The session was facilitated by Mr. Manoj Gohiwar, Head of Programme at NFDN, using an interactive, reflective and deconstructive approach. Through this approach, the session encouraged participants to critically reflect on how disability is often created not only by individual impairment, but also by barriers in systems, attitudes, infrastructure, communication, policies, budgets and institutional practices.

The orientation covered key concepts and practical approaches related to disability models, Disability Creation Process, human rights-based development, reasonable accommodation, accessibility, inclusive budgeting, procurement, monitoring, staffing, communication, safeguarding and partnership with Organizations of Persons with Disabilities. The session emphasized that persons with disabilities are rights-holders, leaders, staff, partners, community members and beneficiaries, and that inclusive development requires deliberate design, budget, access, participation and accountability.

Following the interactive session delivered by Mr. Gohiwar, Ms. Jalasa, Senior Project Coordinator, summarized the key learning points and reinforced the importance of mainstreaming disability inclusion throughout the programme cycle, including analysis, design, budgeting, implementation, monitoring, evaluation and learning.

The key message of the session was:
Disability inclusion is not an add-on; it is a core quality standard for every programme.

NFDN appreciated the active participation of Plan International Nepal’s federal and provincial staff and looks forward to continued collaboration for strengthening disability-inclusive policies, programmes, operations and institutional systems.

The findings highlight persistent gaps in the implementation of inclusive education policies, teacher preparedness, accessible infrastructure, and public awareness. These challenges underscore the urgent need for coordinated, multi-sectoral efforts to promote disability-inclusive education in Nepal.

This study was led by the National Federation of the Disabled Nepal (NFDN) in close coordination with its federal and provincial structures. Special appreciation is extended to Ms. Jalasa Sapkota, Federal Project Focal Person, for her consistent coordination; Mr. Laya Prasad Upreti, Administration Manager, for his logistical and administrative support; and to NFDN’s leadership—President Mr. Devi Datta Acharya and General Secretary Mr. Sugam Bhattarai—for their strategic guidance and encouragement throughout the process.

मलाई गणना गर , हामीलाई समाबेश गर भन्ने मुल नाराका साथ सम्पन्न हुन गइ रहेको राष्ट्रिय जनगणना २०७८ का राष्ट्रिय प्रशिक्षकहरु संग हिजो मिति २०७७- १०-०८ मा अपाङ्गताको सवाल बिषयक कार्यशाला सम्पन्न भयो । सो कार्यक्रम राष्ट्रिय अपाङ्ग महासंघ नेपालको आयोजना र केन्द्रिय तथ्यांक बिभागको समन्वयमा सम्पन्न भएको थियो ।

केन्द्रीय तथ्यांक बिभागका उप निर्देशक हेमराज रेग्मीको प्रमुख आतिथ्यतामा सम्पन्न सो कार्यकम राष्ट्रिय अपाङ्ग महासंघ नेपाल केन्द्रिय अध्यक्ष मित्रलाल शर्माको अध्यक्षतामा सम्पन्न भहेको थियो । केन्द्रिय तथ्यांक विभागका निर्देशक ढुण्डी लामिछानेले केन्द्रीय तथ्याङ्क विभागले अपाङ्गता भएका व्यक्तिको जनगणनाको लागि गरेको हालसम्मको तयारीको बारेमा कार्यपत्र प्रस्तुत गर्नु भएको थियो । जनगणनामा अपाङ्गता भएका ब्यक्तिहरुको तथ्यांक संकलनका चुनौती र सम्भावनाहरुको प्रस्तुतीकरण सहित सबै अपाङ्गता बर्गिकरणको टेस्टिमोनीको सहजीकरण राष्ट्रिय अपाङ्ग महासंघका सल्लाहकार तथा पुर्व अध्यक्ष डा. बिरेन्द्र राज पोख्रेलले गर्नु भएको थियो भने राष्ट्रिय अपाङ्ग महासंघ नेपालका प्रसासकिय प्रमुख मनीष प्रसाइले राष्ट्रिय जनगणना २०७८ लाइ अपाङ्गता समावेशी बनाउन राष्ट्रिय अपाङ्ग महासंघले समन्वय र सहकार्य गर्न सक्ने क्षेत्रहरू र राष्टिय अपाङ्ग महासंघले तयार पारेको अपाङ्गता समावेशी जनगणना सन्दर्भ पुस्तिका माथि सहभागी हरुलाई सामुहिक छलफल गराई पृष्ठपोषण लिनु भएको थियो ।

राष्ट्रिय अपाङ्ग महासंघ नेपाल संघीय उपाध्यक्ष रमा ढकालले संचालन गर्नुभएको कार्यक्रममा संघीय अध्यक्ष मित्रलाल शर्माले बिकासको मूल धारमा समेटिन नसक्नुको मुख्य कारण जनगणना हो जुन हाल देश भरिका अपाङ्गता भएका व्यक्तिहरुले महसुस गरेका छन् र आगामी जनगणना लाइ पहिलो प्राथमिकतामा राखेर सफतलापुर्वक सम्पन्न गराउन राष्ट्रिय अपाङ्ग महासंघ नेपाल जिम्बेवारी ढंगले अगाडी बढ्ने कुरा प्रस्ट्याउनु भएको थियो ।

A five-day capacity building training started today in Pokhara for representatives of OPDs from Gandaki province. A survey on training need for capacity development of OPDs took place earlier on December 2020. In line with the survey and as envisioned by the project, Include us, the training has commenced at Gandaki province. A preparedness meeting for persons with communication limitation was held a day before the commencement of training.

National Federation of the Disabled Nepal (NFDN), in partnership with CBM, is implementing a multi-year advocacy project, “Include Us”, for inclusion of persons with disability. One of the major components of the project is strengthening capacity of OPDs. Hence, the survey and training was planned and executed in Province-1, Gandaki province and Karnali province. The capacity building training in other two provinces completed on January 17, 2021.

The training in Pokhara is being attended by 43 participants (26 F, 17 M) representing all ten types of impairment or disability group as well as Dalit, Adibasi-Janajati and Khas Arya ethnic communities.

The training is scheduled to cover topics such as national and international policies and laws, accessibility and access to justice, leadership development, and gender equality and inter-sectional issues.

Conducted by experienced facilitators (Raju Basnet, Khom Raj Sharma, Meena Paudel and Ram Narayan Shrestha) and trainers active in the disability movement in Nepal, the aim of the training session is to provide participants in particular with practical tools and guidance to enhance their knowledge and skill needed to efficiently run an OPD and even more to ensure clarity on emerging disability concept and related inter-sectional issues.

Games, simulation, group discussion and activities, role-playing are the major training approaches used. On the first day, as the training began with games related to disability identification and approaches to disability, most participants believed that disability is a medical condition whereas NFDN has been advocating on disability issues from a Right Based perspective/ Approach; the training is felt even more relevant.

अपाङ्गता भएका व्यक्तिद्वारा सञ्चालित संस्थामा सकृय प्रतिनिधीका लागि बिराटनगर र सुर्खेतमा बुधवार देखि पाँच दिने क्षमता विकाश तालिम कार्यक्रम सुरु भएको छ ।

प्रदेश-१ को राजधानी बिराटनगरमा सञ्चालित उद्घाटन समारोहमा बोल्दै सामाजिक विकाश मन्त्रालयका सचिव गोबिन्द बहादुर कार्किले आर्थिक वर्ष २०७७/७८ मा विनियोजित बजेटबाट अपाङ्गता लक्षित कार्यक्रम सञ्चालन गर्न सुरु गरिसकिएको बताउनु भयो। प्रदेश सरकारले अपाङ्गता रोकथाम र पुनर्स्थापना सम्बन्धी नीति बनाउन लागेको बताउँदै स्थानीय सरकारसंग मिलेर सबै पालिकामा लक्षित समूहका लागि काम सुरु गरिएको समेत जानकारी गराउनु भयो ।

त्यसैगरी सुर्खेतमा सन्चालित तालिम कार्यक्रममा महासंघका संघीय अध्यक्ष मित्रलाल शर्माले उद्घघाटन गर्नु भएको छ । उद्घघाटन पश्चात आफ्ना भनाई राख्दै उहाँले तालिम लिइसकेपछि यहाँका सहभागीहरुले गाउँमा अभियानकर्ताको रूपमा काम गर्नुपर्ने सुझाव दिनु भयो ।

अध्यक्ष शर्माले अपाङ्गता भएका व्यक्तिका लागि गएका २७ वर्षसम्म लगातार लडाईं गरेपनि राज्यले उनीहरूको उचित व्यवस्थापन गर्न नसकेको आरोप लगाउँदै यो परिस्थितीमा हामी पनि सक्षम भई अघि बढ्न जरुरी रहेको कुरा बताउनु भयो ।

उक्त कार्यक्रम महासंघले सीबीएमसंगको साझेदारीमा सञ्चालन गरिरहेको “हामीलाई पनि समावेश गर” परियोजना अन्तरगत आयोजना गरिएको हो ।

तालिम कार्यक्रम २०७७ माघ ४ गते सम्म सञ्चालन हुनेछ । यसमा दश प्रकारका अपाङ्गता भएका ११५ भन्दा बढी व्यक्ति र उनीहरूका अविभावकहरू सहभागी हुनेछन् ।

अपाङ्गता भएका व्यक्तिको क्षमता विकाशका लागि राष्ट्रिय तथा अन्तरराष्ट्रिय नीति तथा कानूनहरू, पहुँचयुक्तता र न्यायमा पहुँच, नेतृत्व विकाश, लैङ्गिक समानता र अन्तरक्षेदीय सवालहरू जस्ता विषय समेटी तालिम सञ्चालन गरिनेछ ।

तालिम सहभागीको विवरण

सुविधा :

अपाङ्गता भएका व्यक्तिहरूले प्रयोग गर्ने सहायक सामग्री जस्तै : ह्विलचियर, बैसाखी, कृत्रिम खुट्टा, सेतो छडी, बहिराहरूका लागि चाहिने श्रवणयन्त्रलगायतमा भन्सार छुटको प्रावधान रहेको छ ।

सुविधाका हकदार :

नेपाल सरकारले गरेको अपाङ्गताको परिभाषा र वर्गीकरणअन्तर्गत समेटिने र सहायक सामग्री आवश्यक पर्ने अपाङ्गता भएका व्यक्तिहरू ।

सुविधा प्राप्त गर्ने ठाउँ/निकाय केन्द्रीय निकाय :

महिला, बालबालिका तथा समाजकल्याण मन्त्रालय/समाजकल्याण परिषद्, अर्थ मन्त्रालय, राजस्व कार्यालय र भन्सार कार्यालय ।
स्थानीय निकाय : सम्बन्धित जिल्लाको भन्सार कार्यालय

सुविधा प्राप्त गर्ने प्रक्रिया :

क) छुटका लागि महिला, बालबालिका तथा समाजकल्याण मन्त्रालय/समाजकल्याण परिषद्मा आवेदन गर्ने
ख) समाजकल्याण परिषद्बाट सिफारिस लिई अर्थ मन्त्रालयमा जाने
ग) अर्थ मन्त्रालयबाट राजस्व कार्यालयमा सिफारिस गराउने
घ) राजस्व कार्यालयबाट आफूले उक्त छुटको सुविधा प्राप्त गर्नुपर्ने जिल्लाको भन्सार कार्यालयलाई लेखाई उक्त सुविधा प्राप्त गर्ने ।

सुविधा प्राप्त गर्ने आधार :

क) अपाङ्ग संरक्षण तथा कल्याण ऐन, २०३९ को दफा १० को उपदफा ४ : अपाङ्गले प्रयोग गर्नुपर्ने सहायक साधन, उपकरण वा औजार तथा अपाङ्गको तालिमका लागि वा निजी रोजगारीमा लागेका अपाङ्गको रोजगारीका लागि प्रयोग गर्ने मालसामान, यन्त्र, पुर्जा, तथा कच्चा पदार्थहरूमा भन्सार, अन्त:शुल्क, बिक्री कर, स्थानीय कर, सरचार्ज र अन्य दस्तुरसमेत नेपाल सरकारले पूर्ण वा आंशिकरूपमा छुट दिन सक्नेछ ।

सुविधा :

अपाङ्गता भएका व्यक्तिहरूका लागि आवश्यक पर्ने सामग्रीहरू राज्यबाटै अधिकारका रूपमा पाउने प्रावधान रहेको छ ।

सुविधाका हकदार :

नेपाल सरकारले गरेको अपाङ्गताको परिभाषा तथा वर्गीकरणअन्तर्गत समेटिने र सहायक सामग्री आवश्यक पर्र्ने अपाङ्गता भएका व्यक्तिहरू ।

सुविधा प्रदान गर्ने सरकारी निकाय:

क) महिला, बालबालिका तथा समाजकल्याण मन्त्रालय/समाजकल्याण परिषद्अन्तर्गत सञ्चालित “राष्ट्रिय अपाङ्ग कोष”
ख) जिल्ला शिक्षा कार्यालय (विशेष शिक्षा नीतिअन्तर्गत)
ग) विभिन्न जिल्लामा अपाङ्गता अधिकार तथा उनीहरूको सेवा तथा सुविधाका लागि कार्यरत गैरसरकारी संघसंस्थाहरू । (यस्ता केही संस्थाहरूको नामावली अनुसूची ४, ५ र ६ मा प्रस्तुत गरिएको छ ।)

सुविधा प्राप्त गर्ने प्रक्रिया:

उल्लिखित संस्थाहरूले तय गरेको प्रक्रियाअनुसार आफ्नो अपाङ्गता परिचय पत्रको प्रतिलिपि र आफूलाई आवश्यक पर्ने सहायक सामग्रीको विवरणसहित संलग्न गरी आवेदन गर्ने ।

सुविधा प्राप्त गर्ने आधार:

क) अपाङ्गता सम्बन्धी राष्ट्रिय नीति तथा कार्ययोजना, २०६३ : यस नीति तथा कार्ययोजनाले छुट्टयाएका १७ वटा प्राथमिकता क्षेत्रमध्ये १४ औँ प्राथमिकता “सहायक साधन र साहायता सेवाहरु ” अन्तर्गत तय गरिएको नीति १४.४.१ : अपाङ्गका लागि आवश्यक पर्ने सहायक साधन उत्पादन गरी नि:शुल्क/सहुलियत मूल्यमा वितरण गर्ने व्यवस्था गरिनेछ ।
ख) विशेष शिक्षा नीति २०५३, बुँदा नं. १६: अपाङ्ग विद्यार्थी बालबालिकाले दैनिकरूपमा प्रयोग गर्ने सामग्रीहरू जस्तै ह्विलचियर, वैशाखी, ह्वाइट क्यान, श्रवण यन्त्र, ब्रेल स्लेट, स्टाइलस, स्पेसल चियर र कत्रिम अंग आदि आयात गर्दा यथासंभव विशेष सहुलियत दिने व्यवस्था गर्ने ।
