Required Qualification

1.  Introduction:

National Federation of Disabled Nepal (NFDN), is an umbrella organization of persons with disabilities which works for promoting, protecting and ensuring the rights of persons with disabilities through its working strategies: Advocacy, Awareness raising, Capacity building, Networking & Collaboration across the country. since its establishment in 1993, NFDN has actively working as a pioneer organization in the field of disability movement.    NFDN is a non-governmental, non-political, non-profit making and networking organization represents over 400-member organizations working for promoting the rights of persons with disabilities across the country.  Internationally, NFDN is the member state to general assembly of World Council of Disabled Peoples’ International (DPI). NFDN has very influential and proactive roles for formulating, changing and implementing disability-related legal provisions, and building the leadership and advocacy capacity of Disabled Peoples’ Organizations (DPOs) in Nepal. It has very good networking and cooperation with different government and non-government stakeholders working in various domains of development.

2.  Background

Nepal’s Constitution 2015 has expressed full commitment to recognizing and implementing disability rights and inclusive development. The Act Relating to Rights of Persons with Disabilities, 2074 envisions the formation of Local Disability Coordination Committees (LDCC) at the local level to ensure the implementation of disability-related rights and services. While these committees are central to local governance, there is a clear need for standardized guidance to enhance their operational capacity.

However, many LDCC members lack the necessary knowledge, skills, and tools to effectively perform their mandated functions. In order to address this gap, NFDN intends to develop a comprehensive, context-specific, and practical Training Manual for the Capacity Building of Local Disability Coordination Committees. This manual will serve as a foundational tool for driving policy changes, heightening awareness, and fostering an inclusive environment at the local level.
NFDN has therefore issued a call for Expression of Interest (EOI) from experienced and qualified experts to undertake this task. 3.  Objectives of the Consultancy

The primary objective of this consultancy is to develop a structured, practical, and user-friendly Training Manual that will:

• Enhance the knowledge and skills of LDCC members on disability rights, policies, and laws in Nepal.
• Build the capacity of LDCC members to coordinate, monitor, and report on disability-inclusive services at the local level.
• Provide practical tools and methodologies for effective LDCC functioning and governance.
• Promote inclusive and rights-based approaches in local government decision-making.
• Serve as a replicable and scalable resource for future LDCC capacity-building initiatives nationwide.
• Scope of Work and Methodology

The consultant will apply the following methods:

• Review of Documents: Analyze the 2074 Disability Act, local governance regulations, and existing NFDN training materials.
• Stakeholder Consultation: Engage with NFDN, the Ministry of Women, Children and Senior Citizens (MOWCSC), and OPDs to identify capacity gaps.
• Drafting & Validation: Prepare the draft manual and facilitate a validation workshop with the Technical Working Group (TWG) to finalize the document.

5.  Deliverables

• An inception report outlining the methodology and work plan.
• A draft 2 days Training Manual for review by the NFDN.
• A final 2 days Training Manual in Nepali language with mandatory Unicode font and concise version for 1 day’s refresher training along with the PPT of each session.

6.  Timeline

The consultant will be engaged for a maximum of 30 working days. The assignment is expected to start immediately upon signing the contract.

7.  Qualifications and experience of the consultant

Academic Qualification

Master’s degree (preferable) in (Law, Sociology, genders, Rural Development, disability study and Development Studies) or related fields.

Experiences and Knowledge

• Proven experience in developing training manuals, policy reviews, and human rights monitoring.
•  policy review, and experience of working with persons with disabilities and their representing organizations or their issues.
• Having prior knowledge on disability and the government’s interventions on disability.
• Having experience on research and study on the various issues of disability and capacity to present analytical views.
• Having good knowledge on disability specific laws, policies and CRPD and Human Rights Approach of Disability, Disability Inclusive Development and SDGs. 
• Having good and attractive writing skills in English and Nepali Language

8.  Financial and Technical proposal submission:

All the consultation, travel and meetings costs should be quoted in financial proposal which will be covered by NFDN. The consultant is requested to submit their financial proposal of consultancy fees including all applicable taxes according to the law of Nepal.

The cost should also include all cost for consultant including assistant (if needed)

The consultant should include statements in the proposal on how he or she will ensure gender and child protection during the assignment. Supervision

The Project focal person of NFDN will coordinate with the consultant and NFDN working committee that will oversee and monitor the progress of the work and provide feedback if necessary.  This is a common practice in organizations to ensure that initiatives are on track and aligned with the overall goals. Consultant will prepare comprehensive report to dissemination in the field. Ensure that there is proper documentation, feedback, and any actions taken. NFDN Admin Manager will be contact person for external consultant to ensure the work.

The National Federation of the Disabled Nepal (NFDN) is committed to transforming its working approach by moving beyond exclusively traditional, in-person trainings and orientations toward a hybrid learning system. This approach prioritizes the strategic use of digital and virtual learning modalities to address the digital divide, expand outreach, and strengthen continuity of learning—while continuing in-person engagements where they add value and are feasible.

At the core of NFDN’s work is the belief that effective advocacy is driven by informed, empowered, and digitally connected communities. In line with this vision, NFDN is developing a distance learning (video-based) course to strengthen understanding of human rights, the UN Convention on the Rights of Persons with Disabilities (CRPD), and inclusive education across Nepal.

This assignment is supported by the Collective Action for Disability Rights in Nepal (CADiR) project, implemented by NFDN in consortium with the Nepal Association of the Blind (NAB), Parents Federation of Persons with Intellectual Disabilities (PFPID), National Federation of the Deaf Nepal (NDFN), and Nepal Netra Jyoti Sangh (NNJS), with financial support from FFO Norway. •  Ensure professional-quality audio, consistent visuals, and appropriate graphics/animations

•  Language of narration, on-screen text, and learning content must be Nepali

C. Accessibility & Learning Support Materials

•  Apply accessible design standards (clear structure, readable fonts, strong contrast, logical chapters)

•  Develop caption/subtitle files (SRT/VTT) in Nepali as a standard requirement

•  Design quizzes (minimum 10 questions per module) with answer keys,short explanations, reflection prompts

Background

The National Federation of the Disabled – Nepal (NFD-N) is a national umbrella organization representing Organizations of Persons with Disabilities (OPDs) and advocating for the rights, dignity, and meaningful participation of persons with disabilities in governance and development processes across Nepal. NFD-N partners with federal, provincial, and local governments, civil society, and development actors to strengthen disability-inclusive policies, accountability systems, and institutional capacities.

Despite Nepal’s progressive legal framework and federal governance structure, women, persons with disabilities, and other marginalized groups continue to face systemic barriers to participation, access to services and meaningful participation in the local governance process like budgeting, participation and others. The Gender Equality, Disability and Social Inclusion (GEDSI) approach promotes inclusive governance by mainstreaming equity in planning, budgeting, decision-making, and service delivery to ensure that marginalized populations actively influence and benefit from development outcomes. The Sub-national Governance Programme (SNGP) initiatives in partnership with The Asia Foundation emphasize institutionalizing GEDSI practices at sub-national levels.

Position Purpose

The Impact, Learning and Knowledge Management Officer will be responsible for implementing comprehensive monitoring, evaluation, and learning (MEL) frameworks to systematically document outcomes, capture lessons learned, and facilitate knowledge sharing on inclusive governance and disability rights within the context of Nepal’s federalism. ‘हामीलाई पनि समावेश गर” फेज–II’ परियोजना राष्ट्रिय अपाङ्ग महासंघ नेपाल (NFD-N) र CBM Global Disability Inclusion सङ्गको साझेदारीमा सञ्चालन गरिरहेको पाँच वर्षे (सन २०२५-२०३०) सम्मको परियोजना हो ।

यस परियोजनाले अपाङ्गता भएका व्यक्तिहरूले आफ्ना अधिकारहरूको पूर्ण उपभोग गर्न र सामाजिक, आर्थिक तथा राजनीतिक जीवनमा समान रूपले सहभागी हुन सक्ने समावेशी नेपाली समाज निर्माणमा योगदान पुर्‍याउने लक्ष्य राखेको छ ।

“हामीलाई पनि समावेश गर” पहिलो चरणका उपलब्धिहरूलाई आधार मानेर, यस दोस्रो चरणमा अधिकार, नीति कार्यान्वयन र प्रणालीगत परिवर्तन ल्याउनको लागि काम गर्नेछ । यस परियोजनाले अपाङ्गता भएका व्यक्तिहरू विशेषगरी अपाङ्गता भएका महिलाहरू र अपाङ्गता त्यस भित्रपनि निम्न प्रतिनिधित्व भएका समूहहरूलाई ज्ञान, सीप, चेतना र निर्णय प्रक्रियामा सक्रिय सहभागिता सुनिश्चित गर्ने दिशामा सशक्त बनाउने लक्ष्य राखेको छ । साथै, संघीय, प्रदेश र स्थानीय तहका सरकारी नीतिहरू, कार्यक्रमहरू र बजेट अपाङ्गता समावेशी बनाउनका लागि परियोजनाले काम गर्नेछ ।

परियोजनाले मुख्य गरि नीति तथा सुशासन, न्यायमा पहुँच, अपाङ्गता भएका महिलाहरू र निम्न प्रतिनिधित्व भएका समूहहरूको लागि नेतृत्व तथा सशक्तिकरण, पहुँचयुक्तता, सचेतना तथा महासंघ र यसका सदस्य संस्थाहरुको क्षमता विकासमा काम गर्नेछ ।

“हामीलाई पनि समावेश गर” फेज-II’ परियोजनाले अपाङ्गता भएका व्यक्तिहरूको  अधिकार प्रबर्ध्दनका लागि रहेका विद्यमान अवरोधहरू हटाउदै, समान अवसर प्रवर्द्धन गर्ने, र अपाङ्गता भएका व्यक्तिहरूको अर्थपूर्ण र सम्मानजनक सहभागितालाई सुनिश्चित गर्ने लक्ष्य राखेको छ । अन्ततः, यस परियोजनाले अपाङ्गता भएका व्यक्तिहरूले आफ्ना अधिकारहरू पूर्ण रूपमा उपयोग गर्न सक्ने समावेशी, न्यायपूर्ण र सक्षम समाज निर्माण गर्न योगदान पुर्‍याउने छ ।

राष्ट्रिय अपाङ्ग महासंघ नेपालले CBM Global Disability Inclusion सँगको साझेदारीमा सन्चालित “हामीलाई पनि समावेश गर” परियोजना अन्तर्गत ४ प्रदेशका १२ पालिकाबाट १२ वटा अपाङ्गता भएका व्यक्तिहरूद्वारा संचालित संस्था (OPDs) लाई स्थानीय स्तरमा परियोजना कार्यान्वयन साझेदारको रूपमा छनौट गर्नुपर्ने भएकालेसुदूरपश्चिम प्रदेशमा जानकी गाउँपालिका-कैलाली, मङ्गलसेन नगरपालिका-अछाम, भीमदत्त नगरपालिका-कंचनपुर,लुम्बिनी प्रदेशमा शीतगङ्गा नगरपालिका-अर्घाखाँची, दङ्गिशरण गाउँपालिका- दांग, बढैयाताल गाउँपालिका-बर्दिया,कर्णाली प्रदेशमा मुसिकोट नगरपालिका-रुकुमपश्चिम, छायाँनाथ रारा नगरपालिका-मुगु, सिंजा गाउँपालिका – जुम्ला र  मधेश प्रदेशमा आदर्श कोतवाल गाउँपालिका-बारा, परोहा नगरपालिका – रौतहट र लोहारपट्टी नगरपालिका- महोत्तरी सम्बन्धित जिल्लामा दर्ता भई माथि उल्लेखित पालिकामा कार्यक्षेत्र बनाई कार्य गरिरहेका स्थानिय OPD’s हरुले यो सूचना प्रकाशित भएको मितिले १५ दिन भित्र सम्पुर्ण प्रक्रिया पुरा गरि आवेदनहरु procurement@nfdn.org.np र बोधार्थमा  spc.iu@nfdn.org.np र dcc.iu@nfdn.org.np  मा OPD छनौटका लागि आवेदन बिषय राखी  पेश गर्न हुन यो सूचना प्रकाशित गरिएको छ ।

३. कार्यशर्तको उद्देश्य:

यो कार्यशर्तको उद्देश्य राष्ट्रिय अपाङ्ग महासंघ नेपाल (NFDN) ले “हामीलाई पनि समावेश गर” परियोजनाको १२ पालिकाबाट १२ वटा अपाङ्गता भएका व्यक्तिहरूको संस्था (OPDs) लाई स्थानीय स्तरमा कार्यान्वयन साझेदारको रूपमा चयन गर्ने छ । यी OPD हरूलाई उनीहरूको संस्थागत प्रणालीलाई सुदृढ गर्न र सम्बन्धित नगरपालिकाहरूमा वकालत पहलहरूको नेतृत्व गर्नका लागि आर्थिक अनुदान र क्षमता विकास सहयोग प्रदान गरिनेछ ।

संस्थाले गर्नुपर्ने कार्यहरु:

• स्थानीय तहमा परियोजना गतिविधिहरू कार्यान्वयन गर्ने ।
• स्थानीय अपाङ्गता समन्वय समिति सँग समन्वय गरि काम गर्ने ।
• स्थानीय तहमा अपाङ्गता समावेशी निति तथा कार्यक्रम, बजेट र नीति कार्यान्वयनका लागि गतिविधिहरू सञ्चालन गर्ने ।
• अपाङ्गता भएका महिलाहरू तथा कम प्रतिनिधित्व भएका समूहका व्यक्तिहरूलाई लक्षित क्षमता अभिवृद्धि तालिमहरू सञ्चालन गर्ने ।
• संस्थाका पदाधिकारी एवम् सदस्यको समयानुकुल क्षमता विकास गरी उनीहरूले गर्ने जनवकालत र अन्य कार्यलाई प्रभावकारी बनाउन मद्दत गर्ने ।
• अपाङ्गता भएका व्यक्तिलाइ स्थानीय पालिकाहरूले दिने सेवा सुविधाहरूमा पहुँच वृद्धि गर्न स्थानीय स्तरमा गरिने जनवकालत, पैरवी एवम् प्राविधिक सहयोग सम्बन्धी कार्यकलाप सञ्चालन गर्न सहयोग गर्ने ।
• समुदायमा आधारित संस्था/समूह/सन्जालसंगको समन्वय र सहकार्य, आमसञ्चारको परिचालन वा त्यस्तै अन्य सिर्जनशिल रणनैतिक प्रयास मार्फत अपाङ्गता, अपाङ्गताको आधारमा हुने विभेद, प्रतिनिधित्व र अर्थपुर्ण सहभागिता जस्ता विषयवारे जनचेतना अविवृद्धि गर्ने ।
• हिंसापीडित तथा जोखिममा रहेका अपाङ्गता भएका व्यक्तिहरूलाई न्याय तथा सेवामा पहुँच प्राप्त गर्न सहयोग गर्ने, आवश्यक परेमा रेफरल तथा केस–फोलोअप गर्ने ।
• स्थानीय सरकार, नागरिक समाज र सामुदायिक संगठनहरूसँग समन्वय गर्दै परियोजना उद्देश्यहरू प्रवर्द्धन गर्ने ।
• सबै गतिविधिहरूमा कम्तीमा ५०% अपाङ्गता भएका महिला र ३०% निम्न प्रतिनिधित्व भएका अपाङ्गता समूहहरूको सहभागिता सुनिश्चित गर्ने ।

संस्था/समूह छनौटका न्यूनतम आधारहरू:

सुदूरपश्चिम, कर्णाली, लुम्बिनी र मधेश प्रदेशमा सञ्चालित “Include Us Phase II” परियोजना कार्यान्वयनका लागि माथि उल्लेखित पालिकाहरूमा साझेदारीमा कार्य गर्नका लागि सम्बन्धित जिल्लामा दर्ता भई सोही पालिकामा कार्यरत अपाङ्गता भएका व्यक्तिहरूद्वारा सञ्चालित संस्था छनौट गरि सो संस्थालाई सहयोग प्रदान गरिनेछ ।

• सम्बन्धित पालिकामा न्यूनतम २ वर्षदेखि नियमित कार्य गरिरहेको ।
• अपाङ्गता भएका व्यक्ति वा तीनका अविभावकको पुर्ण नियन्त्रण, नेतृत्व र सकृयता रहने संस्था/समूह । तर ती संस्था/समूहले अपाङ्गता भएका व्यक्तिको अधिकार संरक्षण र सम्बर्धनका लागि काम गरिरहेका हुनु पर्नेछ ।
• स्थानीय सरकारसँग काम गरेको वा स्थानीय शासन संरचनामा सहभागिता जनाएको अनुभव हुनुपर्ने ।
• संस्थागत क्षमता सवल भएका संस्थाहरू जस्तै भौतिक पुर्वाधार, विध्यमान परियोजना र कार्यक्रम, नियमित आर्थिक स्रोतको व्यवस्था, कर्मचारीको व्यवस्था, आवश्यक दस्तावेज र नीतिहरू आदि भएको ।
• लिङ्गका आधारमा महिला वा यौनिक तथा अल्पसङ्ख्यक व्यक्तिद्वारा सञ्चालित संस्थाहरू ।

आवेदन पेश गर्ने संस्थाहरुले निम्न कागजातहरू अनिवार्य रूपमा पेश गर्नुपर्नेछ:

• संस्थाको को विवरण फारम: यो फारम डाउनलोड गर्न यो लिंकमा क्लिक गर्नुहोस:
• संस्थाको आधिकारिक आवेदन पत्र सहित अवधारणा पत्र,
• जिल्ला प्रशासन कार्यालयबाट संस्थाको दर्ता प्रमाणपत्र, २०८३ असार मसान्त सम्म नबिकरण भएको प्रमाणको  प्रतिलिपि,
• समाज कल्याण परिषदमा आवद्दता भएको प्रमाण पत्र  र २०८३ असार मसान्त सम्म नबिकरण भएको प्रमाणको  प्रतिलिपि,
• परियोजनाको कार्य क्षेत्रका स्थानीय तहमा दर्ता वा सुचिकृत भएको भएको प्रमाण,
• अघिल्लो आर्थिक वर्षको कर चुक्ताको प्रमाणपत्र र कर छुट को प्रमाण पत्र,
•  संस्थाको विधान,
•  संस्थाको प्रोफाइल,
• पछिल्ला २ आर्थिक बर्षको लेखा परिक्षण प्रतिवेदन,
• अनुभव: स्थानीय सरकार वा अन्य संस्थासँगका साझेदारीमा काम गरेको प्रतिवेदनहरु ।

शुन्य सहनशीलता सम्बन्धि नीति:

राष्ट्रिय अपाङ्ग महासंघ नेपाल सधै समानताको सम्मान र प्रवर्द्धन गर्दछ, साथै महासंघ अपाङ्गता, लिंग, आर्थिक अवस्था, रंग, धर्म, जातजाति, भूगोल वा अन्य कुनै पनि आधारमा कुनै पनि प्रकारको भेदभाव, दुर्व्यवहार र हिंसाको विरुद्धमा छ । त्यसैले सम्पुर्ण सस्थाहरुले राष्ट्रिय अपाङ्ग महासंघ नेपालको बाल संरक्षण तथा सुरक्षा नीति २०८० र यौन हिँसा, शोषण र दुर्व्यबहार विरुद्धको संरक्षण नीति २०८० मा उल्लेख गरिएका सबै प्रावधानहरु पालना गर्नु पर्नेछ ।

रित नपुगेका अपूर्ण आवेदनहरूलाई मूल्यांकनमा समावेश गरिने छैन ।

राष्ट्रिय अपाङ्ग महासंघ नेपालले सम्पूर्ण छनौट प्रक्रियालाई रद्द गर्ने, स्थगित गर्ने वा परिवर्तन गर्ने, साथै कुनै कारण नखुलाई कुनै पनि आवेदन अस्वीकृत गर्ने अधिकार आफुमा निहित राख्दछ ।

नेपाल नेत्रहीन संघ‚ राष्ट्रिय अपाङ्ग महासंघ नेपाल, बौद्धिक अपाङ्गताका अभिभावक महासंघ नेपाल तथा  नेपाल नेत्र ज्योति संघको संयुक्त सहकार्यमा सन २०२५ देखि सन् २०२९ सम्म अपाङ्गता अधिकारका लागि सहकार्य (Collective Action for Disability Rights (CADiR)) नामक कार्यक्रम सञ्चालन भइरहेको छ । समावेशी शिक्षा सो  परियोजनाको  एक मुख्य कार्यक्षेत्र  हो | उक्त कार्यक्षेत्र अन्तर्गत  तल उल्लेखित जिल्लाहरूमा रहेका  १४ वटा विद्यालयहरूमा Baseline Survey गर्नुपर्ने भएकाले  तथ्याङ्क सङ्कलनका लागि योग्य र इच्छुक व्यक्तिहरूबाट यो  सुचना प्रकासित भएको मितिबाट ५ दिन भित्र दरखास्त आव्हान गरिन्छ ।

जिल्लाहरू: मोरङ, सुनसरि, बारा, महोत्तरी, सप्तरी, बागलुङ, गोरखा, धादिङ, कपिलवस्तु, बाके, सुर्खेत, कैलाली, कञ्चनपुर

गणकका लागि आवश्यक न्यूनतम योग्यता तथा छनोटका मापदण्डहरू निम्नअनुसार रहेका छन्:

१. न्यूनतम शैक्षिक योग्यता कक्षा १२ उत्तीर्ण वा सो सरह 

३. नेपाली भाषामा दखल ।

४. अनलाइन सर्वेक्षण सम्बन्धि  कार्यमा सिप र अनुभव भएको । (मुख्यतया KOBO Tool अथवा यस्तै अरु कुनै एप्स)

५. KOBO Tool चलाउन सकिने स्मार्टफोन अनिवार्य रूपमा भएको ।

६. अनलाइन तथ्याङ्क प्रविष्टि गर्नका लागी इन्टरनेट/डेटा प्याकेज प्रयोग गर्न जानेको

७. स्थानीय बासिन्दालाई प्राथमिकता |

८. छनौट प्रक्रियाका सबै चरणमा सक्रिय रूपमा सहभागी नभएमा अयोग्य मानिनेछ ।
