NFDN works to promote the rights, inclusion, and meaningful participation of persons with disabilities through advocacy, awareness, capacity building, and networking at national, provincial, and local levels.<br \/>\nNFDN is implementing a five-year project titled \u201cCollective Action for Disability Rights in Nepal- CADiR\u201d in consortium partnership with Nepal Association of the Blind (NAB), Parents Federation of Persons with Intellectual Disabilities (PFPID), and Nepal Netra Jyoti Sangh (NNJS) with support from Atlas Alliances. NFDN is leading the Monitoring &amp;Evaluation (M&amp;E) role of this consortium project.<\/p>\n<h3>Position Summary:<\/h3>\n<p>The Monitoring and Evaluation (M&amp;E) Coordinator will lead the Monitoring, Evaluation, Accountability, and Learning (MEAL) functions of the consortium project. S\/he will ensure the project adheres to high M&amp;E standards, produces timely evidence and learning, maintains effective reporting systems, and manages the project database. The M&amp;E Coordinator will also support consortium partners in strengthening their M&amp;E practices. This role is responsible for planning, implementing, and enhancing the project\u2019s M&amp;E system, ensuring accountability to stakeholders, and documenting project processes and outcomes. The position plays a key role in ensuring evidence-based reporting and support quality program implementation under the CADiR Project.<\/p>\n<p><strong>Key Responsibilities<\/strong><\/p>\n<ul>\n<li><strong>MEAL System Design, Strategic Planning, and Oversight<\/strong><br \/>\nLead the design, implementation, and continuous refinement of a robust MEAL framework, ensuring full alignment with the Atlas Alliance\u2019s standards and consortium objectives.<br \/>\nDevelop comprehensive indicator matrices, baselines, targets, and disability-sensitive data collection methodologies.<br \/>\nEmbed intersectional and inclusive approaches, ensuring disability and gender considerations are integrated across all MEAL components.<br \/>\nGuide the periodic review and adaptation of the project\u2019s result framework and performance indicators in response to evolving context and findings.<br \/>\nProvide technical leadership in consortium-led research, assessments, and policy-relevant evidence generation.<\/li>\n<li><strong>Monitoring, Data Management, and Quality Assurance<\/strong><br \/>\n\u2022 Oversee end-to-end monitoring of project inputs, activities, outputs, outcomes, and long-term impact across all implementing partners.<br \/>\n\u2022 Maintain and manage a centralized M&amp;E data system, ensuring real-time data entry, validation, consistency, and security.<br \/>\n\u2022 Lead the design and operationalize of digital tools (e.g., Kobo Toolbox, ODK) for data collection and analysis.<br \/>\n\u2022 Collaborate with thematic and regional leads to review project reports, identify trends, and deliver actionable feedback.<br \/>\n\u2022 Ensure data accuracy and timely flow from all consortium partners to support evidence-based decision-making.<br \/>\n\u2022 Lead the documentation of key project results, unintended outcomes, and systemic change.<br \/>\n\u2022 Coordinate and supervise field monitoring visits and provide strategic technical support to partner organizations.<br \/>\n\u2022 Lead baseline, mid-line, and end-line surveys, including tool design, enumerator training, data analysis, and reporting.<\/li>\n<li><strong>Reporting, Knowledge Management, and Evidence Generation<\/strong><br \/>\n\u2022 Produce high-quality, timely, and evidence-based MEAL reports (quarterly, annual, and final) to meet donor, consortium, and stakeholder requirements.<br \/>\n\u2022 Train and mentor partners in MEAL systems and establish a functional and streamlined reporting mechanism.<br \/>\n\u2022 Support the development and analysis of outcome harvesting, Most Significant Change, and other qualitative tools.<br \/>\n\u2022 Document success stories, case studies, and policy-relevant learning briefs for strategic advocacy and dissemination.<br \/>\n\u2022 Ensure full compliance with Atlas Alliance and Social Welfare Council (SWC) reporting standards and timelines.<br \/>\n\u2022 Provide strategic inputs for mid-term reviews, learning assessments, and final evaluations.<\/li>\n<li><strong>Accountability, Learning, and Adaptive Management<\/strong><br \/>\n\u2022 Lead the establishment and strengthening of inclusive feedback and accountability mechanisms across the project.<br \/>\n\u2022 Facilitate learning reviews and adaptive management workshops to reflect on progress, address challenges, and revise strategies.<br \/>\n\u2022 Promote the practical use of MEAL findings to improve project design, delivery, and impact.<br \/>\n\u2022 Support consortium-wide knowledge exchange and collaborative learning among OPDs and stakeholders.<\/li>\n<li><strong>Capacity Development and Coordination<\/strong><br \/>\n\u2022 Build the MEAL capacity of consortium partners, including OPDs, through tailored training, mentoring, and technical assistance.<br \/>\n\u2022 Serve as the MEAL focal point and represent NFD-N in consortium-level MEAL coordination forums.<br \/>\n\u2022 Coordinate closely with the Atlas Alliance M&amp;E Team to align systems, tools, and reporting frameworks.<br \/>\n\u2022 Support the Country Coordinator in project implementation oversight and strategic decision-making.<br \/>\n\u2022 Collaborate with government counterparts, civil society actors, and stakeholders to advance disability data systems and inclusive accountability.<\/li>\n<li><strong>Institutional MEAL System Strengthening<\/strong><br \/>\n\u2022 Support the development and refinement of NFD-N\u2019s internal MEAL strategy, tools, and frameworks to enhance organizational learning and evidence-based programming.<br \/>\n\u2022 Collaborate with NFD-N leadership to institutionalize standard M&amp;E procedures, including indicator libraries, reporting templates, and quality assurance protocols.<br \/>\n\u2022 Facilitate internal learning and reflection processes across NFD-N\u2019s provincial and local chapters to promote a culture of results and adaptive management.<br \/>\n\u2022 Establish systems for tracking cross-project outcomes, lessons learned, and good practices across NFD-N\u2019s portfolio.<br \/>\n\u2022 Provide technical inputs to align NFD-N\u2019s monitoring systems with global standards (e.g., CRPD, SDGs) and national disability data frameworks.<\/li>\n<li><strong>Required Qualifications and Experience<\/strong><br \/>\n\u2022 Master\u2019s degree in Social Sciences, Development Studies, Statistics, Public Policy, Disability Studies, Management or a related field.<br \/>\n\u2022 Minimum of 3 years of progressive experience in MEAL roles within the development, humanitarian or Disability inclusion projects.<br \/>\n\u2022 Demonstrated expertise in developing and managing MEAL systems, particularly in rights-based or disability-focused programming.<br \/>\n\u2022 Advanced skills in data management, statistical analysis (Excel, SPSS, or similar), and digital data tools (Kobo Toolbox, ODK, Google form).<br \/>\n\u2022 Proven experience in disability-dis-aggregated data analysis, accessibility, inclusive monitoring, and tracking change over time.<br \/>\n\u2022 Strong communication, analytical writing, and presentation skills in both Nepali and English.<br \/>\n\u2022 Prior experience working with Organizations of Persons with Disabilities (OPDs) and understanding of CRPD and SDG
