<p>The National Federation of the Disabled Nepal (NFDN) is committed to transforming its working approach by moving beyond exclusively traditional, in-person trainings and orientations toward a hybrid learning system. This approach prioritizes the strategic use of digital and virtual learning modalities to address the digital divide, expand outreach, and strengthen continuity of learning—while continuing in-person engagements where they add value and are feasible.</p>



<p>At the core of NFDN’s work is the belief that effective advocacy is driven by informed, empowered, and digitally connected communities. In line with this vision, NFDN is developing a distance learning (video-based) course to strengthen understanding of human rights, the UN Convention on the Rights of Persons with Disabilities (CRPD), and inclusive education across Nepal.</p>



<p>This assignment is supported by the Collective Action for Disability Rights in Nepal (CADiR) project, implemented by NFDN in consortium with the Nepal Association of the Blind (NAB), Parents Federation of Persons with Intellectual Disabilities (PFPID), National Federation of the Deaf Nepal (NDFN), and Nepal Netra Jyoti Sangh (NNJS), with financial support from FFO Norway. CADiR focuses on strengthening coordinated advocacy and human rights monitoring to ensure disability rights commitments are translated into practice at federal, provincial, and local levels.</p>



<h1 class="wp-block-heading">Purpose of the Assignment</h1>



<p>The purpose of this consultancy is to develop a two &nbsp;distance learning videos, delivered through structured modules (approximately 20-30 minutes each), fully developed in Nepali language, and supported by quizzes, handouts, and a facilitator’s guide.</p>



<p>The package must be ready for direct upload to the NFDN Learning Portal and compatible with NFDN’s existing website CMS.</p>

<p>The consultant/team will be responsible for the following tasks:</p>



<p>A. Instructional Design &amp; Content Development</p>



<p>•&nbsp; Convert NFDN’s outline into a final instructional design and storyboard, including clear learning objectives and module flow</p>



<p>•&nbsp; Develop two complete scripts (in Nepali language):</p>



<p>•&nbsp; Module 1: Human rights foundations (UDHR and at least two other international instruments), linking general human rights to disability rights</p>



<p>•&nbsp; Module 2: CRPD overview, principles, key articles, with specific focus on inclusive education (Article 24)</p>



<p>B. Video Production</p>



<p>•&nbsp; Produce two high-quality narrated learning videos (approx. 20-30 minutes each)</p>



<p>•&nbsp; Ensure professional-quality audio, consistent visuals, and appropriate graphics/animations</p>



<p>•&nbsp; Language of narration, on-screen text, and learning content must be Nepali</p>



<p>C. Accessibility &amp; Learning Support Materials</p>

<p>The National Federation of the Disabled – Nepal (NFD-N) is a national umbrella organization representing Organizations of Persons with Disabilities (OPDs) and advocating for the rights, dignity, and meaningful participation of persons with disabilities in governance and development processes across Nepal. NFD-N partners with federal, provincial, and local governments, civil society, and development actors to strengthen disability-inclusive policies, accountability systems, and institutional capacities.</p>



<p>Despite Nepal&#8217;s progressive legal framework and federal governance structure, women, persons with disabilities, and other marginalized groups continue to face systemic barriers to participation, access to services and meaningful participation in the local governance process like budgeting, participation and others. The Gender Equality, Disability and Social Inclusion (GEDSI) approach promotes inclusive governance by mainstreaming equity in planning, budgeting, decision-making, and service delivery to ensure that marginalized populations actively influence and benefit from development outcomes. The Sub-national Governance Programme (SNGP) initiatives in partnership with The Asia Foundation emphasize institutionalizing GEDSI practices at sub-national levels.</p>



<p>For mainstreaming the disability inclusion at the sub national governance, NFD-N in partnership with The Asia Foundation is currently implementing the “Disability Inclusion in Sub National Governance Program” under SNGP in six municipalities namely Mithila, Bhimeshwor, Waling, Tansen, Birendranagar and Tikapur as well as in Koshi and Gandaki Province.</p>



<p>To strengthen evidence-based programming, adaptive learning, and knowledge sharing across project interventions, NFD-N seeks a highly experienced and qualified professional for the position of Impact, Learning and Knowledge Management Officer to lead impact documentation, outcome harvesting, and knowledge dissemination initiatives.</p>



<h1 class="wp-block-heading"><strong>Position Purpose</strong></h1>



<p>The Impact, Learning and Knowledge Management Officer will be responsible for implementing comprehensive monitoring, evaluation, and learning (MEL) frameworks to systematically document outcomes, capture lessons learned, and facilitate knowledge sharing on inclusive governance and disability rights within the context of Nepal&#8217;s federalism. The position will ensure that programmatic evidence informs strategic decision-making, policy advocacy, and organizational learning.</p>

<p>राष्ट्रिय अपाङ्ग महासंघ नेपाल देशैभरी छरिएर रहेका अपाङ्गता भएका व्यक्तिको हक अधिकारको संरक्षण गर्न वि.सं. २०५० सालदेखि निरन्तर क्रियाशील एकमात्र राष्ट्रिय छाता संस्था हो । यस संस्थाले नीति निर्माणमा अपाङ्गता भएका व्यक्तिका सवालहरूलाई समावेश गराउन र बनेका नीतिहरूको कार्यान्वयन गराउनका लागि विशेष भूमिका खेल्दै आएको छ ।</p>



<p>राष्ट्रिय अपाङ्ग महासंघ नेपालले पछिल्लो समयमा अपाङ्गता समावेशी विकास, निर्णय प्रक्रियामा अपाङ्गता भएका व्यक्तिको प्रतिनिधित्व सुनिश्चित गर्न, सदस्य संस्थाहरू (OPDs) र अन्य सरोकारवालाहरूको क्षमता विकास, CRPD को कार्यान्वयनमा काम गरिरहेको छ ।</p>



<h1 class="wp-block-heading"><strong>२. परियोजनाको पृष्ठभूमि </strong><strong></strong></h1>



<p>‘हामीलाई पनि समावेश गर” फेज–II’ परियोजना राष्ट्रिय अपाङ्ग महासंघ नेपाल (NFD-N) र CBM Global Disability Inclusion सङ्गको साझेदारीमा सञ्चालन गरिरहेको पाँच वर्षे (सन २०२५-२०३०) सम्मको परियोजना हो ।</p>



<p>यस परियोजनाले अपाङ्गता भएका व्यक्तिहरूले आफ्ना अधिकारहरूको पूर्ण उपभोग गर्न र सामाजिक, आर्थिक तथा राजनीतिक जीवनमा समान रूपले सहभागी हुन सक्ने समावेशी नेपाली समाज निर्माणमा योगदान पुर्‍याउने लक्ष्य राखेको छ ।</p>



<p>नेपालले अपाङ्गता अधिकार प्रवर्द्धनका क्षेत्रमा केही प्रगति हासिल गरेको छ, तर अर्थपूर्ण समावेशीकरण अझै पनि सीमित छ । अपाङ्गता भएका व्यक्तिहरू शिक्षा, स्वास्थ्य, रोजगारी, सार्वजनिक सेवा पहुँच जस्ता आधारभूत क्षेत्रमा विभिन्न अवरोधहरूको सामना गरिरहेका छन्, जुन सामाजिक असमानता, परम्परागत सोच तथा सांस्कृतिक पूर्वाग्रहले झनै जटिल बनाएको छ । विशेषगरी अपाङ्गता भएका महिलाहरू र सीमान्तकृत समुदायका व्यक्तिहरूले बहुअपमानीकरण र बहिष्करणको सामना गर्नुपरिरहेको छ ।</p>



<p><strong>“हामीलाई पनि समावेश गर</strong>” पहिलो चरणका उपलब्धिहरूलाई आधार मानेर, यस दोस्रो चरणमा अधिकार, नीति कार्यान्वयन र प्रणालीगत परिवर्तन ल्याउनको लागि काम गर्नेछ । यस परियोजनाले अपाङ्गता भएका व्यक्तिहरू विशेषगरी अपाङ्गता भएका महिलाहरू र अपाङ्गता त्यस भित्रपनि निम्न प्रतिनिधित्व भएका समूहहरूलाई ज्ञान, सीप, चेतना र निर्णय प्रक्रियामा सक्रिय सहभागिता सुनिश्चित गर्ने दिशामा सशक्त बनाउने लक्ष्य राखेको छ । साथै, संघीय, प्रदेश र स्थानीय तहका सरकारी नीतिहरू, कार्यक्रमहरू र बजेट अपाङ्गता समावेशी बनाउनका लागि परियोजनाले काम गर्नेछ ।</p>



<p>परियोजनाले मुख्य गरि नीति तथा सुशासन, न्यायमा पहुँच, अपाङ्गता भएका महिलाहरू र निम्न प्रतिनिधित्व भएका समूहहरूको लागि नेतृत्व तथा सशक्तिकरण, पहुँचयुक्तता, सचेतना तथा महासंघ र यसका सदस्य संस्थाहरुको क्षमता विकासमा काम गर्नेछ ।</p>



<p>“हामीलाई पनि समावेश गर” फेज-II’ परियोजनाले अपाङ्गता भएका व्यक्तिहरूको &nbsp;अधिकार प्रबर्ध्दनका लागि रहेका विद्यमान अवरोधहरू हटाउदै, समान अवसर प्रवर्द्धन गर्ने, र अपाङ्गता भएका व्यक्तिहरूको अर्थपूर्ण र सम्मानजनक सहभागितालाई सुनिश्चित गर्ने लक्ष्य राखेको छ । अन्ततः, यस परियोजनाले अपाङ्गता भएका व्यक्तिहरूले आफ्ना अधिकारहरू पूर्ण रूपमा उपयोग गर्न सक्ने समावेशी, न्यायपूर्ण र सक्षम समाज निर्माण गर्न योगदान पुर्‍याउने छ ।</p>



<p>राष्ट्रिय अपाङ्ग महासंघ नेपालले CBM Global Disability Inclusion सँगको साझेदारीमा सन्चालित “हामीलाई पनि समावेश गर” परियोजना अन्तर्गत ४ प्रदेशका १२ पालिकाबाट १२ वटा अपाङ्गता भएका व्यक्तिहरूद्वारा संचालित संस्था (OPDs) लाई स्थानीय स्तरमा परियोजना कार्यान्वयन साझेदारको रूपमा छनौट गर्नुपर्ने भएकाले<strong>सुदूरपश्चिम प्रदेशमा</strong> जानकी गाउँपालिका-कैलाली, मङ्गलसेन नगरपालिका-अछाम, भीमदत्त नगरपालिका-कंचनपुर,<strong>लुम्बिनी प्रदेशमा</strong> शीतगङ्गा नगरपालिका-अर्घाखाँची, दङ्गिशरण गाउँपालिका- दांग, बढैयाताल गाउँपालिका-बर्दिया,<strong>कर्णाली प्रदेशमा </strong>मुसिकोट नगरपालिका-रुकुमपश्चिम, छायाँनाथ रारा नगरपालिका-मुगु, सिंजा गाउँपालिका &#8211; जुम्ला र <strong> मधेश प्रदेशमा</strong> आदर्श कोतवाल गाउँपालिका-बारा, परोहा नगरपालिका &#8211; रौतहट र लोहारपट्टी नगरपालिका- महोत्तरी सम्बन्धित जिल्लामा दर्ता भई माथि उल्लेखित पालिकामा कार्यक्षेत्र बनाई कार्य गरिरहेका स्थानिय OPD’s हरुले यो सूचना प्रकाशित भएको मितिले १५ दिन भित्र सम्पुर्ण प्रक्रिया पुरा गरि आवेदनहरु <a href="mailto:procurement@nfdn.org.np">procurement@nfdn.org.np</a> र बोधार्थमा  spc.iu@nfdn.org.np र dcc.iu@nfdn.org.np  मा OPD छनौटका लागि आवेदन बिषय राखी  पेश गर्न हुन यो सूचना प्रकाशित गरिएको छ ।</p>



<h1 class="wp-block-heading"><strong>३. कार्यशर्तको उद्देश्य:</strong><strong></strong></h1>



<p>यो कार्यशर्तको उद्देश्य राष्ट्रिय अपाङ्ग महासंघ नेपाल (NFDN) ले “हामीलाई पनि समावेश गर” परियोजनाको १२ पालिकाबाट १२ वटा अपाङ्गता भएका व्यक्तिहरूको संस्था (OPDs) लाई स्थानीय स्तरमा कार्यान्वयन साझेदारको रूपमा चयन गर्ने छ । यी OPD हरूलाई उनीहरूको संस्थागत प्रणालीलाई सुदृढ गर्न र सम्बन्धित नगरपालिकाहरूमा वकालत पहलहरूको नेतृत्व गर्नका लागि आर्थिक अनुदान र क्षमता विकास सहयोग प्रदान गरिनेछ ।</p>



<p><strong>संस्थाले गर्नुपर्ने कार्यहरु</strong><strong>:</strong></p>



<ul class="wp-block-list">
<li>स्थानीय तहमा परियोजना गतिविधिहरू कार्यान्वयन गर्ने ।</li>



<li>स्थानीय अपाङ्गता समन्वय समिति सँग समन्वय गरि काम गर्ने ।</li>



<li>स्थानीय तहमा अपाङ्गता समावेशी निति तथा कार्यक्रम, बजेट र नीति कार्यान्वयनका लागि गतिविधिहरू सञ्चालन गर्ने ।</li>



<li>अपाङ्गता भएका महिलाहरू तथा कम प्रतिनिधित्व भएका समूहका व्यक्तिहरूलाई लक्षित क्षमता अभिवृद्धि तालिमहरू सञ्चालन गर्ने ।</li>



<li>संस्थाका पदाधिकारी एवम् सदस्यको समयानुकुल क्षमता विकास गरी उनीहरूले गर्ने जनवकालत र अन्य कार्यलाई प्रभावकारी बनाउन मद्दत गर्ने ।</li>



<li>अपाङ्गता भएका व्यक्तिलाइ स्थानीय पालिकाहरूले दिने सेवा सुविधाहरूमा पहुँच वृद्धि गर्न स्थानीय स्तरमा गरिने जनवकालत, पैरवी एवम् प्राविधिक सहयोग सम्बन्धी कार्यकलाप सञ्चालन गर्न सहयोग गर्ने ।</li>



<li>समुदायमा आधारित संस्था/समूह/सन्जालसंगको समन्वय र सहकार्य, आमसञ्चारको परिचालन वा त्यस्तै अन्य सिर्जनशिल रणनैतिक प्रयास मार्फत अपाङ्गता, अपाङ्गताको आधारमा हुने विभेद, प्रतिनिधित्व र अर्थपुर्ण सहभागिता जस्ता विषयवारे जनचेतना अविवृद्धि गर्ने ।</li>



<li>हिंसापीडित तथा जोखिममा रहेका अपाङ्गता भएका व्यक्तिहरूलाई न्याय तथा सेवामा पहुँच प्राप्त गर्न सहयोग गर्ने, आवश्यक परेमा रेफरल तथा केस–फोलोअप गर्ने ।</li>



<li>स्थानीय सरकार, नागरिक समाज र सामुदायिक संगठनहरूसँग समन्वय गर्दै परियोजना उद्देश्यहरू प्रवर्द्धन गर्ने ।</li>



<li>सबै गतिविधिहरूमा कम्तीमा ५०% अपाङ्गता भएका महिला र ३०% निम्न प्रतिनिधित्व भएका अपाङ्गता समूहहरूको सहभागिता सुनिश्चित गर्ने ।</li>
</ul>



<h2 class="wp-block-heading"><strong>संस्था/समूह छनौटका न्यूनतम आधारहरू:</strong><strong></strong></h2>



<p>सुदूरपश्चिम, कर्णाली, लुम्बिनी र मधेश प्रदेशमा सञ्चालित &#8220;Include Us Phase II&#8221; परियोजना कार्यान्वयनका लागि माथि उल्लेखित पालिकाहरूमा साझेदारीमा कार्य गर्नका लागि सम्बन्धित जिल्लामा दर्ता भई सोही पालिकामा कार्यरत अपाङ्गता भएका व्यक्तिहरूद्वारा सञ्चालित संस्था छनौट गरि सो संस्थालाई सहयोग प्रदान गरिनेछ ।</p>

<li>सम्बन्धित पालिकामा न्यूनतम २ वर्षदेखि नियमित कार्य गरिरहेको ।</li>



<li>अपाङ्गता भएका व्यक्ति वा तीनका अविभावकको पुर्ण नियन्त्रण, नेतृत्व र सकृयता रहने संस्था/समूह । तर ती संस्था/समूहले अपाङ्गता भएका व्यक्तिको अधिकार संरक्षण र सम्बर्धनका लागि काम गरिरहेका हुनु पर्नेछ ।</li>



<li>स्थानीय सरकारसँग काम गरेको वा स्थानीय शासन संरचनामा सहभागिता जनाएको अनुभव हुनुपर्ने ।</li>



<li>संस्थागत क्षमता सवल भएका संस्थाहरू जस्तै भौतिक पुर्वाधार, विध्यमान परियोजना र कार्यक्रम, नियमित आर्थिक स्रोतको व्यवस्था, कर्मचारीको व्यवस्था, आवश्यक दस्तावेज र नीतिहरू आदि भएको ।</li>



<li>लिङ्गका आधारमा महिला वा यौनिक तथा अल्पसङ्ख्यक व्यक्तिद्वारा सञ्चालित संस्थाहरू ।</li>

<h2 class="wp-block-heading"><strong>शुन्य सहनशीलता सम्बन्धि नीति: </strong><strong></strong></h2>



<p>राष्ट्रिय अपाङ्ग महासंघ नेपाल सधै समानताको सम्मान र प्रवर्द्धन गर्दछ, साथै महासंघ अपाङ्गता, लिंग, आर्थिक अवस्था, रंग, धर्म, जातजाति, भूगोल वा अन्य कुनै पनि आधारमा कुनै पनि प्रकारको भेदभाव, दुर्व्यवहार र हिंसाको विरुद्धमा छ । त्यसैले सम्पुर्ण सस्थाहरुले राष्ट्रिय अपाङ्ग महासंघ नेपालको बाल संरक्षण तथा सुरक्षा नीति २०८० र यौन हिँसा, शोषण र दुर्व्यबहार विरुद्धको संरक्षण नीति २०८० मा उल्लेख गरिएका सबै प्रावधानहरु पालना गर्नु पर्नेछ ।</p>

<p>नेपाल नेत्रहीन संघ‚ राष्ट्रिय अपाङ्ग महासंघ नेपाल, बौद्धिक अपाङ्गताका अभिभावक महासंघ नेपाल तथा  नेपाल नेत्र ज्योति संघको संयुक्त सहकार्यमा सन २०२५ देखि सन् २०२९ सम्म अपाङ्गता अधिकारका लागि सहकार्य (Collective Action for Disability Rights (CADiR)) नामक कार्यक्रम सञ्चालन भइरहेको छ । समावेशी शिक्षा सो  परियोजनाको  एक मुख्य कार्यक्षेत्र  हो | उक्त कार्यक्षेत्र अन्तर्गत  तल उल्लेखित जिल्लाहरूमा रहेका  १४ वटा विद्यालयहरूमा Baseline Survey गर्नुपर्ने भएकाले  तथ्याङ्क सङ्कलनका लागि योग्य र इच्छुक व्यक्तिहरूबाट यो  सुचना प्रकासित भएको मितिबाट ५ दिन भित्र दरखास्त आव्हान गरिन्छ ।</p>

<h1 class="wp-block-heading">1. Introduction</h1>



<p>The National Federation of the Disabled – Nepal (NFDN) is a national umbrella organization established in 1993, representing over 400 member organizations of persons with disabilities across Nepal. NFDN is committed to promoting and protecting the rights of persons with disabilities through advocacy, awareness-raising, capacity building, and networking.<br><br>In line with our core values of accountability, transparency, and participatory governance, NFDN is seeks to conduct an Institutional social audit for the fiscal year 2081/82 B.S (2024/25), covering the overall organizational activities.</p>



<p>The social audit, an important social accountability tool for NFD-Nepal is being conducted to verify the implementation of the projects and their results, to assess the project&#8217;s adherence to social responsibility and ethical standards, ensuring accountability and transparency. It aims to evaluate the impact of all the current projects interventions on stakeholders and promote continuous improvement in its social and ethical practices.</p>



<h1 class="wp-block-heading">2. Objectives of the Social Audit</h1>



<p>The primary objectives of the institutional social audit are to:</p>



<p>1. To ensure the practice of good governance in the project and within organization with the active involvement of the beneficiaries (peer support group members) and stakeholders (Organizations of Persons with Disabilities, local government,</p>



<p>2. Assess the effectiveness of NFDN&#8217;s governance structures, including the General Assembly, Executive Board, and Secretariat.<br>3. To share, learn and gain critical insight into key interventions and assess to which extent these interventions were carried out in a transparent and participatory manner.</p>



<p>4. Evaluate the transparency and accountability of financial management practices.<br>5. Review the implementation and impact of organizational policies and strategies.<br>6. Examine stakeholder engagement processes, focusing on inclusivity and responsiveness.</p>



<p>7. Identify strengths, weaknesses, opportunities, and threats (SWOT analysis) to inform strategic planning.</p>



<p>8. Provide actionable recommendations to enhance organizational performance and sustainability.</p>



<h1 class="wp-block-heading">3. Scope of Work</h1>



<p>The selected consultant or firm will undertake the following tasks:<br><strong>1. Verification of Project Implementation:</strong></p>



<p>• Analyze field visit reports and project event reports to verify the implementation of the project.</p>



<p>• Assess the extent to which the project&#8217;s goals and activities have been carried out as planned.</p>



<p>• Engage with project beneficiary, local OPDs, and local governments to gather feedback and insights on the project&#8217;s impact and effectiveness.</p>



<p><strong>2. Evaluation of Transparency and Accountability Mechanisms:</strong></p>



<p>• Evaluate the project&#8217;s transparency and accountability mechanisms to ensure compliance with legal requirements and best practices.</p>



<p>• Review project and organizations strategies, documentation to assess their effectiveness.</p>



<p>• Gather feedback from stakeholders, including persons with disabilities, OPDs, local governments, and partners, regarding their perception of transparency and accountability in the project.</p>



<p><strong>3. Assessment of Social Impact:</strong></p>



<p>• Assess the social impact of the project on target communities.</p>



<p>• Promote inclusivity and gender equity by examining the extent to which the project has addressed the needs of diverse community members.</p>



<p>• Evaluate the sustainability of project outcomes beyond its completion and provide recommendations for enhancing long-term impact.</p>



<p><strong>4. Measurement of Advocacy and Engagement Strategies:</strong></p>



<p>• Measure the effectiveness of advocacy and engagement strategies employed in the project.</p>



<p>• Confirm that these strategies align with NFD-Nepal values and objectives.</p>



<p>• Assess the extent to which persons with disabilities are empowered to actively participate in project-related decisions and activities.</p>



<p><strong>5. Examination of Stakeholder Engagement:</strong></p>



<p>• Examine the level of engagement of stakeholders, including community representatives, OPDs, local governments, and CSOs, in all phases of the project.</p>



<p>• Identify areas for improvement in stakeholder engagement and collaboration.</p>



<p><strong>6. Financial and Resource Management Review:</strong></p>



<p>• Examine the project&#8217;s financial and resource management to ensure efficient use of funds.</p>



<p>• Assess the alignment of financial practices with project goals and objectives.</p>



<p>• Provide recommendations for continuous improvement in resource management and financial accountability.</p>



<p><strong>7. Reporting, Documentation and Sharing:</strong></p>



<ul class="wp-block-list">
<li>Prepare reports documenting findings, observations, and recommendations.</li>



<li>Draft a comprehensive document based on the assessment of transparency, accountability, and social impact.</li>



<li>Document Review: Analyze NFDN&#8217;s strategic plans, annual reports, financial statements, policies, and procedures.</li>



<li>Governance Assessment: Evaluate the functioning of governance bodies and decision-making processes.</li>



<li>Financial Audit: Assess financial management systems, including budgeting, expenditure tracking, and compliance with legal and donor requirements.</li>



<li>Stakeholder Consultations: Conduct interviews and focus group discussions with staff, board members, member organizations, beneficiaries, and external partners.</li>



<li>Field Visits: Visit provincial and district offices to observe operations and gather feedback, if needed and applicable.</li>



<li>Reporting: Prepare a comprehensive report detailing findings, analyses, and recommendations.</li>



<li>Validation Workshop: Facilitate a workshop to present findings and gather feedback from stakeholders.</li>
</ul>



<h1 class="wp-block-heading">4. Responsibility of NFD-Nepal</h1>



<p>NFD-Nepal will be responsible for the overall management and coordination of the social audit. Specifically, NFDN will:</p>



<p>• Provide project-related information, documents;</p>



<p>• Provide inputs to finalize survey design/instruments;</p>



<p>• Arrange required meetings, and consultations with project-related representatives and beneficiaries;&nbsp;</p>



<p>• Give inputs on draft and final reports;</p>



<p>• Organize the validation workshop for dissemination the social audit report with insure the representative from all disabilities group and stakeholder.</p>



<h1 class="wp-block-heading">5. Deliverables</h1>



<p>The consultant or firm is expected to deliver:</p>



<p>1. An Inception Report outlining the methodology, work plan, and timeline.</p>



<p>2. A Draft Social Audit Report for review and feedback.</p>



<p>3. A Final Social Audit Report incorporating feedback and including an executive summary.</p>



<p>4.A Presentation for the validation workshop.</p>



<p>5. A Summary Brief in both English and Nepali for dissemination to stakeholders.</p>



<h1 class="wp-block-heading">6. Duration and Timeline</h1>



<p>The assignment is expected to commence on November 5, 2025, with the following tentative timeline:</p>

<h1 class="wp-block-heading">7. Consultant/Organization Profile</h1>



<ul class="wp-block-list">
<li>Interested consultants or firms should possess:<br>Master&#8217;s degree in social science/management or any other relevant degree from a recognized university.</li>



<li>&nbsp;Minimum 6 years of working experience in the field of social audit of organization and at least 10 years of experience in program planning, implementation, organizational governance, and financial management.</li>



<li>Demonstrated experience in facilitating the social audit for the disability sector of non-government organizations.</li>



<li>Knowledge of governance, financial management, and stakeholder engagement best practices.</li>



<li>Familiarity with the legal and regulatory frameworks governing NGOs in Nepal.</li>



<li>Ability to function independently and with limited supervision, and governance.</li>



<li>Excellent verbal and written communication in English and Nepali</li>



<li>Strong analytical, communication, and facilitation skills.<br>&#8211; provide a comprehensive report with clear, actionable recommendations in English and Nepali.</li>

<p>The National Federation of the Disabled, Nepal (NFDN) is the national umbrella organization of persons with disabilities, representing more than 400 member organizations throughout Nepal. NFDN is seeking qualified, dynamic, and passionate candidates for the following positions to join our team for the &#8220;Include Us phase II&#8221; project, implemented in partnership with CBM Global Disability Inclusion.</p>



<p>Position Title: Provincial Advocacy Officer</p>



<p>Project: Include Us phase II</p>



<p>Number of Positions: 4 (Four)</p>



<p>Duty Stations: One officer will be based in each of the following provinces:</p>



<p>Madhesh, Lumbini, Karnali, and Sudurpaschim.</p>



<p>Reports to: Provincial Manager, Advocacy, Communication and Documentation coordinator and National project coordinator.</p>



<p>Contract Type: Full-time position for the project period (with annual renewal based on performance Evaluation) and funding availability.</p>



<h2 class="wp-block-heading"><strong>Organizational Background:</strong></h2>



<p>The National Federation of the Disabled Nepal (NFDN) is a national umbrella organization representing Organizations of Persons with Disabilities (OPDs) in Nepal. Established in 1993 and NFDN works to promote and protect disability rights through advocacy, awareness raising, capacity building, and networking. It has a network of 400 affiliated OPDs across 76 out of 77 districts in Nepal and operates its offices in all 7 provinces.</p>



<p>At the federal level, NFDN is the primary consulting agency for the government on disability issues, offering technical support for policies, laws, and programs. It is part of several national councils and committees, including the Inclusive Education Council, Disability Desk at the Prime Minister&#8217;s Office, and National Development Council. NFDN also collaborates with various organizations such as the NGO Federation, Human Rights Treaty Monitoring Coordination Committee (HRTMCC), and Thematic disability federations.<br>NFDN is implementing a five-years project titled &#8220;Include Us phase II&#8221; in partnership with CBN Global Disability Inclusion.</p>



<h2 class="wp-block-heading"><strong>Project Background</strong></h2>



<p>The Include Us Phase II project is a five-year initiative led by the National Federation of the Disabled Nepal (NFDN) in partnership with CBM Global Disability Inclusion. The project aims to contribute to an inclusive Nepalese society where persons with disabilities can fully enjoy their rights and participate equally in social, economic, and political life.</p>



<p>Although Nepal has made notable progress in advancing disability rights, meaningful inclusion remains limited. Persons with disabilities continue to face barriers in education, healthcare, employment, and access to public services—barriers often intensified by social inequalities and cultural biases. Women with disabilities, particularly those from marginalized communities, experience multiple layers of discrimination and exclusion.</p>



<p>Building on the achievements of Include Us Phase I, this second phase focuses on deepening advocacy, strengthening policy implementation and driving systemic change. The project seeks to empower persons with disabilities—especially women and members of underrepresented disability groups—by increasing their knowledge, awareness, and active participation in decision-making processes at federal, provincial and local levels. It also works to ensure that government policies, programs and budgets are disability-inclusive and responsive to the needs of persons with disabilities.</p>



<p>The project is being implemented in Madhesh, Lumbini, Karnali, and Sudurpaschim Provinces and operates through five key thematic areas:</p>

<h2 class="wp-block-heading"><strong>Key Responsibilities</strong></h2>



<p>The Provincial Advocacy Officer is responsible for ensuring effective grassroots-level advocacy, stakeholder engagement, and executing the project at the assigned provincial and local levels within the province. The Provincial Advocacy officer will work closely with provincial and local governments, Organizations of Persons with Disabilities (OPDs) and service providers to localize project interventions and drive sustainable change.</p>



<p><strong>Major responsibilities include:</strong></p>



<p><strong>Administrative Support:</strong></p>



<ul class="wp-block-list">
<li>Work as the project focal person under the Include Us project at the province offices of NFDN.</li>



<li>Coordinate and manage the project-related activities focused by federal office to implement at province and Local level.</li>



<li>Prepare Program/project implementation plan for province office.</li>



<li>Gather province level information on disability status, OPDs movement and various information on disability as needed by province office and federal office.</li>



<li>Collect reports, public commitments, evidences and data related to the project implementation, its progress and results in the given format and send it to federal office.</li>



<li>Carry out regular reporting to province board and federal office about the progress of the project activities under the planned reporting deadline and given reporting format and tools.</li>



<li>Do other organizational tasks as the team member under the guidance of the Province Manager and the province board.</li>
</ul>



<p><strong>Advocacy and Stakeholder Engagement:</strong></p>



<ul class="wp-block-list">
<li>Coordinate with provincial and local governments to promote disability-inclusive policies, plans, and budgets.</li>



<li>Facilitate dialogues and meetings with government stakeholders, provincial disability coordination committees and disability coordination committees at Local level, Organizations of Persons with Disabilities (OPDs) and civil society.</li>
</ul>



<p><strong>Other key stakeholders</strong>.</p>



<ul class="wp-block-list">
<li>Support capacity-building initiatives for women with disabilities and underrepresented groups in leadership and advocacy.</li>



<li>Organize Joint Advocacy Initiatives at the provincial level to address identified issues.</li>
</ul>



<p><strong>Project Implementation and Monitoring</strong></p>



<ul class="wp-block-list">
<li>Monitor the implementation of disability-related policies, programs, and commitments at the provincial and local levels.</li>



<li>Support the mobilization of disability rights advisors and campaigners at the provincial and local levels.</li>



<li>Conduct regular monitoring visits to local municipalities with federal/provincial board members and project staff.</li>



<li>Assist in providing support to at-risk individuals and survivors of human rights violations to access the justice system.</li>



<li>Document good practices, challenges, and lessons learned to inform project reporting and policy recommendations.</li>
</ul>



<p><strong>Capacity Building and Coordination</strong></p>



<ul class="wp-block-list">
<li>Provide training to local OPD leaders on disability rights and advocacy skills.</li>



<li>Coordinate with thematic OPDs and Community-Based Organizations (CBOs) on awareness-raising initiatives.</li>



<li>Support grantee local OPDs in implementing the project activities at local level.</li>



<li>Work closely with NFDN provincial chapters and member organizations to strengthen grassroots advocacy efforts.</li>
</ul>



<h2 class="wp-block-heading"><strong>Required qualifications, skills</strong></h2>



<ul class="wp-block-list">
<li>At least Bachelor’s degree in Development Studies, Public Policy, Law or a related field (Management, Sociology or disability study is preferred).</li>



<li>Strong communication, documentation, coordination and team-building skills.</li>



<li>Able to communicate in English and Nepali (written and verbal).</li>



<li>Good computer skill in operating basic computer programs such as MS office packs with email and internet handling.</li>



<li>Skillful in searching information in internet, operating social media, making news and activity and periodic reports.</li>
</ul>



<h1 class="wp-block-heading"><strong>Required Experience:</strong></h1>



<ul class="wp-block-list">
<li>Minimum 2 years of relevant work experience in advocacy, governance, human rights or disability inclusion in leading position with a proven experience of working with marginalized community. (Experience on disability related program management or implementation is preferred).</li>



<li>Good experience of working with different diverse groups at province level.</li>



<li>Strong understanding of disability related international legal frameworks, CRPD, disability specific laws and policies, Sustainable Development Goals etc.</li>



<li>Experience in engaging with provincial and local government structures, civil society organizations and advocacy coalitions.</li>
</ul>



<h1 class="wp-block-heading"><strong>Required Knowledge:</strong></h1>



<ul class="wp-block-list">
<li>Strong knowledge and skills of documentation, report writing, data collection and management.</li>



<li>Excellent communication, facilitation and report-writing skills in both Nepali and English.</li>



<li>Knowledge and experience of day-to-day office operation, administrative work, document verification, organizing meeting, writing minutes, record keeping, monitoring etc.</li>



<li>Commitment to the values of inclusion, diversity and the meaningful participation of persons with disabilities.</li>
</ul>
