, donors and humanitarian coordination bodies.

6. Existing NFDN Network Makes This Operationally Feasible

NFDN’s official member database shows a member organization in Gosaikunda Rural Municipality in Rasuwa, several member OPDs in Bidur Municipality in Nuwakot, and member organizations in Dhading, including in Gajuri and Galchhi. These locations overlap important parts of the Bhotekoshi–Trishuli impact corridor. NFDN can therefore work through existing, trusted disability-led structures instead of building a new parallel field network from scratch.

7. Immediate Public Commitments NFDN Can Make

• Work with Government and humanitarian actors so that no person with a disability is excluded from rescue, relief or essential services because of an accessibility or communication barrier.
• Mobilize member OPDs to identify urgent cases and refer them into existing rescue, health, relief and protection systems.
• Provide practical, evidence-based disability-inclusion advice to responders and advocate for rapid corrective action where barriers are found.
• Share verified information responsibly, protect personal data, and avoid publishing a person’s name or disability details without real necessity and their consent.
• Support an inclusive recovery process so that reconstruction does not reproduce the barriers that existed before the disaster.

8. Call to Government and Partners

NFDN calls on the Government of Nepal, Bagmati Province, the affected local governments, the National Disaster Risk Reduction and Management Authority (NDRRMA), security agencies, the Nepal Red Cross Society, United Nations agencies, INGOs, NGOs, health and rehabilitation actors, development partners and the private sector to recognize disability inclusion as a cross-cutting requirement that runs through every part of this response, not as a separate or optional activity.

NFDN stands ready to work in partnership, offering OPD-led community connections, rapid assessment, technical advice, accessibility support and monitoring, alongside Nepal’s existing humanitarian system.

1. Province Manager – Madhesh Province

Project/Programme: CADiR, Include Us, and NFDN Projects
Duty Station: NFDN Madhesh Province Office

Job Purpose

The primary purpose of the Province Manager is to ensure quality planning, design, implementation, monitoring, documentation, and reporting of programmes and project activities at the provincial level. The position will also lead and facilitate advocacy, awareness-raising, capacity development, coordination, networking, and other initiatives aimed at promoting the inclusion and rights of persons with all types of disabilities.

Major Responsibilities

• Work as Province Manager under the overall supervision and guidance of the Project Coordinators and Administrative Manager including province Secretory.
• Lead the overall management and day-to-day operation of the provincial office, including planning, implementation, monitoring, documentation and reporting of project activities assigned by the Federal Office.
• Support the provincial office in developing programme/project proposals and in organizing consultations and meetings with partners, government agencies, and other stakeholders to contribute to resource mobilization and fundraising efforts.
• Implement activities assigned by NFDN’s Federal Office that are focused on the province.
• Guide, supervise, and support provincial-level staff in effective programme and project implementation.
• Support the Provincial Board in disability rights advocacy, including agenda-setting, preparation of advocacy documents and demand letters, information gathering, and organization of meetings and consultations.
• Ensure that project activities are implemented in accordance with approved plans, budgets, policies, and quality standards.
• Coordinate and undertake advocacy and lobbying activities as outlined in project plans and as assigned by the Federal Office and Provincial Board.
• Support member organizations in strengthening their capacity in advocacy and lobbying, good governance, leadership, organizational management, resource mobilization, and fundraising.
• Facilitate trainings, orientations, workshops, consultations, and interaction programmes as planned under projects and as required by the Provincial Board.
• Facilitate the renewal and affiliation of Organizations of Persons with Disabilities (OPDs) in accordance with NFDN’s relevant policies and procedures.
• Verify, maintain, and securely organize financial and programme records, reports, administrative documents, inventories, physical assets, and other office information.
• Arrange meetings of project structures in accordance with the project implementation schedule and prepare minutes and other necessary documentation.
• Regularly update relevant information on NFDN’s internal and external information platforms, as required.
• Inspire and mobilize OPDs and persons with disabilities to promote and protect human rights in accordance with the Convention on the Rights of Persons with Disabilities (CRPD).
• Prepare periodic narrative and other reports required by NFDN and its partners in accordance with project requirements.
• Document disability-related information and developments at the provincial level in accessible formats and disseminate relevant information to member organizations through appropriate channels, including email, telephone, website, social media, publications, meetings, and orientations.
• Collect, analyze, and report information on the situation of persons with disabilities, programme progress, achievements, challenges, and emerging issues to the Federal Office.
• Ensure that financial transactions, inventory management, and office administration are carried out in a controlled, transparent, accountable, and fraud-free manner.
• Support the Accountant and Finance Officer in ensuring proper financial transactions, record-keeping, and documentation.
• Coordinate with internal and external stakeholders, including NFDN offices, Board members, project staff, member organizations, rights holders, OPDs, CSOs, media, government agencies, and other relevant stakeholders, and facilitate their engagement with NFDN’s mission and activities.
• Serve as a focal person for communication and information flow between the Provincial Office, Federal Office, project teams, Board members, and other relevant stakeholders.
• Ensure effective coordination and liaison between NFDN, government bodies, member organizations, OPDs, and other stakeholders at provincial and local levels.
• Represent NFDN in relevant forums, networks, coordination mechanisms, and platforms at the provincial level.
• Share good practices, lessons learned, challenges, and issues of concern with relevant forums and NFDN and support their documentation.
• Perform administrative, logistical, and other operational tasks required for programme implementation at the provincial level.
• Carry out any other duties and responsibilities assigned by the Project Coordinator, Administrative Manager, or Provincial Secretary.

Qualification, Experience, and Skills

• At least a Bachelor’s degree in Management, Social Work, Development Studies, Disability Studies, or a related field. A degree in Disability Studies will be an advantage.
• Minimum five years of relevant experience with a Bachelor’s degree or two years of relevant experience with a Master’s degree, preferably in an I/NGO environment, including experience in programme coordination and implementation.
• Demonstrated experience in implementing advocacy, human rights, and disability inclusion projects and supporting OPDs.
• Experience working with persons with disabilities, with sound knowledge of the CRPD and relevant national and international laws, policies, and frameworks concerning persons with disabilities.
• Experience working with local governments, OPDs, civil society organizations, and other stakeholders.
• Strong communication, coordination, documentation, facilitation, networking, and team-building skills.
• Good written and verbal communication skills in Nepali and English.
• Good computer skills, including proficiency in MS Office applications, email, and internet use.
• Ability to search and compile information using online resources and effectively use social media and other communication platforms.
• Ability to prepare news, activity reports, periodic reports, and other programme documentation as required.

2. Accountant – Koshi Province

Duty Station: NFDN Koshi Province Office, with frequent field visits

Job Purpose: The Accountant will be responsible for maintaining accurate and timely financial records, supporting sound financial management and reporting, ensuring compliance with applicable financial and tax requirements, and maintaining proper documentation of financial transactions at the provincial office. The position will also support financial audits, reporting, budgeting, and other administrative functions as required.

Major Responsibilities

• Maintain accurate and up-to-date financial records of day-to-day official and project-related transactions, including verification of vouchers, bills, receipts, and supporting documents, under the guidance and supervision of the Province Manager and Finance Officer.
• Maintain and safeguard financial documents and records in a systematic and accessible manner.
• Record financial transactions and maintain books of accounts in FAMAS accounting software using the approved chart of accounts and budget codes.
• Support the Province Manager in preparing the provincial budget in coordination with the Finance Officer.
• Prepare and maintain project-wise financial reports and consolidate financial information for the provincial office and organization as required.
• Maintain monthly, quarterly, and annual financial records and reports in accordance with the guidance of the Finance Officer.
• Submit financial information and reports to the Federal Office within the required timeframe.
• Follow up on fund/installment transfers from the Federal Office and ensure timely processing of payments.
• Maintain records and track payments to internal and external stakeholders.
• Process applicable tax payments, deductions, and tax returns in accordance with prevailing requirements.
• Facilitate financial audits by preparing and providing required financial records and supporting documents.
• Maintain confidentiality and security of financial data and carry out appropriate data backup procedures.
• Ensure that all decisions, bills, receipts, demand forms, purchase orders, goods receipt notes, activity reports, attendance records, contracts, quotations, and other supporting documents related to financial transactions are properly maintained and filed.
• Provide administrative and secretarial support, including typing and formatting reports and documents, dispatching outgoing correspondence, registering incoming correspondence, filing documents, printing, photocopying, and related tasks.
• Support the Province Manager in preparing reports and collecting programme-related information, evidence, documents, photographs, and other supporting materials as required.
• Carry out official communication through letters, email, telephone, and other appropriate means under the guidance of the Finance Officer, Province Manager, and relevant Board members.
• Ensure compliance with NFDN’s financial policies, procedures, internal controls, and applicable legal and tax requirements.
• Perform other duties and responsibilities assigned by the Province Manager, Federal Program Coordinator, Finance Officer, or other authorized officials.

Qualification, Experience, and Skills

• At least a Certificate-level qualification in Management, Accounting, Administration, or a related field.
• Minimum five years of relevant experience with a Certificate-level qualification or two years of relevant experience with a Bachelor’s degree.
• Good computer skills, including proficiency in MS Office applications, particularly MS Excel, as well as email and internet use.
• Knowledge and experience of FAMAS accounting software will be an advantage.
• Good communication, documentation, coordination, and organizational skills.
• Ability to communicate effectively in Nepali and English, both verbally and in writing.
• Experience in administrative, financial, and logistics-related tasks.
• Ability to maintain confidentiality, accuracy, accountability, and integrity in financial and administrative matters.

1. Introduction

The National Federation of the Disabled – Nepal (NFDN) is a national umbrella organization established in 1993, representing over 400 member organizations of persons with disabilities across Nepal. NFDN is committed to promoting and protecting the rights of persons with disabilities through advocacy, awareness-raising, capacity building, and networking.

In line with our core values of accountability, transparency, and participatory governance, NFDN is seeks to conduct an Institutional social audit for the fiscal year 2082/83 B.S (2025/26), covering the overall organizational activities.

The social audit, an important social accountability tool for NFD-Nepal is being conducted to verify the implementation of the projects and their results, to assess the project’s adherence to social responsibility and ethical standards, ensuring accountability and transparency. It aims to evaluate the impact of all the current projects interventions on stakeholders and promote continuous improvement in its social and ethical practices.

NFDN seeks technical and financial proposals from qualified service providers for “Conducting Social Audit of NFDN”.

नेपालको संविधानले प्रत्येक नागरिकलाई आफ्ना विचार, माग तथा असन्तुष्टि शान्तिपूर्ण रूपमा अभिव्यक्त गर्ने तथा आन्दोलन गर्ने मौलिक अधिकार सुनिश्चित गरेको छ । लोकतान्त्रिक शासन व्यवस्थामा नागरिकका यस्ता संवैधानिक अधिकारमाथि राज्यशक्तिको दुरुपयोग गरी दमनकारी व्यवहार गर्नु संविधान, मानव अधिकार, विधिको शासन तथा लोकतान्त्रिक मूल्यमान्यता विपरीतको कार्य हो भन्ने राष्ट्रिय अपाङ्ग महासंघ नेपालको स्पष्ट धारणा रहेको छ ।

आज बागमती प्रदेशमा आन्दोलनरत पक्ष पूर्वनिर्धारित धर्नास्थलमा पुग्न खोज्दा प्रहरी प्रशासनले सयौँको संख्यामा सुरक्षाकर्मी परिचालन गरी अनावश्यक अवरोध सिर्जना गरेको तथा प्रहरीका सात वटा सुरक्षा घेरा पार गरी धर्नास्थलमा पुगेका राष्ट्रिय अपाङ्ग महासंघ नेपालका सचिव अश्विन लम्साल, अपाङ्गता अधिकारकर्मी विकास थापा लगायतका आन्दोलनकारीहरुमाथि गरिएको दुर्व्यवहार, अपमानजनक व्यवहार तथा पक्राउ गर्ने प्रयासप्रति महासंघ गहिरो दुःख व्यक्त गर्दछ ।

विशेष गरी दृष्टिविहीन व्यक्तिको स्वतन्त्र आवागमन तथा पहिचानको प्रतीकका रूपमा रहेको सेतो छडी खोस्ने, भाँच्ने प्रयास गर्ने, शान्तिपूर्ण आन्दोलनमा बल प्रयोग गर्ने तथा अपमानजनक व्यवहार गर्ने कार्य मानव अधिकार, नेपालको संविधान, प्रचलित कानुन तथा अपाङ्गता भएका व्यक्तिहरूको अधिकारसम्बन्धी संयुक्त राष्ट्रसंघीय महासन्धि (CRPD) को मर्म र व्यवस्था विपरीत रहेको हुँदा राष्ट्रिय अपाङ्ग महासंघ नेपाल उक्त घटनाको घोर निन्दा र भर्त्सना गर्दछ ।

राष्ट्रिय अपाङ्ग महासंघ नेपाल बागमती प्रदेश सरकारसमक्ष निम्न मागहरू तत्काल सम्बोधन गर्न जोडदार आग्रह गर्दछः

१. आन्दोलनरत पक्षले उठाएका न्यायोचित मागहरूलाई तत्काल सम्बोधन गरियोस् ।

२. आन्दोलनका क्रममा भएका घटनाको निष्पक्ष, स्वतन्त्र र पारदर्शी छानबिन गरियोस् ।

३. ज्यादती तथा दमनमा संलग्न जिम्मेवार व्यक्तिमाथि कानुन बमोजिम आवश्यक कारबाही गरियोस् ।

४. भविष्यमा अपाङ्गता भएका व्यक्तिहरूमाथि यस्ता अमानवीय, अपमानजनक तथा दमनकारी घटना दोहोरिन नदिने सुनिश्चित व्यवस्था गरियोस् ।

५. अपाङ्गता भएका व्यक्तिहरूको अधिकार, सम्मान, पहुँच, समान सहभागिता तथा समावेशी विकास सुनिश्चित हुने गरी आवश्यक ऐन, कानुन, नीति तथा बजेट व्यवस्था तत्काल निर्माण र कार्यान्वयन गरियोस् ।

राष्ट्रिय अपाङ्ग महासंघ नेपाल आन्दोलनरत पक्षका न्यायोचित मागहरूप्रति पूर्ण ऐक्यबद्धता व्यक्त गर्दै अपाङ्गता भएका व्यक्तिहरूको अधिकार, सम्मान, समान सहभागिता र सामाजिक न्यायका लागि भइरहेको शान्तिपूर्ण आन्दोलनप्रति आफ्नो नैतिक तथा संस्थागत समर्थन रहने प्रतिबद्धता पुनः व्यक्त गर्दछ ।

Collective Action for Disability Rights in Nepal (CADiR)

The National Federation of the Disabled – Nepal (NFDN) is the national umbrella organization representing persons with disabilities across Nepal. Through the Collective Action for Disability Rights in Nepal (CADiR) project – implemented in consortium with the Nepal Association of the Blind (NAB), Parents Federation of Persons with Intellectual Disabilities (PFPID), National Federation of the Deaf Nepal (NDFN), and Nepal Netra Jyoti Sangh (NNJS), with financial support from FFO Norway – NFDN works to strengthen coordinated advocacy and human rights monitoring so that disability rights commitments are translated into practice at federal, provincial, and local levels.

A central goal of CADiR is to shift public and policy discourse on disability from a charity model toward a rights-based framework. Content created by and about persons with disabilities is one of the most powerful tools for achieving this shift. Through this call, NFDN invites individuals across Nepal to share original articles, stories, poetry, photo essays, audio, and video that challenge stereotypes, educate decision-makers, and demonstrate that disability inclusion is not optional – it is essential.

This call is open to:

• Persons with disabilities of any type, age, gender, or location – youth and women with disabilities are especially encouraged to apply;
• Parents, family members, and caregivers of persons with disabilities;
• Professionals, practitioners, and researchers working in the disability sector;
• Advocates, civil society representatives, and community leaders;
• Human rights educators and inclusion specialists.

NFDN is committed to reflecting the full diversity of disability – including physical, sensory, intellectual, psychosocial, and other impairments – in the contributions it selects.

Accepted Formats

• Articles or opinion pieces
• Essays or reflective writing
• Poetry
• Photo essays or visual storytelling
• Audio or video content
• Other creative formats that advance disability rights and inclusion

Written submissions should ideally not exceed 500 words. Audio and video submissions should not exceed five (5) minutes and must be submitted in high-resolution or high-quality format.

Priority Themes

All topics related to disability inclusion are welcome. Priority consideration will be given to content addressing:

• Inclusive climate change adaptation for persons with disabilities
• Disability-inclusive disaster risk reduction
• Advocacy and organizational development for disability rights
• Inclusive education
• Economic inclusion and sustainable livelihoods
• Access to health and rehabilitation services
• Access to justice for persons with disabilities
• Inclusive governance and political participation
• Emerging issues at the intersection of disability and human rights

To ensure that strong content is never overlooked simply because of limited social media reach, selection will operate through two distinct categories:

• Category A – Best Content Quality: Up to 10 contributions selected purely on editorial merit (see scoring rubric below). Social media reach is not a factor.
• Category B – Highest Outreach Impact: Up to 5 additional contributions recognized for strong reach and dissemination after publication, including social media engagement, website views, and readership .

In total, up to 15 contributions will be selected for publication, and up to 10 outstanding contributions – drawn from both categories – will receive special recognition and a financial honorarium or reward, as per NFDN/CADiR policy.

Submissions are evaluated independently by the Program Manager and Senior Project Coordinator, with final shortlists subject to NFDN senior management approval.

Please include your name, the type of disability (optional, self-identified), and a brief introduction with your submission.

• Contributors retain full authorship of their work. By submitting, you grant NFDN permission to edit, publish, translate, and disseminate your selected content – with proper credit – on NFDN’s website, social media, and with media partners, for non-commercial advocacy purposes.
• If your content involves children, women, survivors of violence, or persons with psychosocial or intellectual disabilities, please ensure documented informed consent is obtained from the individual(s) concerned or their guardian.
• Personal harm, trauma, or sensitive experiences should never be depicted without the explicit consent of the person affected. Identities of vulnerable individuals may be anonymized on request.
