NFDN works to promote the rights, inclusion, and meaningful participation of persons with disabilities through advocacy, awareness, capacity building, and networking at national, provincial, and local levels.<br \/>\nNFDN is implementing a five-year project titled \u201cCollective Action for Disability Rights in Nepal- CADiR\u201d in consortium partnership with Nepal Association of the Blind (NAB), Parents Federation of Persons with Intellectual Disabilities (PFPID), and Nepal Netra Jyoti Sangh (NNJS) with support from Atlas Alliances. NFDN is leading the Monitoring &amp;Evaluation (M&amp;E) role of this consortium project.<\/p>\n<p><strong>Position Summary:<\/strong><\/p>\n<p><strong>Job Purpose:<\/strong><br \/>\nThe Project Coordinator (PC) will be responsible for the effective implementation of the CADiR project activities at the federal and provincial levels under the guidance of the Administrative Manager. The role entails ensuring that the project is delivered as planned effectively, efficiently, and in a cost-sensitive manner to achieve the project objectives. The PC will lead the overall planning, implementation, monitoring, reporting, documentation, and integration of good practices and learning. Additionally, the PC will serve as the lead focal point for the consortium on thematic areas related to human rights and organizational development.<\/p>\n<p><strong>Duties and Responsibilities:<\/strong><br \/>\n1. Provide overall day-to-day management of the CADiR project in partnership with FFO Norway (Atlas Alliance), under the supervision of the Administrative Manager<br \/>\n2. Ensure effective, efficient, and value-for-money project delivery including planning, activity implementation, monitoring, and coordination.<br \/>\n3. Facilitate for monitoring and evaluation framework and provide technical support for project monitoring, reviews, and follow-up actions.<br \/>\n4. Ensure timely and budget-compliant implementation of all project activities in accordance with partner agreements, result framework and approved plans.<br \/>\n5. Prepare detailed project implementation plans and oversee the execution of project activities at all levels.<br \/>\n6. Organize and facilitate required training sessions, workshops, and orientation programs as per project needs.<br \/>\n7. Strengthen the capacities of provincial units, partner organizations, and OPDs; provide technical guidance, monitor their performance, and mobilize them for provincial-level project activities.<br \/>\n8. Collect and analyze data on project implementation, outcomes, challenges, and lessons learned; document key findings and generate various reports as required.<br \/>\n9. Develop articles, case studies, and success stories for publication on NFDN\u2019s website and in other communication materials.<br \/>\n10. Prepare and submit periodic project reports to project partners, NFDN leadership, and relevant government agencies in the prescribed formats.<br \/>\n11. Represent the project in various meetings and events with stakeholders as the official focal person.<br \/>\n12. Coordinate closely with project partners, consortium members, NFDN departments, government agencies, and OPDs to ensure meaningful participation and ownership.<br \/>\n13. Monitor ongoing project activities and provide timely guidance to the project team to ensure alignment with project objectives and outcomes.<br \/>\n14. Foster strong coordination and collaboration between NFDN and partner organizations for effective project delivery.<br \/>\n15. Ensure all project-related financial transactions, inventory management, and administrative processes are carried out transparently and in compliance with internal controls.<br \/>\n16. Provide technical and logistical support to the NFDN Working Committee and Administrative Manager as required.<br \/>\n17. Support the project accountant in ensuring proper financial documentation, transaction tracking, and budget compliance.<br \/>\n18. Carry out administrative and logistical tasks at the provincial level as required by the program.<br \/>\n19. Perform any other duties assigned by the Administrative Manager or General Secretary in relation to the project.<\/p>\n<p><strong>Qualification, experiences and skills requirements:<\/strong><br \/>\n\u2022 At least Bachelor\u2019s degree in Social Work, Development Studies, Education, Management, or a related field. This includes ensuring accurate accounting, timely financial reporting, effective budget tracking, and full compliance with organizational, partner, and donor financial policies. S\/he will work closely with the project team and the Chief Finance Officer of NFDN to ensure sound financial oversight, transparency, and accountability at both federal and provincial levels. The Finance Officer will also supervise, guide, and monitor financial activities across NFDN\u2019s central and provincial offices, including budgeting, financial planning, procurement support, and compliance with national laws and internal policies. Key responsibilities include preparing and reviewing financial reports, maintaining proper documentation, ensuring tax compliance, contributing to staff recruitment and logistics planning from a financial perspective, and fostering cross-departmental collaboration to strengthen the organization\u2019s financial systems and sustainability.<\/p>\n<p><strong>General Duties and Responsibilities of Finance Officer.<\/strong><br \/>\n<strong>A. Financial Leadership<\/strong><br \/>\n\u2022 Lead the financial management of the assigned project and report regularly to the Treasurer, Chief Finance Officer (CFO), and Administrative Manager.<br \/>\n\u2022 Update all organizational financial transactions and report key financial data to the Executive Board and Working Committee.<br \/>\n\u2022 Monitor and support the performance of other finance staff, providing timely guidance, instructions, and feedback while reporting progress to the Treasurer, CFO, and Administrative Manager.<br \/>\n\u2022 Supervise and manage the performance of Accountants involved in the project and across NFDN\u2019s operations.<br \/>\n<strong>B. Financial Systems and Controls<\/strong><br \/>\n\u2022 Ensure a regularly updated inventory of both fixed and current assets of the organization.<br \/>\n\u2022 Develop, implement, and monitor effective financial systems, internal controls, and procedures to ensure transparency, accountability, and smooth financial operations.<br \/>\n\u2022 Manage and oversee the use of the FAMAS accounting system for project-level and organizational financial transactions.<br \/>\n\u2022 Promote good governance and compliance across all financial functions of the organization.<br \/>\n<strong>C. Financial Planning and Reporting<\/strong><br \/>\n\u2022 Prepare monthly, quarterly, and annual financial and management reports.<br \/>\n\u2022 Coordinate the preparation of the annual organizational and project-specific budgets in close coordination with the Project Coordinator, Chief Finance Officer, Treasurer, and Administrative Manager.<br \/>\n\u2022 Prepare detailed expenditure reports and complete financial statements of the project for submission to internal and external stakeholders.<br \/>\n\u2022 Guide and coach Project Coordinators and other relevant staff to strengthen financial literacy, including budgeting and financial forecasting.<br \/>\n<strong>D. Budgeting and Donor Compliance<\/strong><br \/>\n\u2022 Ensure timely preparation of project budgets for submission to donors and partners in coordination with the CFO and Administrative Manager.<br \/>\n\u2022 Ensure the availability and legal compliance of all supporting documents related to each financial transaction, including income, expenditures, receivables, payables, and asset management, as per NFDN policies and national laws.<br \/>\n\u2022 Produce and submit financial reports to donors and partners in a timely and accurate manner, and represent the finance department in partner communications as needed.<br \/>\n<strong>E. Auditing and Compliance<\/strong><br \/>\n\u2022 Coordinate periodic financial audits of the project in line with project agreements and NFDN financial policies.<br \/>\n\u2022 Ensure every six-month internal review of financial transactions by the registered auditor.<br \/>\n\u2022 Maintaining updated bank reconciliations and the overall financial position of NFDN.<br \/>\n\u2022 Ensure that all organizational financial transactions are audited annually in accordance with the NFDN Constitution and financial guidelines.<br \/>\n<strong>F. Logistics and Procurement Support<\/strong><br \/>\n\u2022 Support project logistics, procurement processes, and contractual agreements in close coordination with the Project Coordinator.<br \/>\n\u2022 Manage relationships with suppliers, consultants, and professional service providers; develop and maintain an updated roster.<br \/>\n\u2022 Assess tenders and quotations from potential vendors and consultants in alignment with NFDN\u2019s procurement policy.<br \/>\n<strong>G. Coordination and Communication<\/strong><br \/>\n\u2022 Foster strong coordination between finance, program, and administrative teams to ensure smooth financial planning and implementation.<br \/>\n\u2022 Build collaborative relationships with key stakeholders, including Board Members, project staff, donors, and external partners.<br \/>\n<strong>H. Other Duties<\/strong><br \/>\n\u2022 Promote the principles of good financial governance within all NFDN projects and operations.<br \/>\n\u2022 Perform other financial tasks and responsibilities as assigned by CFO and Administrative Manager.<br \/>\n\u2022 Remain updated on NFDN&#8217;s Constitution, financial policies, and internal guidelines, and ensure full compliance in daily financial operations.<\/p>\n<p><strong>Qualification, experiences and skills requirements:<\/strong><br \/>\n\u2022 At least Bachelor&#8217;s degree in Finance, Accounting, Business Administration, or related field.
