										<content:encoded><![CDATA[<p>The report titled “Barriers Analysis in Improving Inclusive Education in WASH GAINS Project Schools in Bardiya District” presents a comprehensive assessment of the institutional, socio-cultural, and accessibility-related barriers that hinder the meaningful inclusion of children with disabilities in mainstream education. Conducted under the WASH, Gender, and Adolescent Inclusive School in Nepal (WASH GAINS) initiative, the study employed a qualitative methodology, gathering insights through focus group discussions and key informant interviews with a diverse range of stakeholders—including children with disabilities and their families, school staff, local government representatives, and members of Organizations of Persons with Disabilities (OPDs).</p>
<p>The findings highlight persistent gaps in the implementation of inclusive education policies, teacher preparedness, accessible infrastructure, and public awareness. These challenges underscore the urgent need for coordinated, multi-sectoral efforts to promote disability-inclusive education in Nepal.</p>
<p>This study was led by the National Federation of the Disabled Nepal (NFDN) in close coordination with its federal and provincial structures. Special appreciation is extended to Ms. Jalasa Sapkota, Federal Project Focal Person, for her consistent coordination; Mr. Laya Prasad Upreti, Administration Manager, for his logistical and administrative support; and to NFDN’s leadership—President Mr. Devi Datta Acharya and General Secretary Mr. Sugam Bhattarai—for their strategic guidance and encouragement throughout the process.</p>
<p>The successful completion of this research was further enabled by the collaborative support and technical guidance of WaterAid Nepal’s teams in both Kathmandu and Bardiya. We gratefully acknowledge the contributions of Mr. Uma Shankar Yadav, Mr. Binesh Roy, Mr. Sarbegya Shrestha, and the entire WaterAid Nepal team.</p>

										<content:encoded><![CDATA[<p>दैनिक रुपमा हामीलाई कुनै न कुनै चिन्ता र पिरहरुले जुधि रहेका वा तनाव हुने गरेका छौं । त्यस तनावका कारण हाम्रो मानसिक स्वास्थ्यमा आएको समस्याहरु अथवा आफूमा भैईरहेको परिर्वतनलाई नजर अन्दाज गरिरहेका हुन्छौं । मनोपरामर्श सेवाहरु लिन गाह्रो भन्दा पनि यस बारेमा ध्यान नदिएकाले समस्याहरु धेरै बढेर जाने गर्दछ । यस कारण हामीमा जटिल प्रकारको मनोसमाजिक समस्याहरुको विकसित हुन नदिनका लागि हामीले यसबारे बेलैमा ध्यान दिने गरौं ।</p>
<p>के तपाईलाई विगत २ हप्ताभन्दा बढि समयदेखि लगातार रुपमा भोक / निद्रामा गडबडी, विना कारण रिस उठ्ने, मन खिन्न हुने, नकारात्मक सोच आउने ,मनमा धेरै कुरा खेल्ने,एक्लोपन महसुस हुने ,मनोवलमा कमी हुने,हिनताबोध महसुस हुने, जीवनदेखि दिक्क लाग्ने कुराहरु महसुस गरिरहनु भएको छ र उक्त समस्याहरुले तपाईको दैनिकीमा असर पुर्याएको छ ? यदि छ भने मनोबिमर्श सेवा उपयुक्त हुनसक्छ ।</p>

										<content:encoded><![CDATA[<p><strong>National Federation of the Disabled Nepal</strong>, in partnership with CBM, is implementing a multi-year (2019-2024) advocacy project, “Include Us”, for inclusion of persons with disabilities. The major components of the project are; i/strengthening capacity of OPDs and government stakeholders; ii/generating evidence on disability inequality in light of SDG 2030/UNCRPD, maintaining spirit of LEAVE NO ONE BEHIND. It is built on existing joint advocacy work of NFDN and its 330-member organizations.</p>
<p>Capacity development of OPDs is one of the core components of the project and in line with that, NFDN developed OCA and KAP survey forms and assessed individual and institutional capacity of OPDs. Without knowing or understanding the perspectives and priorities of OPDs in disability movement, we cannot ensure the capacity development effort is effective or appreciated. By taking the voices of OPDs into account based on contemporary need, the training can ensure it is being designed that fill the gaps identified by those in need of support.</p>
<p>The Organizational capacity assessment approach was used within Include us Project to quickly assess the OPDs capacity for organizational performance by focusing on System, Processes, Human resources, Financial resources, Inclusion and Management. The tool was developed to identify the strengths as well as barriers encountered by OPDs in enhancing their organizational performance. The project envisions designing a series of capacity building training based on the capacity need.</p>
<p>A questionnaire consisting of more than 100 questions and a KOBO toolbox was used to collect the OCA response in three provinces (Province 1, Gandaki and Karnali). Likewise, Microsoft Excel analysis workbook was developed and used. Executive members of OPDs were asked to provide organizational level information, first individually, then as a group.</p>
<p>This report also highlights findings of 219 representatives’ KAP survey conducted in December 2020 in Province 1, Gandaki and Karnali province. The intention of the finding is to shed some light on where the OPDs are lagging behind and provide some insight into what might be needed to foster existing capacity need.</p>

<p>रमेश: &#8211;  दाइ यसपालि जनगणनामा अपाङ्गता भएका व्यक्तिको पनि छुट्टै गणना हुँदैछ भन्ने  सुन्दैछु । के हो ?</p>
<p>डिल्लीः हो नी भाइ । अपाङ्गता सम्बन्धी छुट्टै प्रश्नहरू राखेर गणना हुँदैछ नी।</p>
<p>रमेश :- यो त धेरै राम्रो कुरा हो दाइ । तर के गर्ने गाउँघरतिर अझै पनि बौद्धिक अपाङ्गता, अटिजम, मनोसामाजिक अपाङ्गता र पूर्ण अशक्त अपाङ्गता भएका व्यक्तिहरूलाइ लुकाएर राख्ने चलन छ ।</p>
<p>डिल्लीः हो नी ! त्यहि भएर हामिले त्यस्ता सबै घर परिवारलाइ कुरो बुझाएर अपाङ्गता भएका सदस्यको गणना गराउन भन्नुपर्छ नी । जनगणनामा छुटेपछि त राज्यले उनीहरूलाइ दिने सेवा, सुविधा, सहुलियत सबैमा छुटिहाले नी ।</p>

					<description><![CDATA[कोभिड १९ महामारीको समयमा विभिन्न हिंसाका घटनाहरु बढी भएको सामाचार हामीले पाएका छौं । महामारीमा सुरक्षित भइ कसरी उजूरी गर्ने भन्ने जानकारी सबै माझ पुर्याउने उद्देश्यले मानव अधिकार हननका उजूरी प्रकृया सम्बन्धी जनचेतनामूलक सन्देश तयार भएको छ । कतिपय अपाङ्गता भएका व्यक्तिहरु आफूलाई परेको हिंसाको बारेमा सम्बन्धित निकायमा उजूरी दिने प्रकृया थाहा नभएर न्यायबाट बञ्चित हुनु परेको मानव अधिकार हननका घटना संकलनको क्रममा देखिएको छ । अझ यस किसिमका घटनाहरु सार्वजनिक  हुने दरले लुकाउन र मिलाउन खोज्ने प्रवृत्ति पनि यथावत नै छ । मानव अधिकारको हनन भएको देख्ने सुन्ने स्वयम व्यक्ति, घर परिवार संरक्षक वा नागरिक समाजले पनि यस्ता घटनाहरुको समयमै आवाज उठाउनुपर्छ । यस्ता मानव अधिकार हननका घटनाहरुको सवालमा राष्ट्रिय मानव अधिकार आयोगले आफ्ना स्थानिय संरचनाहरु र संघीय स्तरमा उजूरी लिने सम्बन्धित निकायहरुसँग घटनाको सत्य तथ्य बझ्ने पिडितलाई उचित न्याय र  क्षतिपूर्तिको व्यवस्थाको लागि राज्यसँग पहलका कार्यहरु गर्दै आएको छ ।]]></description>

<p>माईराइट नेपालसंगको साझेदारी र राष्ट्रिय मानव अधिकार आयोगसँगको समन्वयमा राष्ट्रिय अपाङ्ग महास‌ंघ नेपालद्वारा यस जनहितको सन्देश रेडियो नेपालबाट २०७७ साल पौष ५  गतेबाट बिहानको ७ बजेको प्रमुख समाचारभन्दा ठिक अगाडी प्रसारण भइरहको छ ।</p>
<p><strong>सन्देश स्क्रिप्ट</strong></p>
<p>एउटा परिवारमा अपाङ्गता भएको व्यक्ति माथि हिंसात्मक गतिविधि भएको चर्को आवाज सुनिन्छ । यो आवाज बाटो हिड्दै गरेका दिदि बहिनिले पनि सुन्छन् । त्यसपछि&#8230;&#8230;..</p>
<p>बहिनि:   होइन दिदि यो रामु काका जहिले पनि ती अपाङ्गता भएको बहिनिलाई किन पिट्छन् यसरी ।</p>
<p>दिदि:  हो नि बहिनी रामु काकाले सधैं बहिनीलाई पिट्छन् भने नजिकको प्रहरी कार्यालयमा उजुरी दिनु पर्यो नी ।</p>
<p>बहिनी: प्रहरी कार्यालयमा उजुरी दिंदा परिवारको कुरा परिवारमा नै मिलाउनु भनेर पठाए रे नी त । यो त मानव अधिकारको हनन भएन र भन्या ? झन् यस्तो कोभिड—१९को माहामारीको बेलामा अब कहाँ भएर उजुरी गर्ने होला त ?</p>
<p>दिदि:      ह्या बहिनि तिमी किन आत्तिराको यस्तो बेलामा स्वयम\ व्यक्ति उपस्थित नभई राष्ट्रिय मानव अधिकार आयोगको कार्यालयमा उजुरी टिपाउन सकिन्छ ।</p>
<p>बहिनि:   कसरी  नि ?</p>
<p>दिदि:      ल सुन आयोगमा उजुरी विभिन्न माध्यमबाट उजूरी गर्न सकिन्छ . जस्तैः</p>
<p>— पैसा नलाग्ने राष्ट्रिय मानव अधिकार आयोगका] हटलाइन नम्बर ५०१०००० मा सिधै फोन गर्न सकिन्छ, त्यस्तै आयोगको आधिकारिक व्यक्तिलाई फोनबाट उजूरी दिन सकिन्छ ।<br />
<span style="font-size: 16px;">—ईमेल इन्टरनेटको पहुँचमा छौं भने त आयोगको वेवसाइट बाट फारम डाउनलोड गरी फारम भरी इमेलबाट पठाउन सकिन्छ । आयोगले भर्खरै मोबाइल एप्स पनि बनाएको छ जसबाट उजूरीलाई मेसेज र भ्वोइस मेसेजबाट पनि पठाउन सकिन्छ ।</span></p>
<p>बहिनि:   बौद्धिक अनि सिकाइ सम्बन्धी अपाङ्गता भएका व्यक्तिले चाँही कसरी उजूरी दिन सक्नछन्  नी ?</p>
<p>दिदि:  स्वयम\ व्यक्तिले उजूरी दिन नसक्ने भएमा lनजको संरक्षक,  घर परिवार तथा छरछिमेकी वा नागरिक समाजका प्रतिनिधिले पनि उजूरी दिन  सक्छन्  ।</p>
<p>न्यारेसन: अपाङ्गता समावेशी कोभिड प्रतिकार्यका लागि राष्ट्रिय मानव अधिकार आयोगको समन्वय तथा माइराईट नेपालको आर्थिक सहयोगमा राष्ट्रिय अपाङ्ग महासँघद्वारा जनहितमा जारी सन्देश ।</p>

<p>अपाङ्गता भएका व्यक्तिहरूको रोजगारीको अधिकार अनुगमन, काठमाडौँ (समष्टिगत) प्रतिवेदनले नेपालमा अपाङ्गता भएका व्यक्तिहरूको रोजगारीको अवस्थासम्बन्धी अनुगमन परियोजनाको नतिजा प्रस्तुत गर्छ, जुन नेपालको संवैधानिक, कानुनी तथा नीतिगत ढाँचाको सघन मूल्याङ्कन गर्ने दिशामा एउटा अग्रगामी पाइला हो ।</p>

The analysis has been conducted in relation to fundamental human rights principles of dignity, autonomy, participation, inclusion and accessibility, non-discrimination and equality and respect for difference.</p>
<p>The report highlights the degree of implementation of the constitution, laws, policies and programs, enacted to protect and advance the human rights, and specifically the employment rights, of persons with disabilities. The report also highlights the experiences of persons with disabilities with reflection of societal attitudes.</p>
