नेपाल नेत्रहीन संघ‚ राष्ट्रिय अपाङ्ग महासंघ नेपाल, बौद्धिक अपाङ्गताका अभिभावक महासंघ नेपाल तथा  नेपाल नेत्र ज्योति संघको संयुक्त सहकार्यमा सन २०२५ देखि सन् २०२९ सम्म अपाङ्गता अधिकारका लागि सहकार्य (Collective Action for Disability Rights (CADiR)) नामक कार्यक्रम सञ्चालन भइरहेको छ । समावेशी शिक्षा सो  परियोजनाको  एक मुख्य कार्यक्षेत्र  हो | उक्त कार्यक्षेत्र अन्तर्गत  तल उल्लेखित जिल्लाहरूमा रहेका  १४ वटा विद्यालयहरूमा Baseline Survey गर्नुपर्ने भएकाले  तथ्याङ्क सङ्कलनका लागि योग्य र इच्छुक व्यक्तिहरूबाट यो  सुचना प्रकासित भएको मितिबाट ५ दिन भित्र दरखास्त आव्हान गरिन्छ ।

जिल्लाहरू: मोरङ, सुनसरि, बारा, महोत्तरी, सप्तरी, बागलुङ, गोरखा, धादिङ, कपिलवस्तु, बाके, सुर्खेत, कैलाली, कञ्चनपुर

गणकका लागि आवश्यक न्यूनतम योग्यता तथा छनोटका मापदण्डहरू निम्नअनुसार रहेका छन्:

१. न्यूनतम शैक्षिक योग्यता कक्षा १२ उत्तीर्ण वा सो सरह 

३. नेपाली भाषामा दखल ।

४. अनलाइन सर्वेक्षण सम्बन्धि  कार्यमा सिप र अनुभव भएको । (मुख्यतया KOBO Tool अथवा यस्तै अरु कुनै एप्स)

National Federation of the Disabled Nepal (NFDN) is the national umbrella organization of persons with disabilities representing more than 300 member organizations throughout the country. NFDN has been working for promoting the rights of persons with disabilities by contributing for disability Disability Prevention and Rehabilitation, ensuring the representation of persons with disabilities in decision-making process, capacity building of Organizations of persons of disabilities (OPDs) and other stakeholders, implementation of CRPD and disability-specific national legal frameworks and awareness raising on disability rights. As the representative of most marginalized communities NFDN is recognized as the pioneer and facilitator for bringing disability-related policies and laws in Nepal.

NFDN is seeking qualified staff for the following positions and interested and qualified candidates are requested to apply under the following ToR.

1. Position: Field Officer

Number of Staffs Needed: 1 (One)

Duty Station: NFDN’s Province Office – Province Number 1, with frequent field visits in the districts or respective province as per need of programs and projects to be implemented by NFDN in the province.

2. Role
   To lead effective implementation of Disability prevention and rehabilitation program in Province Number-1.
3. Responsibilities
   Responsibility 1: Leadership and Management
   Lead and manage implementation of Disability Prevention and Rehabilitation program activities/interventions.
   • Provide technical and managerial support to all CBR facilitators and Disability Prevention and Rehabilitation program as a focal person.
   • Support to maintain up-to-date financial records of Disability Prevention and Rehabilitation program activities and ensure compliance of financial activities with NFDN policy and prevailing law of the state.
   • Build capacity of CBR-facilitators through short-term training on CBR management and on-site coaching in collaboration with Training and Leadership Development Section
   Responsibility 2: Planning
   • Prepare monthly, quarterly, half yearly and annual work plan.
   • Ensure CBR facilitator has developed case wise plan of improvement for children and adults having severe disabilities.
   • Compile Palika level annual plan.
   • Ensure rehabilitation goal and plan has been developed for all the identified persons with disabilities.
   • Support to CBRF to develop list of person with disability with their specific need in last month of the year.

Responsibility 3: Implementation
• Assessment of children and adults with disability with assessment tools.
• Support in collecting /compiling data of Disability Prevention and Rehabilitation program.
• Facilitate in managing assistive device and medical treatment of children and adults with disabilities.
• Prepare and update list of children and adults with disabilities of the project areas.
• Provide technical support in Disability Prevention and Rehabilitation program works of NFDN.
• Update assessment tools as and when needed.
• Implement in the assessment of persons with disabilities in project area in collaboration with the team.
• Visit households of the children and adults with disability continuously.
• Evaluate condition of persons with disabilities in project area and help the concerned staff to make improvement plan.
• Ensure that necessary available intervention is provided to children and adults with disabilities.
• Facilitate in skill development training and capacity building of children and adults with disabilities and their families.
• Facilitate to develop and conduct awareness and advocacy strategy in relation to the rights of children and adults with disabilities.

Responsibility 4: Monitoring and Supervision
• Supervision of the works of CBRF in the community.
• Monitor and supervise the disability profile and the various disability assessment forms prepared by CBRF.
• Monitor and document the changes in Quality of Life (QoL) children/persons with disabilities of the project areas.
Responsibility 5: Coordination and Communication
• Coordinate with concerned organizations for treatment, assistive devices and other services.
• Coordination with departments/sections within organization for timely and effective implementation of activities and avoid duplication of work.
• Make necessary coordination and networking with concerned stakeholders at district and Palika level.
• Organize regular meeting with the CBRFs and stakeholders and share progress, challenges, learning a way forward.
• Ensure prompt reporting to the province province manager and federal office including challenges, learning, information on local dynamics or any other information that is relevant to project implementation and maintain regular communication with coordinator

Responsibility 6: Reporting and Documentation
• Maintain documentation and record of all Disability Prevention and Rehabilitation program works.
• Ensure profile of children and adults with disabilities and other documents are properly maintained by CBRF in each Palikas.
• Report the on-going development progress of Disability Prevention and Rehabilitation program works
• Ensure timely submission of plan and report to the Province manager.
• Update and document current national as well as international initiatives and trend on CBR and prevention of disability related issues and share with NFDN team as and when necessary

Responsibility 7: Other
• Provides assistance in other NFDN projects whenever asked
• Coordinate with all NFDN staff as and when necessary
• other responsibilities as assigned by the coordinator

4. Physical Demands
   Visit regularly to program areas as and when required.

• Having motorcycle driving license is necessary.

5. Preferred qualifications and experience:

• At east Bachelor’s degree in Humanity, Social Science, management or any field as per recognized the Nepal government. (Sociology or disability study is preferred).
• Having Nepali Citizenship.
• Sound skills and knowledge of operating basic computer office packages (MS Word, MS Excel and MS Power-point) with good skills of internet, email and social media.
• Good verbal communication skills in English and Nepali.
• Skill on using data collection and analysis tools is desirable.
• Good presentation skills in both Nepali and English language.
• Good skills in coordination, team play and rapport building with diverse stakeholders such as government, OPDs, CBOs at community and province level.
• Good skills on activity planning and coordination, implementation, reporting and documentation
• Good skills for reporting by using given tools and format.
• Basic training facilitating skills on the various issues of disabilities with special focus to advocacy, access to justice and accessibility.
• At least three year of professional working experience in the sector of disability rights promotion in the province level with a proven experience of activism on the rights of marginalized community.
• Good experience of advocacy work, coordination with local and provincial government authorities.
• Sound experience of working with various disabled peoples’ organizations or group of people with disabilities the at community level.
• Good experience of working with different impairment groups at province level.

नोट :- बारिस्ता तालिक के हो र यसमा के गरिन्छ त ?

बारिस्ता तालिममा क्याफे तथा कफीसपहरुमा कफी तयार गर्ने देखि ग्राहकको टेवल सम्म पुर्याउने क्रममा आवस्यक पर्ने सबै प्रकारका सिपहरु सिकाइन्छ I सो शिलशिलामा बिभिन्न प्रकारका औजारहरु तथा उपकरणहरु चलाउन तथा नियन्त्रण गर्न सिकाउने लगायत कफीमा बिभिन्न खालका सजावट गर्ने,कफीको मात्रा मिलाउने,  बुट्टा भर्न सिकाउने, उपकरणहरुको सरसफाई तथा  भण्डारण आदि प्रक्रियाहरुको बारेमा प्रयोगात्मक तथा सैदान्तिक ढंगवाट सिकाइन्छ I

क) लोक सेवा आयोगको आरक्षणतर्फको फारम भर्नको लागि आफूसँग अपाङ्गता परिचयपत्र हुनु अनिवार्य छ । उक्त परिचयपत्र देखाई लोक सेवा आयोग वा आयोगले तोकेका स्थान वा कार्यालयबाट आरक्षणतर्फको फारम लिन सकिन्छ ।
ख) आवेदनसँगै नियमअनुसारको शुल्क, आवश्यक प्रति पासपोर्ट साइजको फोटो, शैक्षिक योग्यताको प्रमाणपत्र, अपाङ्गता परिचयपत्रको प्रतिलिपि, नेपाली नागरिकताको प्रमाणपत्र आदि पेस गर्नुपर्छ ।
ग) सम्बन्धित आरक्षणबाहेक खुला प्रतिस्पर्धा गर्न चाहने अपाङ्गता भएका व्यक्तिले शाखा अधिकृत र सोभन्दा माथिका पदमा प्रतिस्पर्धा गर्दा प्रारम्भिक परीक्षा उतीर्ण गरेरमात्र लिखित परीक्षामा सामेल हुन पाउनेछन् । तर शाखा अधिकृतभन्दा तलका पदमा सिधै लिखित परीक्षामा सामेल हुन पाइनेछ ।
घ) समावेशीअन्तर्गतको लिखित परीक्षा छुट्टै लिइने हुनाले उक्त लिखित परीक्षामा सहभागी हुने ।

सुविधा प्राप्त गर्ने आधार :

क) निजामती सेवा ऐन, २०४९ को दोस्रो संशोधन २०६४, साउन २३ को कार्यान्वयनका लागि बनेको निजामती सेवा नियमावली, २०५० को सातौं संशोधन २०६४ मंसिर २० मा भएको व्यवस्था : दफा ७ : उपदफा १ मा जुनसुकै कुरा लेखिए पनि निजामती सेवालाई समावेशी बनाउन खुला प्रतियोगिताद्वारा पूर्ति हुने पदहरूमध्ये पैंतालीस प्रतिशत पद छुट्याई सो प्रतिशतलाई शतप्रतिशत मानी देहायबमोजिम उम्मेदवारबीचमा मात्र छुट्टाछुट्टै प्रतिस्पर्धा गराई पदपूर्ति गरिनेछ ।
क) महिला – तेत्तीस प्रतिशत
ख) आदिवासी/जनजाति – सत्ताईस प्रतिशत
ग) मधेसी – बाईस प्रतिशत
घ) दलित – नौ प्रतिशत
ङ) अपाङ्ग – पाँच प्रतिशत

(८) यस दफामा अन्यत्र जुनसुकै कुरा लेखिए पनि उपदफा ७ को खण्ड ङ बमोजिम निर्धारित प्रतिशतको पद कुनै खास प्रकृतिको कामका लागि तोकिएबमोजिमका अपाङ्गहरूबीच मात्र प्रतिस्पर्धा गर्न पाउने गरी परीक्षाद्वारा पूर्ति गरिनेछ ।

निजामति सेवामा रहँदाको अवस्थामा विभिन्न कारणले अपाङ्गता आइ काम गर्न असमर्थ भएमा, अंगभंग भएमा आर्थिक सहायता, विशेष राहत सहित अवकास, विदा लगायतका व्यवस्थाहरु गरिएका छन ।

सुविधाका हकदार :

सेवारत अवस्थामा रहेकै अवस्थामा विभिन्न कारणले अपाङ्गता भएका व्यक्तिहरु ।
