Province Manager \u2013 Madhesh Province<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Project\/Programme:<\/strong> CADiR, Include Us, and NFDN Projects<br><strong>Duty Station:<\/strong> NFDN Madhesh Province Office<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Job Purpose<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">The primary purpose of the Province Manager is to ensure quality planning, design, implementation, monitoring, documentation, and reporting of programmes and project activities at the provincial level. The position will also lead and facilitate advocacy, awareness-raising, capacity development, coordination, networking, and other initiatives aimed at promoting the inclusion and rights of persons with all types of disabilities.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Major Responsibilities<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Work as Province Manager under the overall supervision and guidance of the Project Coordinators and Administrative Manager including province Secretory.<\/li>\n\n\n\n<li>Lead the overall management and day-to-day operation of the provincial office, including planning, implementation, monitoring, documentation and reporting of project activities assigned by the Federal Office.<\/li>\n\n\n\n<li>Support the provincial office in developing programme\/project proposals and in organizing consultations and meetings with partners, government agencies, and other stakeholders to contribute to resource mobilization and fundraising efforts.<\/li>\n\n\n\n<li>Implement activities assigned by NFDN&#8217;s Federal Office that are focused on the province.<\/li>\n\n\n\n<li>Guide, supervise, and support provincial-level staff in effective programme and project implementation.<\/li>\n\n\n\n<li>Support the Provincial Board in disability rights advocacy, including agenda-setting, preparation of advocacy documents and demand letters, information gathering, and organization of meetings and consultations.<\/li>\n\n\n\n<li>Ensure that project activities are implemented in accordance with approved plans, budgets, policies, and quality standards.<\/li>\n\n\n\n<li>Coordinate and undertake advocacy and lobbying activities as outlined in project plans and as assigned by the Federal Office and Provincial Board.<\/li>\n\n\n\n<li>Support member organizations in strengthening their capacity in advocacy and lobbying, good governance, leadership, organizational management, resource mobilization, and fundraising.<\/li>\n\n\n\n<li>Facilitate trainings, orientations, workshops, consultations, and interaction programmes as planned under projects and as required by the Provincial Board.<\/li>\n\n\n\n<li>Facilitate the renewal and affiliation of Organizations of Persons with Disabilities (OPDs) in accordance with NFDN&#8217;s relevant policies and procedures.<\/li>\n\n\n\n<li>Verify, maintain, and securely organize financial and programme records, reports, administrative documents, inventories, physical assets, and other office information.<\/li>\n\n\n\n<li>Arrange meetings of project structures in accordance with the project implementation schedule and prepare minutes and other necessary documentation.<\/li>\n\n\n\n<li>Regularly update relevant information on NFDN&#8217;s internal and external information platforms, as required.<\/li>\n\n\n\n<li>Inspire and mobilize OPDs and persons with disabilities to promote and protect human rights in accordance with the <strong>Convention on the Rights of Persons with Disabilities (CRPD)<\/strong>.<\/li>\n\n\n\n<li>Prepare periodic narrative and other reports required by NFDN and its partners in accordance with project requirements.<\/li>\n\n\n\n<li>Document disability-related information and developments at the provincial level in accessible formats and disseminate relevant information to member organizations through appropriate channels, including email, telephone, website, social media, publications, meetings, and orientations.<\/li>\n\n\n\n<li>Collect, analyze, and report information on the situation of persons with disabilities, programme progress, achievements, challenges, and emerging issues to the Federal Office.<\/li>\n\n\n\n<li>Ensure that financial transactions, inventory management, and office administration are carried out in a controlled, transparent, accountable, and fraud-free manner.<\/li>\n\n\n\n<li>Support the Accountant and Finance Officer in ensuring proper financial transactions, record-keeping, and documentation.<\/li>\n\n\n\n<li>Coordinate with internal and external stakeholders, including NFDN offices, Board members, project staff, member organizations, rights holders, OPDs, CSOs, media, government agencies, and other relevant stakeholders, and facilitate their engagement with NFDN&#8217;s mission and activities.<\/li>\n\n\n\n<li>Serve as a focal person for communication and information flow between the Provincial Office, Federal Office, project teams, Board members, and other relevant stakeholders.<\/li>\n\n\n\n<li>Ensure effective coordination and liaison between NFDN, government bodies, member organizations, OPDs, and other stakeholders at provincial and local levels.<\/li>\n\n\n\n<li>Represent NFDN in relevant forums, networks, coordination mechanisms, and platforms at the provincial level.<\/li>\n\n\n\n<li>Share good practices, lessons learned, challenges, and issues of concern with relevant forums and NFDN and support their documentation.<\/li>\n\n\n\n<li>Perform administrative, logistical, and other operational tasks required for programme implementation at the provincial level.<\/li>\n\n\n\n<li>Carry out any other duties and responsibilities assigned by the Project Coordinator, Administrative Manager, or Provincial Secretary.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Qualification, Experience, and Skills<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>At least a Bachelor&#8217;s degree in Management, Social Work, Development Studies, Disability Studies, or a related field. A degree in Disability Studies will be an advantage.<\/li>\n\n\n\n<li>Minimum five years of relevant experience with a Bachelor&#8217;s degree or two years of relevant experience with a Master&#8217;s degree, preferably in an I\/NGO environment, including experience in programme coordination and implementation.<\/li>\n\n\n\n<li>Demonstrated experience in implementing advocacy, human rights, and disability inclusion projects and supporting OPDs.<\/li>\n\n\n\n<li>Experience working with persons with disabilities, with sound knowledge of the CRPD and relevant national and international laws, policies, and frameworks concerning persons with disabilities.<\/li>\n\n\n\n<li>Experience working with local governments, OPDs, civil society organizations, and other stakeholders.<\/li>\n\n\n\n<li>Strong communication, coordination, documentation, facilitation, networking, and team-building skills.<\/li>\n\n\n\n<li>Good written and verbal communication skills in <strong>Nepali and English<\/strong>.<\/li>\n\n\n\n<li>Good computer skills, including proficiency in MS Office applications, email, and internet use.<\/li>\n\n\n\n<li>Ability to search and compile information using online resources and effectively use social media and other communication platforms.<\/li>\n\n\n\n<li>Ability to prepare news, activity reports, periodic reports, and other programme documentation as required.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>2. Accountant \u2013 Koshi Province<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Duty Station:<\/strong> NFDN Koshi Province Office, with frequent field visits<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Job Purpose: <\/strong>The Accountant will be responsible for maintaining accurate and timely financial records, supporting sound financial management and reporting, ensuring compliance with applicable financial and tax requirements, and maintaining proper documentation of financial transactions at the provincial office. The position will also support financial audits, reporting, budgeting, and other administrative functions as required.<\/p>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Major Responsibilities<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>Maintain accurate and up-to-date financial records of day-to-day official and project-related transactions, including verification of vouchers, bills, receipts, and supporting documents, under the guidance and supervision of the Province Manager and Finance Officer.<\/li>\n\n\n\n<li>Maintain and safeguard financial documents and records in a systematic and accessible manner.<\/li>\n\n\n\n<li>Record financial transactions and maintain books of accounts in <strong>FAMAS accounting software<\/strong> using the approved chart of accounts and budget codes.<\/li>\n\n\n\n<li>Support the Province Manager in preparing the provincial budget in coordination with the Finance Officer.<\/li>\n\n\n\n<li>Prepare and maintain project-wise financial reports and consolidate financial information for the provincial office and organization as required.<\/li>\n\n\n\n<li>Maintain monthly, quarterly, and annual financial records and reports in accordance with the guidance of the Finance Officer.<\/li>\n\n\n\n<li>Submit financial information and reports to the Federal Office within the required timeframe.<\/li>\n\n\n\n<li>Follow up on fund\/installment transfers from the Federal Office and ensure timely processing of payments.<\/li>\n\n\n\n<li>Maintain records and track payments to internal and external stakeholders.<\/li>\n\n\n\n<li>Process applicable tax payments, deductions, and tax returns in accordance with prevailing requirements.<\/li>\n\n\n\n<li>Facilitate financial audits by preparing and providing required financial records and supporting documents.<\/li>\n\n\n\n<li>Maintain confidentiality and security of financial data and carry out appropriate data backup procedures.<\/li>\n\n\n\n<li>Ensure that all decisions, bills, receipts, demand forms, purchase orders, goods receipt notes, activity reports, attendance records, contracts, quotations, and other supporting documents related to financial transactions are properly maintained and filed.<\/li>\n\n\n\n<li>Provide administrative and secretarial support, including typing and formatting reports and documents, dispatching outgoing correspondence, registering incoming correspondence, filing documents, printing, photocopying, and related tasks.<\/li>\n\n\n\n<li>Support the Province Manager in preparing reports and collecting programme-related information, evidence, documents, photographs, and other supporting materials as required.<\/li>\n\n\n\n<li>Carry out official communication through letters, email, telephone, and other appropriate means under the guidance of the Finance Officer, Province Manager, and relevant Board members.<\/li>\n\n\n\n<li>Ensure compliance with NFDN&#8217;s financial policies, procedures, internal controls, and applicable legal and tax requirements.<\/li>\n\n\n\n<li>Perform other duties and responsibilities assigned by the Province Manager, Federal Program Coordinator, Finance Officer, or other authorized officials.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Qualification, Experience, and Skills<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li>At least a Certificate-level qualification in Management, Accounting, Administration, or a related field.<\/li>\n\n\n\n<li>Minimum five years of relevant experience with a Certificate-level qualification or two years of relevant experience with a Bachelor&#8217;s degree.<\/li>\n\n\n\n<li>Good computer skills, including proficiency in MS Office applications, particularly <strong>MS Excel<\/strong>, as well as email and internet use.<\/li>\n\n\n\n<li>Knowledge and experience of <strong>FAMAS accounting software<\/strong> will be an advantage.<\/li>\n\n\n\n<li>Good communication, documentation, coordination, and organizational skills.<\/li>\n\n\n\n<li>Ability to communicate effectively in <strong>Nepali and English<\/strong>, both verbally and in writing.<\/li>\n\n\n\n<li>Experience in administrative, financial, and logistics-related tasks.<\/li>\n\n\n\n<li>Ability to maintain confidentiality, accuracy, accountability, and integrity in financial and administrative matters.<\/li>\n<\/ul>\n\n\n\n<p class=\"wp-block-paragraph\"><strong>Equal Opportunity, Safeguarding, and Organizational Compliance<\/strong><\/p>\n\n\n\n<p class=\"wp-block-paragraph\">NFDN is committed to safeguarding and promoting the rights, dignity, safety, and inclusion of persons with disabilities.
