		<title>Global Disability Summit 2025: unique approach for embracing Nepali Disability movement within Global Network</title>

<h1 class="wp-block-heading">Understanding the Global Disability Summit (GDS):</h1>



<p>The Global Disability Summit (GDS) is the world’s leading platform for fostering the rights and inclusion of persons with disabilities around the world. Launched in 2018, the Summit brings together governments, organizations of persons with disabilities (OPDs), civil society, the private sector, international organizations, and development partners to accelerate progress on disability-inclusive development and humanitarian action.</p>



<p>The GDS is grounded in the United Nations Convention on the Rights of Persons with Disabilities (CRPD) and supports the implementation of the 2030 Agenda for Sustainable Development. It serves as a recurring mechanism to promote international cooperation, mobilise commitments, and strengthen accountability for disability inclusion across all sectors.</p>



<h2 class="wp-block-heading">History of GDS:</h2>



<p>The first Global Disability Summit took place in London in 2018, co-hosted by the UK’s Department for International Development (now FCDO), the Government of Kenya, and the International Disability Alliance (IDA), attracting around 1,200 delegates.</p>



<p>The second Summit, held in 2022 due to the COVID-19 pandemic, was co-hosted by Norway and Ghana with IDA. Over 7,000 participants joined remotely, reinforcing global commitment to disability rights and inclusion.</p>



<p>Both summits were watershed moments for the disability rights movement, generating substantial commitments from governments, Development partners, and civil society, which resulted in new policies, increased funding for disability-inclusive programs, and enhanced multi-stakeholder collaboration.<sup data-fn="8484b8fa-046f-49d2-b787-f8672a333651" class="fn"><a href="#8484b8fa-046f-49d2-b787-f8672a333651" id="8484b8fa-046f-49d2-b787-f8672a333651-link">1</a></sup></p>



<h1 class="wp-block-heading">Global Disability Summit 2025: A Transformative Milestone:</h1>



<p>The third Global Disability Summit was held on April 2–3, 2025, in Berlin, co-hosted by Germany, Jordan, and the International Disability Alliance (IDA). GDS 2025 built upon the successes of previous summits and marked a transformative step forward in accelerating global progress toward disability inclusion<sup data-fn="b23bffaa-c3cb-49b1-8d13-b75e015d55a3" class="fn"><a href="#b23bffaa-c3cb-49b1-8d13-b75e015d55a3" id="b23bffaa-c3cb-49b1-8d13-b75e015d55a3-link">2</a></sup>. Over 4,700 participants from more than 160 countries gathered to elevate disability inclusion worldwide.</p>

<h2 class="wp-block-heading">What Distinguished GDS 2025?</h2>



<p><strong><em>Transformative Impact and Strategic Approach: </em></strong>GDS 2025 was designed not merely as a continuation of previous efforts but as a bold leap forward. It emphasized building a unified, cross-sectoral approach to advance inclusive and sustainable development cooperation and humanitarian action. The Summit created new opportunities for collaboration among OPDs, governments, civil society, and the private sector through inclusive dialogues, regional lead-up events, and joint commitments.</p>



<p><strong><em>OPD Leadership and Participation: Reaffirming the principle of &#8220;Nothing About Us Without Us,&#8221;:</em></strong> GDS 2025 prioritized the active leadership of persons with disabilities. OPDs were instrumental in shaping the Summit&#8217;s themes and priorities through meaningful consultations and were encouraged to lead or co-lead joint commitments. This helped ensure that the Summit remained grounded in the lived experiences and priorities of persons with disabilities.</p>



<p><strong><em>Focus on Implementation: </em></strong>GDS 2025 placed a strong emphasis on turning commitments into action. The Summit showed innovative practices and lived experiences from around the world, highlighting what works and how it can be replicated or scaled. The goal was to drive real, tangible change in communities by promoting implementation over mere intention.</p>



<p><strong><em>Rights-Based Advocacy: </em></strong>Throughout the Summit, participants reaffirmed the centrality of the CRPD. GDS 2025 advocated for rights-based commitments, aiming to eliminate discrimination and ensure legal, and policy frameworks align with human rights standards. The Summit helped solidify previous gains and paved the way for more effective accountability mechanisms.</p>



<p><strong><em>National Ownership and Responsibility: </em></strong>GDS 2025 underscored the importance of national ownership in advancing disability inclusion. Countries were encouraged to present clear commitments that addressed both legislative and financial challenges at the national level. The Summit reinforced the message that disability inclusion must be a political priority embedded in national development agendas.</p>



<p><strong><em>Mainstreaming Disability in Development Cooperation: </em></strong>GDS 2025 made strategic efforts to bridge the gap between disability rights and broader development agendas. By emphasizing Article 32 of the UN CRPD, the Summit pushed for disability inclusion to be a central component of all international development and humanitarian assistance.</p>



<p><strong><em>Tackling the Funding Gap:</em></strong><strong> </strong>Recognizing the chronic underfunding of disability-inclusive initiatives, GDS 2025 highlighted the need for sustainable and innovative financing. The proposal for a Global Disability Fund was a key conversation point, intended to ensure that OPDs and grassroots organizations have the financial support needed to sustain advocacy and programmatic work.</p>



<p><strong><em>Data-Driven Decision Making: </em></strong>GDS 2025 elevated the importance of data and evidence. It promoted the use of tools like the Global Disability Inclusion Report and called for the collection and use of disaggregated data by disability, gender, and other factors. These efforts were aimed at driving informed, targeted, and effective policy-making.</p>



<p><strong><em>Adoption of the Amman-Berlin Declaration: </em></strong>The summit culminated in the adoption of the Amman-Berlin Declaration, which sets a bold target: “15 percent for the 15 percent”—ensuring that at least 15 percent of international development programmes explicitly include disability inclusion by the next summit in 2028. Over 90 governments and organizations endorsed this declaration by the end of the event.</p>



<p>GDS 2025 was a pivotal moment in the global disability movement. Through its inclusive approach, commitment to action, and emphasis on rights and accountability, it has laid down a renewed foundation for sustained progress. The outcomes of the Summit now serve as a call to action for all stakeholders to deliver on their commitments and ensure a world where persons with disabilities can flourish and fully participate in implementation of the Amman-Berlin Declaration.</p>



<h1 class="wp-block-heading">Visibility of Delegates from Nepal in GDS 2025:</h1>



<p>The Summit witnessed an inspiring turnout, with over 4,700 enthusiastic delegates representing more than 160 countries. Leading the way was the host nation, Germany, with an impressive 727 participants (30.4%), warmly welcoming the global community. The United Kingdom followed with 121 delegates (5.1%), and the United States closely behind with 116 delegates (4.9%), reflecting strong international commitment.</p>



<p>Co-host Jordan contributed significantly with 67 delegates (2.8%), while Nepal and Kenya proudly shared the fifth position, each represented by 49 delegates (2.0%). Brazil was close behind with 48 participants (2.0%), followed by 46 from Canada (1.9%), and 39 each from India and Italy (1.6%).</p>



<p>The vibrant participation from every corner of the world truly reflected the collective spirit and shared dedication to advancing disability rights and inclusion globally.</p>



<p>There was meaningful and impactful participation of OPDs and development partners from Nepal at the Summit. Their active engagement not only reinforced Nepal’s commitment to the Sustainable Development Goals (SDGs) but also contributed significantly to the drafting of the Amman-Amman-Berlin Declaration. By sharing valuable expertise and advocating for greater accountability, they helped drive global momentum for disability inclusion.</p>



<p>Similarly, OPDs from Nepal played a vital role in the Civil Society Forum (CSF), held on April 1, 2025, at the same venue, on the eve of the Summit. The Forum brought together over 1,500 participants from around the world and opened with powerful messages from civil society leaders and government representatives. The discussions underscored the urgency of building meaningful partnerships with OPDs, protecting the space for independent civil society, and laying a strong foundation for the success of GDS 2025.</p>



<h2 class="wp-block-heading">Grounded thoughts of OPDs from Nepal in GDS:</h2>



<p>Upholding principles of “Nothing About Us Without Us”: The summit emphasized the principle “Nothing About Us Without Us”—central to the UN CRPD. Full engagement of OPDs ensures that policies and commitments reflect lived realities. For Nepal, embedding this principle means shaping disability inclusion policies that are truly representative and grounded in local needs.</p>



<p><strong>Shaping Effective National Commitments: </strong>OPDs that participated in GDS 2025 push for transparent, accountable commitments. Their presence accelerates Nepal’s progress toward inclusive legal reforms, financing frameworks, inclusive education, decent work, health equity, and accessible cities—aligned with GDS focal areas.</p>



<p><strong>Youth Empowerment and Intersectional representation: Representation of youth led OPDs like BYAN and youth leadership amongst persons with Intellectual disabilities </strong>offers few powerful case of youth engagement and inter-sectionality, that embraced meaningful representation in CSF and collaborated to draft the “Call to Action <a>on the Meaningful Engagement of Youth with Disabilities.”</a> And “Call to Action for Indigenous persons with disabilities”. BYAN hosted an exhibition visited by over 1,000 delegates, and elevated topics like inclusive SRHR and accessible education. Their active involvement amplified youth-led experiences and inspired national strategies emphasizing young and inter-sectional community of persons with disabilities.</p>



<p><strong>Accountability &amp; Resource Mobilization: </strong>The 15 percent for the 15 percent target allows OPDs to hold donors, development agencies, and governments accountable for inclusive programming. By advocating for disability-inclusive budgeting and monitoring frameworks, OPDs strengthen Nepal’s ability to channel resources effectively for inclusion reforms in all tiers of the Government.</p>



<p><strong>Knowledge Exchange &amp; Partnerships: </strong>At GDS 2025, OPDs networked with governments, UN agencies, funders, and peer organizations. Such engagement enables Nepali OPDs to access global best practices, join technical initiatives (e.g., inclusive urban resilience, accessible education), and secure collaborative partnership for future national programmes. The Abilis Foundation organised meeting with Grantee OPDs from Nepal and connected country representatives with several development partners such as WHO, World Bank and CBM. Likewise, NFDN joined its partnership meeting with DPOD and its global partners, developed the shared goals and future strategy.</p>



<p>The participation of Organisations of Persons with Disabilities at GDS 2025 in Berlin was not symbolic—it was strategic. OPDs shaped the Amman-Berlin Declaration, elevated youth voices, strengthened accountability mechanisms, and catalyzed visibility for the global disability inclusion agenda.</p>



<h1 class="wp-block-heading">GDS 2025 commitments:</h1>



<p>Throughout the Summit, more than 800 commitments were made by governments, the private sector, OPDs and development actors to enhance accessibility and ensure the meaningful participation of persons with disabilities. Top Commitments from GDS 2025 are listed as.</p>



<p><strong>FCDO</strong>: Will launch an Assistive Technology Investment Vehicle through the AT2030 programme, aiming to raise $60 million by 2026. It will also co-chair the GLAD Network to foster stronger global partnerships for disability inclusion.</p>



<p><strong>UNICEF</strong>: Commits to scaling up investment in disability inclusion, aiming for 10% of its annual budget to children with disabilities by 2030, expanding disability data collection, and scaling inclusive education and protection systems across 50 countries.</p>



<p><strong>IDA</strong>&nbsp; : Will strengthen OPDs in over 100 countries to influence national policies. It will also launch a leadership programme for 80 young persons with disabilities and partner with the UN Global Disability Fund to advance CRPD implementation in 50 countries.</p>



<p><strong>Germany</strong>: Creates the Resilient and Inclusive Cities Hub (RICH) with €10 million in funding to improve urban accessibility, and will invest €5 million—in partnership with Jordan—in inclusive education. It also commits to improving the capacity of regional actors to promote the inclusion of people with disabilities in Africa.</p>



<p><strong>Jordan</strong>: Will implement a National Action Plan to guarantee full participation of persons with disabilities in elections by 2028, and invest 90 million Jordanian dinars to enhance access to education and healthcare.</p>



<p><strong>Inter-American Development Bank</strong>: Pledges that 25% of public loans will support disability inclusion across all sectors by 2025.</p>



<p><strong>DFAT Australia</strong>: Commits to a disability equity target for its development program—60% of investments performing effectively by 2026, rising to 70% by 2030. Australia will also launch a new initiative to strengthen organizations of persons with disabilities across the Indo-Pacific.</p>



<p><strong>CBM Global</strong>: Commits to increasing by 25% the number of projects focused on OPD organizational strengthening by 2027.</p>



<p><strong>The Valuable 500</strong>: Will leverage its global network of 500+ companies to accelerate disability inclusion in business, with a focus on leadership, reporting, and representation.</p>



<p><strong>Algerian Government</strong>: will develop a national disability strategy by 2027, and also commits to support and strengthen specialized education and teaching institutions with specialized professional staff.</p>



<p><strong>Education Cannot Wait</strong>: commits to improving data, evidence, and accountability for inclusive education.</p>



<p><strong>The Zero Project</strong>: will promote the Global Disability Summit and its commitments through its annual conference.</p>



<p>Nepal: Though the Government of Nepal failed to make commitments in GDS 2025, and CSO commitments are not listed within the key commitments in the portal, there are several <strong>Nepali national stakeholders expressed commitments.</strong> The commitments of Civil society actors, OPDs, local affiliates of international NGOs weren’t included in globally visible lists, so the number of commitments from Nepal is higher than mentioned in this article. Here are some remarkable Commitments pledged from Nepal.</p>



<ul class="wp-block-list">
<li><strong>Action on Disability Rights and Development (ADRAD-Nepal)</strong> recognized as a national OPD, ADRAD is actively involved in disability-inclusive development and has made multiple commitments through the consortium of persons with disabilities (Detailed commitments is presented in next section.</li>



<li><strong>Save the Children (Nepal)</strong> – part of Save the Children International’s “Call to Action” for disability‑inclusive rights for children, which was a formal Summit initiative. Save the Children committed to ensuring children with disabilities are meaningfully included in programming and pledged stronger collaboration with governments and other key stakeholders. Detailed commitments is available in the commitment portal of GDS<sup data-fn="472544b6-54af-4c9a-9bcc-c2cded629dd4" class="fn"><a href="#472544b6-54af-4c9a-9bcc-c2cded629dd4" id="472544b6-54af-4c9a-9bcc-c2cded629dd4-link">3</a></sup>.</li>



<li><strong>Consortium of OPDs</strong> – Nepali OPDs, including Dalit with Disabilities Association Nepal, National Indigenous Disabled Women Association Nepal (NIDWAN), KOSHISH Nepal, Blind Youth Association Nepal (BYAN), and others, united under a <strong>&#8220;National Disability Summit&#8221;</strong> held March 5–6, 2025 in Kathmandu. Together, they formulated joint commitments for submission to GDS 2025, however &nbsp;BYAN submitted their soul commitments (Detail commitments can be found in GDS commitment portal<sup data-fn="25634ea3-489e-4649-ba73-ee814d7b45c5" class="fn"><a href="#25634ea3-489e-4649-ba73-ee814d7b45c5" id="25634ea3-489e-4649-ba73-ee814d7b45c5-link">4</a></sup>).</li>
</ul>



<h2 class="wp-block-heading">GDS commitments of Consortium of OPDs in Nepal led by the author (of this article) in promoting access to education to learners with disabilities:</h2>



<p>This commitments of consortium of OPDs has been jointly pledged by “ADRAD-Nepal”, “NFDN”, NAB”, “PFPID”, “DECN and “Abilis Nepal network”.</p>



<p>The purpose of this commitments is to strengthen joint advocacy for promoting Inclusion in education of learners with disabilities, align with international frameworks such as the <strong>CRPD</strong> and the <strong>2030 Agenda for Sustainable Development</strong>, specifically <strong>SDG 4</strong>, which aims to &#8220;ensure inclusive and equitable quality education and promote lifelong learning opportunities for all.&#8221;.</p>



<p>The following are specific commitments that the consortium of OPD In Nepal push for the Government in achieving following output results within next 4 years:</p>



<p>(1) The Government of Nepal to be pushed for Updating national education policies (2076 )to ensure they align with Article 31 of the Constitution of Nepal, 16<sup>th</sup> National Development plan as well as CRPD 24 and SDG 4.</p>



<p><strong>(2) </strong>The Ministry of Education shall develop and adopt Operational Guideline for Inclusive Education by next 3 years. This&nbsp; guideline is realised essential to guarantee the right to free, quality and inclusive education for all children with disabilities.</p>



<p><strong>(3) </strong>The Government to be pushed for making notable increment in the investment for inclusive education initiatives covering both the developmental revenue of the local and federal Government as well as grants from development partners.</p>



<p>(4) The Government is pushed to establish mechanism for screening of all children from early grades, thereby identification of learners with disabilities and make necessary early intervention with necessary treatment, rehabilitation, habilitation and&nbsp; therapeutic services like speech therapy, counselling and soft skills.</p>



<p>(5) The Government is pushed for adopting Disability inclusive Data module and administered in the public schools in federal, province and local levels. The Centre for Education and Human Resource Development to upgrade the integrated educational management information system (IEMIS) to capture relevant and accurate information in a regular basis, establishing disaggregated data of learners with disabilities for development of inclusive planning process. That helps establishing comprehensive data system to track enrollment, retention, and outcomes for learners with disabilities.</p>



<p>(6) The Government is pushed for retrofitting fulfilling accessibility compliances at least 70% of existing resource Classes and the schools where&nbsp; inclusive education is introduced and ensuring all new schools are built following universal design principles with physical accessibility after carrying out mapping of accessibility standards of the resource classes and&nbsp; make necessary modification to make inclusive stream in the education sector.</p>



<p>(7) The OPD collaboration to be strengthened to adopt educational technology, including e-learning platforms and digital resources like “Sikai Chautari”, to be made accessible to learners with disabilities.</p>



<p>(8) The Curriculum Development Center to be obliged adopting new Unicode standards for producing school level books through mainstream publishing platform, thereby producing teaching contents and textbooks in digital accessible format such as in Epub or DAISY audio format in the same time without additional investment of producing regular printed books. The Center also pushed for providing Braille books, digital accessible books in text and audio format with picture description, sign-language dictionary with elaborated signs, tactile materials, large-print textbooks, and captioned videos, to at least 90% of learners with disabilities by 2030 through their enrolled schools in own communities.</p>



<p>(9) The OPD consortium commits to push Government Establishing inclusive education resource centers in every local levels in collaboration with OPDs, schools, Universities and local Government to support schools, teachers, and learners with disabilities to follow inclusive educational module engaging persons with disabilities in decision-making levels within education management such as School Management Committee (SMC), Parents Teachers Association (PTA) etc.</p>



<p>(10) The OPD collectively work to ensure national curricula are inclusive and meet the diverse needs of learners with disabilities with high priority given to the students with cognitive disabilities like Deafblindness, intellectual disabilities and neuro development conditions such as Autism Spectrum Condition. By the fulfillment of this commitment, standard tools for Individual Education and Learning Plan (IELP) to be adopted addressing the learning need and capabilities of learners with diverse disabilities and execute in the resource classes as well as in Inclusive education stream.&nbsp; It is therefore reviewed existing assessment system and modified with adjustments of diverse disability needs and abilities to apply such assessment system such as alternate method for pictorial or graphic description for visual impaired students, sign-language interpretation of listening test for hearing impaired students, easy text and descriptive approach for learners with developmental disabilities and intellectual disabilities, tactile approach for learners with deafblindness etc.</p>



<p>(11) The Government is pushed to provide, by 2030,&nbsp; assistive devices and technology (e.g., hearing aids, speech-to-text software, and augmentative communication tools) to&nbsp; all learners with disabilities who need them. All schools is thereby equipped all schools with adaptive technologies to support diverse learning needs of learners with disabilities such as Text-to-Speech software, Speech-to-text tools, tablets, laptops and smart boards with internet facilities.</p>



<p>(12) Government is pushed to extend partnership with organizations of Persons with Disabilities (OPDs), private sector entities, and NGOs to expand access to resources and utilization of expertise for inclusive education.</p>



<p>(13) Government and parliament is pushed to ratify “Marrakesh treaty” and provide copyrights exception for producing accessible books for persons with visual disabilities and those having print disabilities.</p>



<h1 class="wp-block-heading">Localizing the Amman-Berlin Declaration to Strengthen Disability Rights and Inclusion in Nepal</h1>

<h1 class="wp-block-heading">Strategic action to translate the commitments&nbsp; and Amman-Berlin Declaration into reality:</h1>



<p>To implement the Amman-Berlin Declaration in Nepal, OPDs must continue to lead—from designing national strategies and advocating for the “15 percent for the 15 percent” target, to monitoring commitments and securing inclusive financing. Their participation ensures that disability inclusion is not just a promise, but a measurable and sustained reality.</p>



<p>National Federation of the Disabled- Nepal (NFDN) organised consultative meeting on 30th April, 2025 to discuss its relevance for organising Post-GDS conference (2025) in Nepal. The purpose of organising post-GDS conference can be filling the gap of understanding of Amman-Berlin declaration and GDS Commitments by the government, civil societies, developmental partners and the OPDs. NFDN also intends to facilitate implementation of Amman-Berlin Declaration in Nepal.</p>



<p>The proposed post-conference brings together NGOs, INGOs, OPDs, UN organizations, civil societies, government bodies and other development partners to deliberate to incorporate the GDS Declaration’s call into action. Commitments alone will not drive change, the value lies in how the commitments are implemented, monitored, and sustained over time. It is now up to governments, donors, development partners, and especially OPDs, to turn these pledges into action.</p>

<h3>National Study Reveals Systemic Injustices Blocking Persons with Disabilities from Legal Access</h3>
<p>A 2022 national study jointly conducted by the National Human Rights Commission (NHRC) of Nepal and the National Federation of the Disabled-Nepal (NFDN), with support from CBM Global, has exposed the deep-rooted barriers that continue to prevent persons with disabilities from fully accessing justice in Nepal.</p>
<p>Titled <i>A Study on Identifying Barriers to Accessing Justice for Persons with Disabilities</i>, the research spans across all seven provinces and documents a complex web of structural, attitudinal, and procedural obstacles that deny persons with disabilities &#8211; particularly women and children &#8211; their legal rights.</p>
<h3 id="main">Focus</h3>
<h3>Why This Research?</h3>
<p>Despite constitutional guarantees and Nepal&#8217;s commitment to international human rights instruments such as the CRPD, persons with disabilities continue to face systemic exclusion from the justice system &#8211; a reality that has largely gone undocumented due to a critical lack of research. Previous studies and government reports have seldom captured the multifaceted barriers &#8211; ranging from inaccessible infrastructure to discriminatory attitudes &#8211; that hinder the legal empowerment of persons with disabilities, especially women, children, and those with intellectual or psychosocial impairments. This study, therefore, plays a crucial role in uncovering and validating these lived experiences, generating evidence-based advocacy, and guiding the development of inclusive legal frameworks and practices that truly reflect the rights and needs of persons with disabilities across Nepal.</p>
<h3>A Web of Barriers: Structural, Attitudinal, and Procedural</h3>
<p>Among the most critical findings is the widespread lack of accessible infrastructure in police stations, courtrooms, and detention facilities. Many legal buildings remain inaccessible to wheelchair users, lacking ramps, elevators, or wide doorways. In one documented case, a woman who uses a wheelchair was unable to attend multiple court hearings simply because the district court lacked basic access features.</p>
<p>The study also reveals pervasive attitudinal barriers within Nepal&#8217;s justice system. Law enforcement officials and legal professionals often dismiss or undervalue complaints made by persons with intellectual or psychosocial disabilities, labeling them as &#8220;unreliable.&#8221; People with hearing impairments are frequently stereotyped as incapable of understanding or participating in legal procedures.</p>
<p>Procedural barriers further deepen exclusion. Courts and police stations rarely have sign language interpreters, and essential information and documents are not available in Braille or other accessible formats. Accessible complaint mechanisms are also lacking. For instance, a deaf woman was unable to file a First Information Report (FIR) due to the absence of an interpreter, resulting in a delay of several months in accessing justice.</p>
<p>In addition, the transitional period during legal proceedings poses further challenges. Many individuals, particularly woman with disabilities lack financial resources for rehabilitation, and the absence of temporary shelters and weak economic conditions make the situation even more difficult. Limited family support further increases vulnerability during this time, compounding the barriers to justice and recovery.</p>
<h3>The Gap Between Law and Practice</h3>
<p>While Nepal has made commendable legal commitments &#8211; its Constitution guarantees equality and justice for all, and it is a signatory to the UN Convention on the Rights of Persons with Disabilities &#8211; the study underscores a troubling disconnect between these legal promises and on-the-ground realities. Survivors of violence, particularly women and girls with disabilities, often remain silent due to inaccessible legal procedures, fear of stigma, and a lack of trust in the system.</p>
<h3>Data That Demands Urgent Action</h3>
<p>What sets this study apart is its collaborative and inclusive methodology. While the NHRC provided institutional leadership, the NFDN led grassroots consultations, centering the voices and lived experiences of persons with disabilities. This co-ownership has already led to concrete outcomes. The NHRC&#8217;s Sixth Strategic Plan (2021-2026) now prioritizes access to justice for persons with disabilities. Likewise, Organizations of Persons with Disabilities (OPDs,) and legal actors have initiated inclusive legal awareness programs, police training sessions, and dissemination of accessible legal information.</p>
<h3>General and Cross-Cutting Recommendations</h3>
<p>The study concludes with urgent national-level recommendations to reform Nepal&#8217;s justice system:</p>
<ul>
<li>Implement the CRPD Committee&#8217;s recommendations without delay.</li>
<li>Amend existing laws and policies to ensure full and effective access to justice.</li>
<li>Ensure accessibility in complaint registration, FIR filing, and court hearing procedures.</li>
<li>Train justice sector personnel &#8211; including police, lawyers, and court staff &#8211; on disability rights and accessibility.</li>
<li>Improve the collection and use of disaggregated data on disability to inform justice sector reforms.</li>
</ul>
<h3>Province-Specific Recommendations</h3>
<p>To ensure context-specific justice reforms, the study also offers specific recommendations for each province:</p>
<h4>Koshi Province</h4>
<p>Construct accessible infrastructure in courts and police stations. Train police officers, court officials, and local government personnel on disability rights. Provide sign language interpretation during judicial proceedings. Develop inclusive legal aid mechanisms. Raise community-level awareness about the legal rights of persons with disabilities.</p>
<h4>Madhesh Province</h4>
<p>Ensure physical accessibility in district administration and court buildings. Deploy mobile legal services for remote and underserved areas. Provide trained sign language interpreters in police stations and courts. Incorporate disability perspectives into local justice mechanisms. Engage OPDs in monitoring accessibility standards.</p>
<h4>Bagmati Province</h4>
<p>Launch accessible digital portals for legal services. Enforce mandatory accessibility standards in public and judicial buildings. Promote inclusive justice at municipal and ward levels. Provide specialized training for legal aid lawyers. Collaborate with local governments on inclusive mediation programs.</p>
<h4>Gandaki Province</h4>
<p>Disseminate simplified legal information in Braille, audio, and easy-to-read formats. Conduct disability inclusion audits in courts and administrative offices. Set up legal help desks in partnership with OPDs. Facilitate accessible transport to legal service centers. Promote the inclusion of persons with disabilities in judicial advisory bodies.</p>
<h4>Lumbini Province</h4>
<p>Install tactile guiding paths and ramps in justice sector buildings. Train judges and court staff on CRPD compliance. Strengthen coordination between local government and OPDs for legal support. Develop multilingual and accessible complaint systems. Integrate accessibility indicators into governance performance evaluations.</p>
<h4>Karnali Province</h4>
<p>Establish mobile justice units for remote mountainous areas. Mandate accessibility in infrastructure budgets and tenders. Offer incentives to lawyers and service providers supporting persons with disabilities. Conduct targeted outreach to marginalized disability groups. Ensure legal forms are accessible in local languages and formats.</p>
<h4>Sudurpaschim Province</h4>
<p>Operationalize free legal aid programs for women and children with disabilities. Raise awareness about legal identity and rights through community campaigns. Build capacity of provincial agencies to develop and monitor inclusive policies. Create accessible feedback and grievance mechanisms. Promote cross-sector collaboration across justice, health, and education systems.</p>
<h3>Justice Cannot Wait</h3>
<p>The findings of the NHRC-NFDN study serve not just as a wake-up call but as a roadmap for disability-inclusive justice reform in Nepal. The systemic exclusion of persons with disabilities from legal protection is not merely a gap &#8211; it is a violation of fundamental human rights.</p>
<p>As the report rightly concludes: <i>Justice must not remain a privilege for the few. For persons with disabilities, rights without access are hollow &#8211; and the time for change is now.</i></p>

<p>The National Federation of the Disabled – Nepal (NFDN) extends its heartfelt gratitude to CBM Global and the Australian Government, through the Department of Foreign Affairs and Trade (DFAT), for their invaluable support in implementing the Include Us project from 2019 to 2024. Through this initiative, we have worked in key areas such as accessibility, access to justice for individuals with disabilities, disability data, policy advocacy, and strengthening organizations of individuals with disabilities (OPDs).</p>
<p>This project has brought about meaningful change, and we have witnessed powerful stories of empowerment, resilience, and advocacy that have made a lasting impact.</p>
<p>This collection presents 15 inspiring stories in both English and Nepali, capturing real-life experiences, challenges, and triumphs of individuals impacted by the project. These stories highlight the importance of inclusion, accessibility, and collective action in building a just and equitable society. <p><em>२०७९ मङ्सिर महिनामा महासंघको कार्यसमितिको निर्वाचनको समयमा उम्मेदवारी दर्ता गर्दा श्री सुगम भट्टराईले महासचिव पदमा निर्वाचित भएर कार्य गर्ने अवस्थामा आवश्यकता परे नेपाल नेत्रहीन संघको कोषाध्यक्ष पदबाट राजीनामा दिने कुरा व्यक्त गरेको हुँदा निजले वैधानिक रूपमा नै महासचिव पदमा प्रतिस्पर्धा गरेको र सो पदमा निर्वाचित भई महासंघको दैनिक कार्य सम्पादन गरिरहेको कुरा महासंघको विधान अनुरूप नै भएको हो । श्री सुगम भट्टराईले महासंघको महासचिव पदमा कार्यरत रहँदा नेपाल नेत्रहीन संघको कोषाध्यक्ष पदमा निरन्तर रहन नमिल्ने भन्ने उजुरीकर्ताको जिकिरमा नेपाल नेत्रहीन संघको कोषाध्यक्ष पदलाई कार्यकारी पदको रूपमा नलिई वित्तीय व्यवस्थापनमा मात्र जिम्मेवारी दिएको र दैनिक कार्यसम्पादनका कुनै जिम्मेवारीमा नरहने हुँदा श्री सुगम भट्टराईको नेपाल नेत्रहीन संघमा कोषाध्यक्ष पदले महासंघको महासचिवको कार्य सम्पादन प्रक्रियामा कुनै पनि बाधा नगरेको कुरा स्पष्ट गराइन्छ, </em><em>साथै निजले महासंघको महासचिव पदमा रही कार्य सम्पादन गरिरहँदा यस कार्यले नेपाल नेत्रहीन संघमा कोषाध्यक्ष पदको जिम्मेवारी निर्वाह गर्न असुविधा भए सो कुरा नेपाल नेत्रहीन संघले निजलाई पदमुक्त गरी वैकल्पिक व्यवस्थापन गर्न सक्ने कुरा समेत स्पष्ट गराउन चाहन्छौँ । साथै श्री खोमराज शर्माले गण्डकी प्रदेशको अध्यक्ष पदमा उम्मेदवारी दिँदा सो उम्मेदवारीको विरुद्ध कुनै पनि उजुरी नपरेकोले सो विधान सम्बत भएको कुरा स्पष्ट गराइन्छ । नेपाल नेत्रहीन संघको वरिष्ठ उपाध्यक्ष पदबाट निजले राजीनामा दिइसकेको हुँदा हाल यो जिकिर निराधार रहेको कुरा समेत स्पष्ट गराइन्छ ।</em></p>
<p><strong><em> </em></strong><strong>क. </strong><strong>परियोजनाको रकमबाट नियमित पारिश्रमिक लिन मिल्दैन भन्ने सन्दर्भमा:</strong></p>
<p><em>राष्ट्रिय अपाङ्ग महासंघ नेपाल एक सामाजिक संस्था भएको र सामाजिक संस्थाको पदाधिकारी तथा सदस्यहरूले नियमित रूपमा कार्य समितिमा रहेको कारण तलब सुविधा लिनु हुन्न र लिन पाउँदैन भन्ने नेपालको कानुनी व्यवस्था रहेको कुरा प्रति महासंघ जानकार र सचेत रहेको छ । उजुरीकर्ताले आरोप लगाए झैँ महासंघको अध्यक्ष, </em><em>महासचिव, </em><em>कोषाध्यक्ष लगायत पदाधिकारी र सदस्यहरूले महासंघबाट कुनै पनि तलब सुविधा र पारिश्रमिक लिएको भन्ने कुरा पूर्ण रूपमा गलत, </em><em>कपोकल्पित र भ्रामक छ । महासंघका विकास साझेदारहरू वा नेपाल सरकारबाट अनुदान प्राप्त गर्दा के कस्ता क्रियाकलापहरू सञ्चालन गर्ने त्यसको बजेट कसरी खर्च गर्ने भन्ने पहिले नै निर्धारण गरिएको हुन्छ र सोही अनुसार सम्झौता सम्पन्न गरिएको हुन्छ । परियोजना सञ्चालन गर्दा तोकिएको जिम्मेवार व्यक्तिले खर्च गर्नुपर्ने यातायात, </em><em>सञ्चार, </em><em>खाजा र खानाका लागि स्वयम् साझेदार निकायले सो बापत भएको खर्चको लागि बजेट विनियोजन गर्ने गरेका हुन्छन् । आफूले प्रदान गरेको आर्थिक अनुदान के कसरी खर्च भइरहेको छ भनी विकास साझेदार र स्वयम् नेपाल सरकारबाट निरन्तर अनुगमन भइरहेको हुन्छ भने सम्पूर्ण खर्चको लेखा परीक्षण स्वयम् विकास साझेदार र नेपाल सरकारबाट मान्यता प्राप्त चार्टड एकाउन्टेन्टले गर्ने गरेको छ । सुशासन र आर्थिक पारदर्शिता कायम गर्न महासंघले संस्थागत रूपमा नै आर्थिक तथा प्रशासनिक नियमावली अवलम्बन गरी नेपालको सार्वजनिक खरिद ऐन अनुसार नै गरिरहेको छ । महासंघमा निर्वाचित भई योगदान गर्न चाहने नेतृत्व तहका हरेक व्यक्तिहरूले यस्तो कानुनी प्रक्रिया आत्मसाथ गरेर नै निर्वाचित भएपछि शपथ ग्रहण गर्दै आफ्नो कार्य सम्पादन गर्दछन् । उजुरीकर्ताको आरोप कपोकल्पित र भ्रामक मात्र नभई यसले विधि र सुशासनको मान्यतालाई अस्वीकार गरेको स्पष्ट हुन्छ तसर्थ उजुरीकर्तालाई आफूले लगाएको आरोपको सबुत प्रमाण पेस गर्न चुनौती दिन चाहन्छौ । </em><strong> </strong></p>
<p><strong>ख. आफन्तहरूलाई महासंघमा नियुक्ति दिइएको छ भन्ने सन्दर्भमा:</strong></p>
<p><em>राष्ट्रिय अपाङ्ग महासंघ नेपालले आफ्नो आर्थिक पारदर्शिता, </em><em>सुशासन र संस्थागत प्रभावकारिता अभिवृद्धि गर्न संस्थागत लेखाजोखा (सिस्टम अडिट) गर्ने गरेको छ । महासंघको नीति, </em><em>नियमावलीहरू नेपाल सरकारको खरिद नियमावली र अन्तर्राष्ट्रिय साझेदार संस्थाको मापदण्ड अनुरूप संशोधन गरिएको अवस्था हो । यसै क्रममा मिति २०८०।०३ ।०१ मा संघीय कार्य समितिको बैठकबाट नीति प्रमाणीकरण गर्न अध्यक्ष र महासचिवलाई अख्तियारी दिइए बमोजिम नीति प्रमाणीकरण गरिएको हो । उजुरीकर्ताले आरोप लगाए झैँ अध्यक्ष र महासचिवले एकलौटी ढङ्गबाट प्रमाणित गरेको होइन । यो कुनै पनि संस्थाको नियमित प्रक्रिया भित्र पर्दछ । </em></p>
<p><em>सुशासनको मान्यता अनुसार महासंघलाई आवश्यकता पर्दा सन् २०२३/०२४ का लागि बस्तु तथा सेवा खरिद गर्न इच्छुक सेवा प्रदायक र परामर्श दाताहरूसँग आशय पत्र र मुल्यसूची संघीय कार्य समितिको मिति २०७९/०९/०७ र ०८ गतेको बैठकबाट निर्णय भए बमोजिम पेस गर्न सूचना प्रकाशित गरिएको र विधि सम्बत् रूपमा प्राप्त भएका सूचीहरूलाई २०८०/०३/०१ को संघीय कार्य समितिको बैठकबाट सम्भावित सेवा प्रदायक र परामर्शदातालाई आधिकारिक रूपमा सूचीकृत गर्ने निर्णय गरिएको हुँदा सो पश्चात् महासंघले खरिद गरेका वस्तु र सेवा सोही सूचीकृत सेवा प्रदायक वा परामर्शदाताहरूबाट प्राप्त गरिएको साथै कुनै भूगोलबाट सेवा प्रदायक सूचीकृत नभएको अवस्थामा सोही भूगोलमा सेवा खरिद गर्न नेपाल सरकारको सार्वजनिक खरिद नियमावली अनुरूप गर्ने गरेको कुरा स्पष्ट गराउन चाहन्छौँ । महासंघको विकास साझेदारहरुसंगको परियोजनामा कर्मचारीहरूलाई पेसागत दक्षताको आधारमा खुल्ला प्रतिस्पर्धा गरी साझेदार निकायकै प्रत्यक्ष निगरानीमा कर्मचारीहरूको छनौट गरिएको छ । यसमा अध्यक्ष महासचिव लगायत कुनै पनि पदाधिकारीहरूको पारिवारिक सदस्य वा आफन्तहरू नियुक्ति गरिएको छैन साथै परामर्शदाता छनौट गर्दा खुल्ला प्रतिस्पर्धाको आधारमा कार्यादेश मुताबिक आशय पत्र प्राप्त गरी छनौट गर्ने गरिएको हुँदा उजुरीकर्ताले आरोप लगाएको कुरा कपोकल्पित, </em><em>भ्रामक र दुराशयपूर्ण रहेको कुरा स्पष्ट हुन्छ । </em></p>
<p><em>मधेस प्रदेशको व्यवस्थापकको सन्दर्भमा निजको कार्यसम्पादन क्षमता र आर्थिक आचरण विरुद्ध पर्न आएको उजुरी उपर छानबिन गरी प्राप्त प्रतिवेदन र त्यसले दिएको सिफारिसको आधारमा आवश्यक प्रक्रिया अवलम्बन गरी शून्य सहनशीलताको आधारमा पदमुक्त गरिएको हो यस कार्यमा महासंघको सर्वोपरि हितलाई ध्यान दिई थप नियुक्तिको प्रक्रिया अवलम्बन गरिएको हो । उजुरीकर्ताले दुराशयपूर्ण रूपमा सत्य तथ्य बङ्ग्याई लगाएको आरोप निराधार छ । लेखापालको हकमा स्वैच्छिक राजीनामा स्वीकृत भई पदमुक्त भएको हो । </em></p>
<p><em>एबिलिश फाउन्डेसनको अनुदानमा सञ्चालित अपाङ्गता भएका महिलाहरूको राजनीतिक सशक्तीकरण सम्बन्धी परियोजनाको संघीय तथा प्रादेशिक समितिहरूको गठन सोही प्रदेशका क्रियाशील अपाङ्गता भएका महिलाहरूको नेतृत्वमा गर्ने र त्यसको सुपरिवेक्षण र निगरानी संघीय समितिको महिला उपाध्यक्षको समन्वयमा गरिने गरी कार्यविधि कार्यसमितिको मिति २०८०/०९/१४ र १५ गतेको बैठकबाट प्राप्त अख्तियारीको आधारमा अवलम्बन गरिएको हो । दातृ निकायले समेत यस उपर सोधपुछ गरी कार्य सम्पादन गर्न स्वीकृति दिएको सन्दर्भमा उजुरीकर्ताले गरेको जिकिर निराधार र साझेदार निकायलाई गुमराहमा राख्ने दुराशयबाट अभिप्रेरित भएको स्पष्ट हुन्छ । </em><strong> </strong></p>
<p><strong>ग.   कमिसन लिई कर्मचारीको तलब बढाइएको भन्ने सन्दर्भमा:</strong></p>
<p><em>राष्ट्रिय अपाङ्ग महासंघ नेपालले दक्ष जनशक्तिलाई भित्र्याउन र निजको पेसागत दक्षताको सम्मान गर्नका लागि मानव श्रोत विकास तथा व्यवस्थापन नियमावली २०८० को नियम ४२ को उपनियम २ बमोजिम महासंघका कर्मचारीको तह निर्धारण र स्पष्ट तलबमान उल्लेख भए बमोजिम साझेदार संस्थाले कर्मचारीलाई तोकिएको पारिश्रमिक स्वीकृति गरे बमोजिम आवश्यक कर कट्टी गरी कर्मचारीको स्वयम् बैङ्क खातामा तलब उपलब्ध गराउँदै आइरहेको छ । उजुरीकर्ताले लगाएको आरोपबाट कर्मचारीको पेसागत दक्षताको अवमूल्यन हुने, </em><em>मानमर्दन समेत भएकोले उक्त कपोकल्पित भ्रामक आरोप प्रति महासंघका सम्पूर्ण कर्मचारीहरू आश्चर्य चकित र दुखित भएका छन् । अध्यक्षले कर्मचारीबाट कमिसन लिएको भन्ने कुरा हास्यास्पद र खेदजनक रहेको छ । अध्यक्षले कर्मचारीबाट कमिसन लिएको भन्ने आरोप प्रमाणित गर्न उजुरीकर्तालाई चुनौती दिन चाहन्छौँ । अन्यथा सार्वजनिक सञ्चारको माध्यमबाट यस्तो आत्मसम्मानमा ठेस पुग्ने आरोप लगाई मानमर्दन गरेकोमा कानुनी कारवाहीको भागी हुनसक्ने कुरा प्रति सचेत गराउन चाहन्छौँ ।</em><strong> </strong></p>
<p><strong>घ. </strong><strong>अध्यक्ष र अध्यक्षका आफन्तले घरायसी काममा जान आउन समेत महासंघबाट प्लेन टिकेट लिने गर्नु भएको भन्ने सन्दर्भमा:</strong></p>
<p><em>राष्ट्रिय अपाङ्ग महासंघ नेपाल गैर नाफामूलक सामाजिक संस्था भएको हुँदा यसको आफूखुसी मनोमानी खर्च गर्न पाउने कुनै आर्थिक श्रोत हुँदैन । महासंघले साझेदार संस्थाहरूको सहयोगमा देशको विभिन्न भूभागमा कार्यक्रमहरू सञ्चालन गर्ने र त्यस्ता कार्यक्रमहरूमा संघीय महासंघका पदाधिकारी र कर्मचारीहरू अनुगमन वा सहजीकरणका लागि उपस्थित हुनु पर्ने कुरा सर्वविदितै छ । उजुरीकर्ताले प्रस्तुत गरेको अध्यक्षको प्लेन टिकेटको विवरण र हवाई भाडा कतिपय महासंघको परियोजनाको कार्यक्रममा अनुगमन वा सहजिकरणका लागि उपस्थित भए बमोजिम रहेको छ भने कतिपय स्वयम् अध्यक्षले व्यक्तिगत रूपमा तिरेको अवस्था छ । देशको कुनै पनि स्थानमा सम्बन्धित कर्मचारी वा पदाधिकारीहरूलाई यो सुविधा साझेदार निकायबाट नै प्रदान गरिन्छ, </em><em>जुन संस्थागत मापदण्ड पनि हो । </em></p>
<p><em>उजुरीकर्ताले लगाएको दुराशयपूर्ण आरोप अनुसार अध्यक्षको छोरा छोरीको हकमा उनीहरू काठमाडौँको विद्यालय तथा कलेजमा अध्ययन गर्ने र घरबाट आउँदा जाँदा स्वयम् अध्यक्षको व्यक्तिगत पारिवारिक जिम्मेवारी भित्र पर्ने हुँदा महासंघबाट यस्तो हवाई भाडाको भुक्तानी गर्न मिल्दैन र गरिएको पनि छैन । उजुरीकर्ताले लगाएको मिथ्या आरोप महासंघको अध्यक्षको मानमर्दन गर्ने मात्र नभई अबोध बालबालिका र युवाहरूको मनोबल र भावनामा प्रहार गर्ने दुराशयबाट अभिप्रेरित छ, </em><em>जुन कुरा कानुनी रूपमा दण्डनीय पनि हुन सक्दछ ।</em><strong> </strong></p>
<p><strong>ङ. अध्यक्ष देवीदत्त आचार्यले आफ्नै गाडी राष्ट्रिय अपाङ्ग महासंघ नेपाललाई भाडामा दिई अस्वाभाविक भाडा उठाउनु भएको भन्ने सन्दर्भमा :</strong></p>
<p><em>उजुरीकर्ताले उल्लेख गरेको गाडी अध्यक्ष देवी दत्त आचार्यको नाममा दर्ता छैन । महासंघले सेवा प्रदायकबाट सेवा खरिद गर्ने हुँदा गाडी भाडामा लिने क्रममा अध्यक्षको संलग्नता रहँदैन । महासंघको नियमित सेवा प्रवाह गर्ने सेवा प्रदायकले आफ्नो संयन्त्र मार्फत देशको कुनै पनि भूभागमा गाडीको बन्दोबस्त गर्ने हुँदा सुरक्षाको दृष्टिकोणले उपयुक्त र ठिक अवस्थाको गाडी भाडामा लिने गरिएको हुन्छ । सेवा प्रदायकले त्यस्ता गाडीहरू स्थानीय स्तरमा समेत भाडामा लिई परिचालन गर्ने गर्दछन्, </em><em>उजुरीकर्ताले फोटोमा देखाएको गाडी अध्यक्षको नाममा भएको आरोप पुष्टि गर्न चुनौती दिन चाहन्छौँ । महासंघ सञ्जालयुक्त छाता संस्था भएको र यसको संघीय, </em><em>प्रादेशिक र स्थानीय तहसम्म संयन्त्र रहने हुँदा कुनै जिल्लामा कार्यक्रम आयोजना गर्न वा अनुगमन गर्न उपस्थित हुँदा ती संयन्त्रका प्रतिनिधिहरुसंगै भ्रमण गर्दा अवश्य पनि सङ्ख्या वृद्धि हुन्छ, </em><em>जुन सामान्य प्रक्रिया हो र महासंघको संस्थागत जिम्मेवारी हो । यस्तो जिम्मेवारीपूर्ण कार्यलाई उजुरीकर्ताले दुराशय रूपमा अपव्याख्या गरेको कुरा खेदजनक छ । </em></p>
<p><strong>च. नक्कली कागजात तयार पारी परियोजनाको रकम हिनामिना भएको भन्ने सन्दर्भमा:</strong></p>
<p><em>महासंघद्वारा सञ्चालित प्रत्येक परियोजनाको अनुगमन स्वयम् समाज कल्याण परिषद् र सम्बन्धित दातृ निकायबाट नियमित रूपमा हुने गर्दछ । परियोजना लगायत महासंघको लेखा परीक्षण उत्कृष्ट लेखा परीक्षण विधि र प्रचलित कानुन बमोजिम हुने गरेको प्रतिवेदन महासंघले प्राप्त गरेको छ तर उजुरीकर्ताले विभिन्न साझेदार निकायहरूसँगको परियोजनामा आर्थिक अनियमितता भएको भनी लगाएको आरोप मिथ्या र कपोकल्पित रहेको छ । नेपाल नेत्रहीन सङ्घका जिम्मेवार पदाधिकारीहरू महासंघको कुनै कार्यक्रममा स्रोत व्यक्ति वा सहभागीको रूपमा उपस्थित हुँदा परियोजनाको निर्धारित मापदण्डको आधारमा नै सेवा सुविधा उपलब्ध गराइने गरिन्छ । जसमा परियोजनाको मापदण्ड विपरीत कसैलाई पनि अतिरिक्त खर्च गर्न मिल्दैन र गरिएको पनि छैन । उजुरीकर्ताले लगाएको आरोप अनुसारको होटेलमा महासंघले कार्यक्रम गरेकै छैन । यो दुराशयपूर्ण आरोप मात्र हो र यस्तो मिथ्या आरोपले व्यक्तिको मान मर्दन गर्नुका साथै मानव अधिकारको हनन समेत गर्ने हुँदा उक्त आरोप प्रमाणित गर्न चुनौती दिन चाहन्छौँ, </em><em>अन्यथा सामाजिक सञ्जालमा प्रचार प्रसार गरिएको यस्तो मिथ्या आरोप गैर कानुनी समेत हुने हुँदा सम्बन्धित व्यक्ति कार्यवाहीको भागिदारी हुन सक्ने कुरा प्रति सचेत गराउन चाहन्छौँ । </em></p>
<p><strong>छ.  </strong><strong>खरिद प्रक्रिया कानुन बमोजिम भएको छैन भन्ने सन्दर्भमा:</strong></p>
<p><em>राष्ट्रिय अपाङ्ग महासंघ नेपालको २०७९ मङ्सिरमा सम्पन्न साधारण सभाको खर्च र विभिन्न सेवा तथा वस्तु आपूर्ति गर्ने संस्थालाई भुक्तान गर्नुपर्ने बक्यौता रकम निवर्तमान कार्यसमितिले तत्कालीन अवस्थामा गरेको खरिद सम्झौता अनुरूप नै भएको र कतिपय रकम भुक्तानी भइसकेको भएता पनि उपलब्ध श्रोतको अभावमा केही रकम भुक्तानी गर्न अझै बाँकी रहेको कुरा यथार्थ हो तर संस्थागत रूपमा अघिल्लो कार्यसमितिले सिर्जना गरेको दायित्व पछिल्लो कार्य समितिले बहन गर्नु पर्ने निरन्तर प्रक्रिया भएकोले सो सन्दर्भमा अझै पनि महाधिवेशनको हरहिसाब फर्छ्यौट हुन बाँकी रहेको छ । तर उजुरीकर्ताले आरोप लगाए झैँ महासंघका अध्यक्ष वा पदाधिकारी र कर्मचारीबाट यसमा कुनै पनि अनियमितता गर्ने गुन्जाइस नै रहँदैन तसर्थ उक्त आरोप आधारहीन र भ्रमपूर्ण रहेको हुँदा सो प्रति खेद प्रकट गर्दछौ</em> <em>। </em><strong> </strong></p>
<p><strong>ज.  </strong><strong>कार्यसमितिका सदस्यहरूलाई समेत बेवास्ता गरी अध्यक्षले महासंघलाई एकलौटी चलाउनु भएको छ आफूलाई मन नपरेका पदाधिकारीलाई तथानाम गाली गर्नु हुन्छ भन्ने सन्दर्भमा :</strong></p>
<p><em>राष्ट्रिय अपाङ्ग महासंघ नेपालका अध्यक्ष सबै पदाधिकारी र सदस्यहरू लगायतको सबैको लागि कार्य समितिमा मुख्य जिम्मेवार व्यक्ति भएकोले अध्यक्षले कार्य समितिका सबै पदाधिकारी र सदस्यहरूलाई समान व्यवहार गर्नु पर्ने कुरामा दुई मत हुन सक्दैन यद्यपि कार्य समितिमा पदीय मर्यादा र अपाङ्गताको गम्भीरताको आधारमा उपयुक्त अनुकूलताको अवस्था फरक रूपमा स्वीकृत गर्नु पर्ने अवस्था हुन् सक्दछ ।</em> <em>महासंघको संस्थागत मर्यादा र अनुशासनलाई अक्षुण्ण राख्न अध्यक्षले कुनै घटना क्रम घटेको जानकारी हुन आएमा सोधपुछ गर्नु स्वाभाविक प्रक्रिया हो । यसै प्रकारको तजबिजी अभ्यास गर्दा केही दुबिधा पर्न गई देखिएको विवादलाई कार्य समितिको मिति २०८०।०३।०१ गते बैठकमा छलफल भई समाधान भइसकेको हुँदा यो महासंघको आन्तरिक कुरा भएकोले यस्तो समाधान भैसकेको कुरालाई उछालेर सामाजिक सञ्जालमा छताछुल्ल पार्नु दुराशयपूर्ण व्यवहार बाहेक केही पनि हुन सक्दैन । यस्तो गलत कार्य प्रति घोर निन्दा व्यक्त गर्दछौँ ।  </em></p>
<p><strong>झ.  </strong><strong>परियोजनाको रकम हिनामिना गर्नु हुँदैन भन्ने कर्मचारीलाई निष्कासन गरिएको भन्ने सन्दर्भमा :</strong></p>
<p><em>कुनै पनि कर्मचारीलाई करार कानुन बमोजिम लामो समयको लागि नियुक्त गर्न नमिल्ने भएको हुँदा वार्षिक रूपमा करार नवीकरण गर्न राष्ट्रिय अपाङ्ग महासंघ नेपालको मानव श्रोत विकास तथा व्यवस्थापन नियमावली २०८० बमोजिम आन्तरिक सूचना प्रकाशन गरिएकोमा महासंघको निर्णय र नियम नमान्ने कर्मचारीलाई अनुशासन आयोगको सिफारिस बमोजिम स्पष्टीकरण सोधी कारबाही गरिएको हो । हाल उक्त विषय सम्मानित सर्वोच्च अदालतमा प्रक्रियामा रहेको हुँदा उक्त विषयमा प्रभाव पर्ने गरी बोल्नु र सामाजिक सञ्जालमा आरोप प्रत्यारोप गर्नु कानुन र न्यायिक व्यवस्थाको बर्खिलाप हुने हुँदा यस प्रति समय आए पछि स्पष्ट गरिने नै छ ।</em></p>
<p><em>साधारण सभाको विषयमा २०८० पौष १४ र १५ गते को संघीय कार्यसमितिको बैठकले मिति २०८० चैत्र मसान्त भित्र गरिने निर्णय भएकोमा सदस्य संस्थाहरूको न्यून सङ्ख्यामा नवीकरण भएको हुँदा सदस्य संस्थालाई थप समय निर्धारण गरी २०८१ असार ७ र ८ गते गर्ने अर्को मिति तय भएकोमा प्राकृतिक प्रतिकुलताको कारण कोसी प्रदेशका सदस्य संस्थाबाट साधारण सभा स्थगित गर्नका लागि अनुरोध भई आएको हुँदा स्थगित भएको कुरा जानकारी गराइन्छ । साथै साधारण सभा नगर्नुको कुनै गलत नियत नरहेको र २०८१ भदौ १९ गते बसेको संघीय कार्यसमितिको अनलाइन बैठकबाट आगामी २०८१ मङ्सिर २१ र २२ गते गर्ने मिति तय भइसकेको कुरा स्पष्ट गराउन चाहन्छौँ ।  </em></p>
<p><strong>ञ .  प्रदेश कार्यालय र साझेदार संस्था बिचको सम्झौता अध्यक्षले रद्द गर्नु भएको भन्ने सन्दर्भमा:</strong></p>
<p><em>राष्ट्रिय अपाङ्ग महासंघ नेपाल अविच्छिन्न उत्तराधिकारवाला छाता संस्था भएको र यसको संघीय तथा प्रादेशिक संयन्त्रहरू सुशासनको सिद्धान्त अनुसार चल्नु पर्ने कुरामा दुई मत हुन सक्दैन । महासंघले वा यसका कुनै पनि संयन्त्रले विकास साझेदारी गरी कार्य सम्पादन गर्दा समाज कल्याण परिषद्को अग्रिम स्वीकृति लिनु पर्ने कुरा सर्वबिदितै छ । यसको विपरीत सुदूरपश्चिम प्रदेशले UN Women </em><em>निडवान संस्थासँग साझेदार गरी कार्यक्रम सञ्चालन गरेको र समाज कल्याण परिषदबाट स्वीकृति नलिएको हुँदा यसबाट राष्ट्रिय अपाङ्ग महासंघ नेपाल संघीय कार्यालय स्वयम् जवाफदेही हुनुपर्ने भएकोले मिति २०८०।०९।१४ र १५ गते सम्पन्न कार्य समितिको बैठकको निर्णयअनुसार संघ तथा प्रदेशमा साझेदारी विकास गर्न र अनियमित रूपमा विना जानकारी गरिएका साझेदारी  रद्द गर्ने अधिकार अध्यक्षलाई प्रदान गरिएको अवस्था भएता पनि हालसम्म कुनै पनि प्रदेशको त्यस्तो सम्झौता रद्द गरिएको छैन तसर्थ उजुरीकर्ताले लगाएको आरोप भ्रमपूर्ण र निराधार रहेको छ ।</em></p>
<p><em>यसरी प्रदेश संयन्त्रले साझेदारी विकास गर्दा समाज कल्याण परिषद् अनुगमनको लागि तिर्नु पर्ने रकमको दायित्व संघीय समितिमा सृजना हुने अवस्था स्वीकार्य हुन सक्दैन तसर्थ सुदूरपश्चिम प्रदेशलाई महासंघसँग समन्वय गरी समाज कल्याण परिषद्को स्वीकृत बापत तिर्नु पर्ने रकम भुक्तानी गर्न निर्देशन गरिएको हो । उजुरीमा लगाइएको आरोप यथार्थपरक नभई भ्रम सिर्जना गर्ने खालको भएकोले यस प्रति खेद व्यक्त गर्दछौ । </em></p>
<p><strong>ट.   नियमावलीमा नभएको पद खडा गरी आर्थिक दुरुपयोग भएको सन्दर्भमा:</strong></p>
<p><em>राष्ट्रिय अपाङ्ग महासंघ नेपालको विगतको अभ्यास परम्परा एवं आवश्यकता बमोजिम संघीय कार्यसमितिको निर्णय बमोजिम प्रवक्ता तोकिएको हो । प्रवक्तामा नियुक्त भए पश्चात् कुनै पनि पारिश्रमिक लिनु भएको छैन । निज प्रवक्ता महासंघको समग्र परियोजना प्राविधिक समितिको संयोजक समेत रहेको हुँदा आरोप पत्रमा उल्लेख भएको प्लेन टिकेट परियोजनाको कामको सिलसिलामा आउँदा जाँदा भएको र सम्बन्धित परियोजनाले नै भुक्तानी गरेको तथ्य स्पष्ट गर्दछौँ । जुन महासंघको आर्थिक प्रशासन नियमावलीको आधारमा हुने गरेको छ । उजुरीमा उल्लेखित आरोप महासंघको प्रवक्ताले महासंघको हकहित र गरिमाको लागि गरेको समर्पण प्रति आक्रोश पूर्ण अभिव्यक्ति बाहेक अरू केही पनि हुन सक्दैन ।</em></p>
<p><em>निज प्रवक्ताको छोरी स्मारिका पोखरेल दृष्टिविहीन युवा महिला साथै बहुमुखी प्रतिभा भएको हुँदा निजलाई ICEVI </em><em>को अन्तर्राष्ट्रिय सम्मेलनमा सहभागी हुन महासंघलाई आमन्त्रण गरिएको र निजको सहभागिता एक नेपाली युवा अपाङ्गता भएको महिलाको लागि नेतृत्व विकासमा अत्यन्तै महत्त्वपूर्ण हुने भएको हुँदा सहभागी गराइएको हो । जसमा महासंघको आन्तरिक श्रोतबाट नभई व्यक्तिगत सहयोग जुटाउन महासंघले समन्वय गरेको हो । उजुरीकर्ताले लगाएको दुराशयपूर्ण आरोपले एक प्रतिभाशाली दृष्टिविहीन अपाङ्गता भएको महिलालाई भावनात्मक रूपले चोट पुग्नुका साथै परोक्ष रूपमा निजको क्षमताको अवमूल्यन हुन पुगेको हुँदा त्यस्ता दुराशयपूर्ण कार्य प्रति खेद व्यक्त गर्दछौँ । </em></p>

<p><em>राष्ट्रिय अपाङ्ग महासंघ नेपालको वेबसाइट </em><a href="https://web.archive.org/web/20241002141202/http:/www.nfdn.org.np/"><em>www.nfdn.org.np</em></a> <em>नियमित प्रयोगमा रहेको र यसबाट लाखौँ सरोकारवाला व्यक्तिहरूले अपाङ्गता भएका व्यक्तिहरू सम्बन्धी महत्त्वपूर्ण जानकारी र श्रोत साधनहरू प्राप्त गरिरहेको कुरा हिट काउन्टबाट स्पष्ट हुन्छ । महासंघबाट जारी हुने सूचना तथा अन्य प्रकाशन गरिएका सामाग्री पहुँचयुक्त ढाँचामा वेबसाइटमा राख्ने गरिएको हुँदा उक्त वेबसाइट अरू निकायहरूको लागि समेत पहुँच युक्त ढाँचाको उदाहरण बन्न पुगेको हुँदा उजुरीकर्ताले लगाएको आरोप मिथ्या र दुराशयपूर्ण रहेको स्पष्ट गराउन चाहन्छौँ । </em></p>
<p><strong>ड.   </strong><strong>अवैधानिक कार्यको विरोध गर्नेलाई कारबाही भएको छ, </strong><strong>भएको सम्झौताको कार्यान्वयन गरिएको छैन भन्ने सन्दर्भमा:</strong></p>
<p><em>राष्ट्रिय अपाङ्ग महासंघ नेपालको विधानको मर्म भावना र आचार संहिता विपरीत काम गर्ने छुट कसैलाई छैन । उपरोक्त विषय उल्लङ्घन भएको कारण कारबाही गरिएको थियो । मिति २०८० पौष १४ र १५ को संघीय कार्यसमितिमा अनुशासन उलङ्घन गर्ने व्यक्तिले गल्ती महसुस गरेकोले १ पटकका लागी सचेत गराउने कार्यसमितिको निर्णय भएको छ । सुदूरपश्चिम प्रदेश सदस्य नरेन्द्र प्रसाद जैसीले सार्वजनिक माफी मागी स्वयम् उपस्थित भई आगामी दिनमा त्रुटि नगर्ने निवेदन प्राप्त भएमा मात्र कारबाही फुकुवा गर्ने निर्णय भए बमोजिम कारबाही फुकुवा रोकिएको हो । यस उजुरीलाई दुराशयपूर्ण रुपमा आफूलाई कार्यवाही फुकुवा नभएको आक्रोशमा गलत व्यक्तिहरूको उक्साहटमा परिचालित भई महासंघलाई धराशायी बनाउने उद्देश्यले उद्धत भएको हुँदा निजलाई तत्काल आफ्नो गल्ती सच्याई महासंघको निर्णय अवलम्बन गर्न सुझाव दिन चाहन्छौँ । अन्यथा यसबाट निजलाई पर्न जाने सम्भावित कानुनी कार्यवाही प्रति समेत सचेत गराउन चाहन्छौँ । </em></p>
<p><strong>ढ.   </strong><strong>विधान विपरीत कार्यविधि बनाइएको छ भन्ने सन्दर्भमा:</strong></p>
<p><em>राष्ट्रिय अपाङ्ग महासंघ नेपालको मिति २०८०।०९।१४ र १५ गते सम्पन्न कार्यसमितिको बैठकको निर्णय बमोजिम कार्यविधि बनाउन कार्य सम्पादन समितिलाई अख्तियारी प्राप्त भएको हुँदा उक्त निर्णय बमोजिम साझेदार संस्थासँग छलफल गरी सुझाव लिई कार्य विधि स्वीकृत गरी महिला शसक्तिकरण समिति गठन गरी कार्यान्वयन गरिएको ब्यहोरा स्पष्ट गराउन चाहन्छौँ । </em></p>
<p><em>राष्ट्रिय अपाङ्ग महासंघ नेपालले विभिन्न साझेदार संस्थाहरूको साझेदारीमा परियोजना सञ्चालन गरिरहेको सर्वबिदितै छ</em> <em>। परियोजना प्रस्ताव लेखन र सो कार्यलाई अन्तिम रूप दिएर सम्बन्धित निकायमा पेस गरी श्रोत प्राप्ति गर्न राम्रै समय लाग्दछ । यस महासंघका अग्रज कार्य समितिले खोजी गरी ल्याएका श्रोतहरू त्यस पछिका कार्य समितिले परिचालन तथा व्यवस्थापन गर्दै आएको जगजाहेर नै छ ।</em></p>
<p><em>यसै सन्दर्भमा हालको कार्य समितिले पनि विभिन्न समयमा विभिन्न प्रस्ताव आह्वानमा समावेश हुनका लागि अवधारणा पत्र तथा परियोजना लेखन गरी पेस गर्दै आइरहेको छ तर विडम्बना के छ भने परियोजना लेखन तथा पेस गर्ने महत्त्वपूर्ण समयमा महासंघको कार्य समिति तथा कर्मचारीहरूलाई दुराशयपूर्ण रूपमा विभिन्न प्रशासनिक तथा कानुनी झमेलामा अल्झाई श्रोत प्राप्ति गर्ने अवसरबाट विमुख गराई साझेदार संस्थालाई महासंघ प्रति नकारात्मक प्रभाव पार्ने कुचेष्टा मात्र हो । यस्तो दुष्कार्य विगतमा देखी नै हुँदै आइरहेको तथ्य महासंघका सबै हितैषी एवं अपाङ्गता अधिकारकर्मीहरू माझ प्रस्ट पार्न चाहन्छौँ । तसर्थ हामी हाम्रा सम्पूर्ण सदस्य संस्थाहरू, </em><em>अपाङ्गता अधिकारकर्मी महानुभावहरू, </em><em>सेवा प्रदायक संस्था, </em><em>राष्ट्रिय तथा अन्तर्राष्ट्रिय निकाय एवं सम्पूर्ण शुभचिन्तक र शुभेच्छुक महानुभावहरूलाई यस्ता भ्रामक, </em><em>कपोकल्पित दुराशयपूर्ण कार्यबाट हतोत्साहित नभई त्यस्ता कार्यको तार्किक र यथोचित मूल्याङ्कन गर्न हार्दिक आह्वान गर्दछौँ । यस उजुरीको सन्दर्भमा नेपाल सरकारको सम्बन्धित निकायबाट छानबिनको प्रक्रिया समेत भइरहेकोले यो सम्बन्धी थप जानकारी यथा समयमा गराइने कुरा समेत जानकारी गराउन चाहन्छौँ । </em></p>

<p><strong><u>Press Release (English Translation)</u></strong></p>
<p>The National Federation of the Disabled Nepal (NFDN) is the umbrella organization representing all persons with disabilities. The Federation is registered under the Organization Registration Act (1977) with the District Administration Office in Kathmandu in 1993 and is affiliated with the Social Welfare Council. It is also registered with the Inland Revenue Office and operates with a tax clearance certificate after regular tax filings. The Federation receives annual grants from the Government of Nepal and financial and technical assistance from international non-governmental organizations to run various projects, as approved by the Government of Nepal.</p>
<p>The Federation is recognized by the Government of Nepal as a consultative organization that provides advice on policy and planning issues related to disability. The government retains the authority to regulate the Federation. However, the Federation continues to fulfill its legal and administrative responsibilities according to its statute and remains committed to advocating for the rights of persons with disabilities with integrity. This press release is issued to clarify certain issues that have arisen from false, misleading, and defamatory complaints and propaganda against the Federation and its office-bearers by individuals driven by bias. The Federation is committed to fully cooperating with any impartial and independent investigation by government agencies and seeks to clear any misunderstandings among the public that may have arisen due to these false allegations.</p>
<p><strong>Concerning the Legitimacy of the Position:</strong></p>
<p>During the Federation&#8217;s Executive Committee election in November 2022, Mr. Sugam Bhattarai, while filing his candidacy for the position of General Secretary, expressed that he would resign from the position of Treasurer of the Nepal Association of the Blind (NAB) if necessary. Accordingly, he competed for and was elected to the position of General Secretary, following the Federation’s statute. The complainant&#8217;s claim that Mr. Bhattarai cannot simultaneously serve as General Secretary of the Federation and Treasurer of NAB is unfounded. The position of Treasurer at NAB is not an executive role but rather a responsibility for financial management, with no daily operational duties. Therefore, Mr. Bhattarai&#8217;s role as Treasurer at NAB does not interfere with his duties as General Secretary of the Federation.</p>
<p>Regarding the candidacy of Mr. Khomraj Sharma for the President of Gandaki Province, there were no objections to his candidacy, indicating its compliance with the statute. Additionally, Mr. Sharma has already resigned from his position as Senior Vice President of NAB, rendering any claim about this issue baseless.</p>
<p><strong>A) Regarding the Receipt of Regular Remuneration from Project Funds:</strong></p>
<p>The Federation is aware that, as a social organization, office-bearers and members of its Executive Committee are not entitled to regular salaries. Contrary to the complainant&#8217;s allegations, the Federation’s Chairperson, General Secretary, Treasurer, and other office-bearers and members have not received any salary or remuneration from the Federation. All activities funded by development partners or the Government of Nepal have a predefined budget and are executed as per the agreements. Expenses such as travel, communication, snacks, and meals incurred by designated individuals while implementing projects are budgeted by the partner organizations. All financial expenses are audited by chartered accountants recognized by the development partners and the Government of Nepal.</p>
<p>The Federation challenges the complainant to provide evidence for these false and misleading accusations, which reject principles of governance and transparency.</p>
<p><strong>B) Regarding Nepotism in Appointments:</strong></p>
<p>The Federation enhances its financial transparency, governance, and institutional effectiveness through systematic audits. The policies and regulations have been amended following Nepal’s government procurement regulations and international partner standards. Contrary to the complainant&#8217;s allegations, no unilateral decision was made by the Chairperson and the General Secretary to certify policies.</p>
<p>Service providers and consultants are listed officially following the decision of the Federal Executive Committee meetings on December 23-24, 2022. The Federation selects employees for projects based on professional competence through open competition under the direct supervision of partner organizations. No family members or relatives of any office-bearers, including the Chairperson or General Secretary, have been appointed.</p>
<p><strong>C) Regarding Allegations of Commission for Salary Increases:</strong></p>
<p>The Federation clarifies that salary levels for its employees are determined as per its Human Resource Development and Management Regulation 2080 (2023) and are approved by partner organizations after necessary tax deductions. The allegation that the Chairperson took a commission from employees is ridiculous and regrettable. The Federation challenges the complainant to provide evidence of these claims; otherwise, legal action may be pursued.</p>
<p><strong>D) Regarding Alleged Misuse of Airfare by Chairperson and Family Members:</strong></p>
<p>The Federation is a non-profit organization and does not have the financial resources for arbitrary expenses. Airfare for monitoring or facilitating programs in different regions of the country is provided by partner organizations, adhering to institutional standards. Contrary to the complainant&#8217;s malicious allegations, there is no evidence that the Federation paid for the personal air travel of the Chairperson&#8217;s children. Such baseless accusations aim to damage the reputation of innocent individuals and are legally punishable.</p>
<p><strong>E) Regarding Alleged Hiring of Personal Vehicle by the Chairperson:</strong></p>
<p>The vehicle mentioned by the complainant is not registered under the name of Chairperson Devi Datta Acharya. Service providers, not the Chairperson, rent vehicles for Federation activities. The allegation is unfounded and misleading.</p>
<p><strong>F) Regarding Allegations of Fraudulent Documents and Misappropriation of Project Funds:</strong></p>
<p>The Federation follows stringent financial auditing processes, and its projects are regularly monitored by the Social Welfare Council and partner organizations. The claim of financial irregularities in various projects is entirely false. All financial transactions comply with established standards, and no additional expenses have been incurred contrary to project guidelines.</p>
<p><strong>G) Regarding Procurement Procedures Not Following Legal Guidelines:</strong></p>
<p>The Federation conducts all its procurement activities following the Public Procurement Act of Nepal. Outstanding payments and procurement matters related to the previous Executive Committee are handled accordingly, with no room for any irregularities.</p>
<p><strong>H) Regarding the Allegation that Dissenting Employees Were Dismissed:</strong></p>
<p>Employees are appointed on an annual contract basis according to the Federation&#8217;s Human Resource Development and Management Regulations. Employees who refuse to comply with organizational decisions are subject to disciplinary action following recommendations from the Disciplinary Commission.</p>
<p><strong>I) Regarding Allegations That the Website Documents Were Blocked:</strong></p>
<p>The Federation&#8217;s website, www.nfdn.org.np, is regularly maintained and accessible to stakeholders, providing crucial information and resources on disability. The claim that documents were blocked is false and misleading.</p>
<p>This press release aims to clarify these false allegations and encourages all stakeholders to assess these issues rationally and appropriately. Further information related to the ongoing investigation by the concerned government bodies will be shared in due course.</p>

<p>राष्ट्रिय अपाङ्ग महासंघ नेपालको २२ औँ  वार्षिक साधारण सभा यहि मिति २०८१ असार  ७ र ८ गते लुम्बिनी प्रदेशमा हुने भएकोले सो साधारण सभामा विभिन्न प्रकारका अपाङ्गता भएका व्यक्तिहरु, सहयोगी, पर्यवेक्षक र अन्य व्यक्तिहरु समेतको सहभागिता हुने सो कार्यक्रममा करिब ५०० देखि ७०० जना सहभागीहरुको उपस्थिति हुने अपेक्षा गरिएकोछ ।<br />

<p>National Federation of the Disabled Nepal (NFDN) is national umbrella organization of persons with disabilities (400 OPDs) around the country. It has been consistently working for promoting and protecting the rights of persons with disabilities since 1993 in Nepal. NFDN is looking for a highly experienced and qualified person for Project Coordinator- Action for Inclusion in partnership with DPOD and FFO.<br />

<p><strong>Project Coordinator- Action for Inclusion Project, federal level</strong></p>
<p>Location                  : NFDN, Federal Office, Ratopul<br />
Line Manager          : Administrative Manager</p>
<p><strong>Job purpose: </strong>The Project Coordinator (PC) is responsible to oversee the overall project cycle management including policy review/implementation, capacity building of member organization (OPDs), advocacy, awareness rising, networking and coordination to ensure and promote the rights of persons with disabilities. The PC provides technical support for program delivery to all Province Managers and related staffs including project budget management, communications, reporting and M&amp;E through the implementation of “Action for inclusion” project. The PC will assist for project development and ensure that NFDN program activities are in consistent with NFDN principles and approaches and quality standards, draw on good practices and lessons learned.</p>
<p><strong>Major Responsibilities:</strong></p>
<ul>
<li>Lead the implementation of the project activities through effective planning, monitoring and budget management with high quality in line with the objectives of the NFDN strategy and road map.</li>
<li>Develop and design desired modality and process for the implementation of the activities and ensure that project progress in accordance with agreement, activities are completed within time and on budget.</li>
<li>Ensure the project is implemented in federal and province level in ways responsive to the persons with disabilities in line with NFDN principles, values and strategic plan and following NFDN/partners compliance procedures.</li>
<li>Monitor the activities of provincial offices and provide technical support, essential guidance, suggestions and directions to run provincial/district/municipality level activities.</li>
<li>Ensure project team, board members and other stakeholders have a clear understanding of project goals, and inspire, support and motivate them to achieve envisioned goals.</li>
<li>Ensure that technical quality and standards are considered during the project implementation and collect technical information and analyse associated opportunities and risks.</li>
<li>Identify the training needs and facilitate training for capacity building of the program team, OPDs and other stakeholders in coordination with the Administrative Manager.</li>
<li>Arrange all meetings of Project Steering Committee and various structures of the project as per the project implementation plan and prepare minutes and necessary documentation.</li>
<li>Inspire and support OPDs, all types persons with disabilities to work towards promoting to ensure the human rights according to CRPD, national and international laws.</li>
<li>Provide information to Admin Manager about project and support for planning, implementation of activities, monitoring/reviewing of activities and reporting as required.</li>
<li>Develop various tools and formats to collect the project data from national level and province/districts/municipalities/OPDs Develop reporting format for regular reporting to the authorities of NFDN.</li>
<li>Support to make advocacy strategy to the board of NFDN to influence the related ministries at federal and province level to bring a comprehensive policies and program on disability inclusion.</li>
<li>Initiate and support for the development of innovative project/programme.</li>
<li>Support to Admin manager to develop new project proposal, explore proposal to the potential donor.</li>
<li>Develop concept paper (one pager) of all the activities based on the approved plan before activity implementation.</li>
<li>Support the board members for the project related activities in advocacy campaign, awareness raising, capacity building and networking and collaboration.</li>
<li>Coordinate with various OPDs in the project targeted  province and municipalities for  their  effective engagement in the advocacy, lobby, access to justice and accessibility.</li>
<li>Ensure timely planning, budgeting, monitoring and reporting including quality assurance of project work.</li>
<li>Contribute to achievement of project monthly and quarterly operations and quality KPIs (Key Performance Indicators) of the project.</li>
<li>Conduct internal quarterly review of program, operational, finance to collect lesson learnt, good practice and provide feedbacks for improvement if any.</li>
<li>Prepare different periodic narrative reports needed for the organization and partners as guided by the project requirement.</li>
<li>Prepare case studies, ensure that all results, achievements and outputs are properly documented.</li>
<li>Ensure such reports have captured data , progress, results, achievements, challenges , case study and  lesson learns  etc.</li>
<li>Document project related information and other relevant  national and international legal frameworks, other useful information  in accessible format, compile them and provide them to member organizations through different means of communication (email, phone, website, social media, publication, sharing meetings, orientations etc.)</li>
<li>Facilitate capacity building of OPDs, persons with disabilities, project team through training, coaching, mentoring and sharing information</li>
<li>Coordinate with federal level government stakeholders, internal and external stakeholders, right holders, OPDs and to engage them in the project activities to implement the project activities smoothly.</li>
<li>Explore networking and collaboration possibilities within the province and federal level related to the project.</li>
<li>Liaise with International Office, I/NGO, project partners, consultants, advisors, NFDN board and Province manager connected to the project in coordination with the Line</li>
</ul>
<p><strong><u>Qualification, experiences and skills requirements:</u></strong></p>
<ul>
<li>Master’s degree in social work, development studies, education, management, law or related field (disability study is preferred).</li>
<li>Minimum of five years of experience in I/NGO environment, including experience coordinating and implementing programs.</li>
<li>Experience in social sector with a proven experience of working with persons with disabilities/OPD. (Experience on disability inclusion related project or advocacy is preferred).</li>
<li>Good knowledge and understanding of UNCRPD and national law related to disability.</li>
<li>Good understanding of disability context / concerns and rights</li>
<li>Good experience in disability inclusion and accessibility with leadership quality to coordinate and influence the governments bodies.</li>
<li>Good experience of working with different impairment groups/OPDs at province &amp; municipal level.</li>
<li>Strong communication, documentation, coordination and team-building skills.</li>
<li>Excellent written and verbal communication in Nepali and English</li>
<li>Good computer skill in operating basic computer programs such as MS office packs with email and internet handling</li>
<li>Skillful in searching information in internet, operating social media, making news, activity, and periodic reports when needed.</li>
</ul>

										<content:encoded><![CDATA[<p>राष्ट्रिय अपाङ्ग महासंघ नेपालले अपाङ्गता भएका व्यक्तिहरुको राष्ट्रिय सर्वेक्षण गर्नका लागि प्रयोग गर्ने प्रश्नावलीको मस्यौदा तयार गरेको छ । काठमाण्डौंमा एक कार्यक्रमको आयोजना गरी उक्त प्रश्नावली सार्वजनिक गरिएको हो । प्रकाशित प्रश्नावलीले अपाङ्गता भएका व्यक्तिहरुको विस्तृत तथ्याङ्क लिनका लागि २ वटा मोड्युल तयार गरेको छ । जस अन्तर्गत पहिलो मोड्युलले परिवारका कोही सदस्य अपाङ्गता भए नभएको निर्क्योल गर्नेछ भने दोस्रो मोड्युलले पहिलो मोड्युलको स्क्रिनिङ्गबाट पहिचान भएका परिवारका सदस्यहरुसँग तथ्याङ्क लिनका लागि प्रयोग गरिनेछ । प्रश्नावलीको दुवै मोड्युलहरु Washington group of Questionnaire को ६ प्रश्नमा आधारित रहेर बनाइएको छ । यद्यपि उक्त प्रश्नावलीले नेपाल जस्ता विकासोन्मुख राष्ट्रहरुमा बसोबास गर्ने अपाङ्गता भएका व्यक्तिहरुको पुरा विवरण सहितको तथ्याङ्क संकलन गर्नका लागि पुर्ण अनुकुल नहुने र यसले विकासात्मक अपाङ्गता र रक्त सम्बन्धि समस्या भएका व्यक्तिहरुलाई सम्बोधन नगरिने हुँदा सो विषयलाई सम्बोधन गर्नका लागि समेत २ वटा थप प्रश्नहरु समावेश गरी प्रश्नावली निर्माण गरिएको कुरा जानकारी गराइएको थियो । उक्त प्रश्नावलीले अपाङ्गता भएका व्यक्तिहरुको आर्थिक‚ सामाजिक‚ स्वास्थ्य सम्बन्धि‚ सहायक सामाग्री प्रयोगको अवस्था‚ परिचय पत्र प्राप्तिको विवरण‚ निर्णय प्रक्रियामा उनीहरुको सहभागिता‚ बैंकिङ् सेवा तथा वित्तिय क्षेत्रको उपभोग‚ यौन तथा प्रजनन स्वास्थ्य लगायत अन्य विषयहरुको बारे जानकारी लिन ३३९ वटा प्रश्नहरु राखिएको कुरा जानकारी गराइएको थियो । उक्त प्रश्नावलीलाई अब अपाङ्गता भएका व्यक्तिहरुको विचमा पुर्याइ प्रारम्भिक नमुना सर्वेक्षण गरी प्राप्त पृष्ठपोषणको आधारमा अन्तिम रुप दिइने कुरा समेत जानकारी गराइएको थियो ।</p>

										<content:encoded><![CDATA[<p>National Federation of the Disabled Nepal (NFDN) is the national umbrella organization of persons with disabilities representing more than 400 member organizations throughout the country. NFDN has been working for promoting the rights of persons with disabilities by contributing for disability inclusive development, ensuring representation of persons with disabilities in decision making process, capacity building of Disabled Peoples’ Organizations (OPDs) and other stakeholders, implementation of CRPD and disability specific national legal frameworks and awareness raising on disability rights. As the representative of most marginalized community NFDN is recognized as the pioneer and facilitator for bringing disability related policies and laws in Nepal.</p>
<p>NFDN is seeking qualified staff for following positions for a short-term period. Interested and qualified candidates are requested to apply as per the following terms of reference (TOR).</p>
<ol>
<li><strong>Position: Province Project Officer</strong></li>
<li><strong>Duty Station: NFDN Province office-Koshi, Madhesh and Gandaki Province.</strong></li>
<li><strong>Number of Staff Needed: 3 (three)</strong></li>
<li><strong>Required qualifications, skills</strong></li>
</ol>
<ul>
<li>At least Bachelor’s degree in Management, Humanity, and Social Science (Management, Sociology or disability study is preferred).</li>
<li>Strong communication, documentation, coordination and team-building skills.</li>
<li>Able to communicate in English and Nepali (written and verbal)</li>
<li>Good computer skill in operating basic computer programs such as MS office packs with email and internet handling</li>
<li>Skillful in searching information in internet, operating social media, making news and activity and periodic reports when needed.</li>
</ul>
<ol start="4">
<li><strong>Required Experience:</strong></li>
</ol>
<ul>
<li>At least two-year working experiences social sector in leading position with a proven experience of working with marginalized community. (Experience on disability related program management or implementation is preferred).</li>
<li>Having experience of working with provincial stakeholders and community level stakeholders such as <em>Palikas.</em></li>
</ul>
<ul>
<li>Good experience of working with different impairment groups at province level.</li>
</ul>

<li><strong>Required Knowledge:</strong></li>
</ol>
<ul>
<li>Strong knowledge and skills of documentation, report writing, data collection and management.</li>
<li>Basic knowledge in disability, rehabilitation of persons with disabilities, disability related international legal frameworks, CRPD, disability specific laws and policies, Sustainable Development Goals etc.</li>
<li>Knowledge and experience of day to day office operation, administrative work, document verification, organizing meeting, writing minutes, record keeping, staff monitoring etc.</li>
</ul>
<ol start="6">
<li><strong>Key duties and responsibilities</strong></li>
</ol>
<ul>
<li>Work as the project focal person under the project supported by USAID’s PRA/HI supported project at the province offices of NFDN.</li>
<li>Coordinate and manage the project-related activities focused by federal office to implement at province level.</li>
<li>Prepare Program/project implementation plan for province office under the USAID’s PRA/HI supported project and submit to federal office.</li>
<li>Gather province level information on disability status, OPDs movement and various information on disability as needed by province office and federal office.</li>
<li>Gather the information on health rehabilitation issues of persons with disabilities from the various <em>Palikas</em> and support the province office to make advocacy strategy and agendas.</li>
<li>Support to make advocacy strategy on the issues of health and rehabilitation of persons with disabilities for the province office in the close consultation with federal project coordinator and province board.</li>
<li>Coordinate with various stakeholders to implement the health-related rehabilitation related advocacy strategy in the close consultation and guidance of federal project coordinator and province board.</li>
<li>Collect reports, public commitments, evidences and data related to the project implementation, its progress and results in the given format and send it to federal office.</li>
<li>Carry out regular reporting to province board and federal office about the progress of the project activities under the planned reporting deadline and given reporting format and tools.</li>
<li>Support federal committee or designated advocacy focal person from board making advocacy plan and strategies, implementation, documentation and follow-up.</li>
<li>Collect case studies on disability issues and document it at the province level and also submit it to federal office.</li>
<li>Do other organizational tasks as the team member as designated by the province board.</li>
</ul>

										<content:encoded><![CDATA[<p><strong>मिति २०८१ साल जेष्ठ १ गते संघीय संसद्को संयुक्त बैठकमा सम्माननीय राष्ट्रपति रामचन्द्र पौडेलद्वारा नेपाल सरकारको आगामी आर्थिक वर्ष २०८१/८२ को वार्षिक नीति तथा कार्यक्रमहरुको जम्मा २१७ बुँदा मध्ये अपाङ्गता सम्बन्धि परेका जम्मा ७ बुंदाहरु तपशिल बमोजिम रहेका छन्:</strong></p>
<p>१०२. यातायात व्यवस्थापनमा डिजिटल प्रणाली लागु गरी सार्वजनिक यातायात सेवालाई सर्वसुलभ, सुरक्षित र पहुँचयोग्य बनाइनेछ। दिगो तथा वातावरणमैत्री एकीकृत यातायात प्रणालीको विकास गरिनेछ ।</p>
<p>१३४. महिलाविरुद्ध हुने सबै प्रकारका भेदभाव अन्त्य सम्बन्धि महासन्धि, बेइजिङ घोषणापत्र, बालबालिकाको अधिकार सम्बन्धी अभिसन्धि तथा अपाङ्गता भएका व्यक्तिको अधिकार सम्बन्धि अभिसन्धिलाई स्थानीयकरण गरिनेछ ।</p>
<p>१३७. तीनै तहका सरकारको लागत साझेदारी र व्यवस्थापनमा बालगृह, बालग्राम र बालसुधार गृहहरूको भौतिक पूर्वाधार विकास गरिनेछ । बालसुधार गृहमा रहेका बालबालिकाको स्वास्थ्य बिमा गरिनेछ । बाल न्यायप्रणालीलाई थप प्रभावकारी वनाइनेछ । अभिभावकविहीन, असहाय, अपाङ्गता भएका बालबालिका, अशक्त, वेवारिसे, हिसापीडित तथा सडक बालबालिकाको उद्धार र संरक्षणका लागि प्रदेश तहमा आपत्कालीन बालउद्धार तथा पुनःस्थापना कार्यक्रम सञ्चालन गरिनेछ ।</p>
<p>१३८. अनाथ, असहाय, टुहुरा, अपाङ्गता भएका व्यक्ति, अशक्त, बेवारिसे, हिंसापीडित तथा सडक बालबालिकाको उद्धार, संरक्षण र पुनःस्थापनाको लागि प्रदेश तथा स्थानीय तहमा आपत्कालीन बाल उद्धार कोषको व्यवस्था गरिनेछ । दलित, अल्पसङ्ख्यक, लोपोन्मुख, पिछडिएका क्षेत्र, आर्थिक रूपले विपन्न एवम्‌ अटिजम लगायतका अपाङ्गता भएका तथा बालसुधार गृहमा रहेका विद्यार्थीका लागि शिक्षाको विशेष कार्यक्रम सञ्चालन गरिनेछ । सडक मानवको उद्दार, संरक्षण र पुनःस्थापनामा संलग्न संघ संस्थासँग समन्वय र सहकार्य गरी सम्वत्‌ २०८२ सम्ममा नेपाललाई सडक मानवमुक्त बनाइनेछ ।</p>
<p>१४०. अपाङ्गता भएका व्यक्तिलाई सम्मानपूर्ण जीवनको प्रत्याभूति गर्न अपाङ्गता विशेष कार्यक्रम सञ्चालन गरिनेछ । अपाङ्गतामैत्री सार्वजनिक संरचना तथा सेवाप्रवाहको व्यवस्था मिलाइनेछ । अपाङ्गता भएका व्यक्तिलाई आवश्यक सहायक सामग्री देशभित्रै उत्पादन गरी स्थानीय तहमार्फत निःशुल्क उपलब्ध गराउने प्रबन्ध मिलाइनेछ । दलित, मुसहर, पिछडा वर्ग, वादी, लोपोन्मुख तथा सीमान्तकृत जाति एवम्‌ लैङ्गिक अल्पसङ्ख्यकको अधिकार सुरक्षित गरिनेछ ।</p>
<p>१९३. शान्ति प्रक्रिया र सङ्क्रमणकालीन न्यायसम्बन्धी बाँकी काम शीघ्र सम्पन्न गरिनेछ । शान्ति प्रक्रिया र द्वन्द्व रूपान्तरणका क्रममा भएका सहमति, समझदारी एवम्‌ सम्झौताको एकीकृत अभिलेख तयार गरिनेछ । जनआन्दोलन, जनयुद्ध, मधेस आन्दोलन लगायत विभिन्न राजनीतिक परिवर्तनको आन्दोलनका घाइते तथा अपाङ्गको सूची अद्यावधिक गर्न र समस्याको दिगो समाधान गर्न उच्चस्तरीय समिति गठन गरिनेछ ।</p>
<p>१९४. सशस्त्र द्वन्द्व तथा जनआन्दोलनका घाइते र अपाङ्गता भएकालाई जीवननिर्वाह भत्ता वितरण तथा द्वन्द्वपीडित परिवारलाई क्षतिपूर्ति, उपचार, आवश्यक उपकरण, शिक्षा, रोजगारी, स्वरोजगारका अवसर र आर्थिक सहायता उपलब्ध गराई पुनःस्थापना र परिपूरण लगायतका कार्य गर्न शान्ति कोषको व्यवस्था गरिनेछ । राजनीतिक परिवर्तनका लागि सशस्त्र सङ्घर्ष लगायतका आन्दोलनका योद्धाहरूलाई गणतान्त्रिक योद्धा सम्मान प्रदान गर्ने व्यवस्था मिलाइनेछ । द्वन्द्वका क्रममा अपाङ्ग भएका व्यक्तिहरूको अपाङ्गता प्रतिशतलाई पुनरावलोकन तथा पुनर्निर्धारण गरी औषधोपचारका लागि राष्ट्रिय ट्रामा सेन्टर र वीर अस्पतालाई डेडीकेटेड अस्पतालका रुपमा तोकिनेछ ।</p>
