Consultant / Creative Team for Development of Human Rights & CRPD (Education-Focused) Distance Learning Package

Background
The National Federation of the Disabled Nepal (NFDN) is committed to transforming its working approach by moving beyond exclusively traditional, in-person trainings and orientations toward a hybrid learning system. This approach prioritizes the strategic use of digital and virtual learning modalities to address the digital divide, expand outreach, and strengthen continuity of learning—while continuing in-person engagements where they add value and are feasible.
At the core of NFDN’s work is the belief that effective advocacy is driven by informed, empowered, and digitally connected communities. In line with this vision, NFDN is developing a distance learning (video-based) course to strengthen understanding of human rights, the UN Convention on the Rights of Persons with Disabilities (CRPD), and inclusive education across Nepal.
This assignment is supported by the Collective Action for Disability Rights in Nepal (CADiR) project, implemented by NFDN in consortium with the Nepal Association of the Blind (NAB), Parents Federation of Persons with Intellectual Disabilities (PFPID), National Federation of the Deaf Nepal (NDFN), and Nepal Netra Jyoti Sangh (NNJS), with financial support from FFO Norway. CADiR focuses on strengthening coordinated advocacy and human rights monitoring to ensure disability rights commitments are translated into practice at federal, provincial, and local levels.
Purpose of the Assignment
The purpose of this consultancy is to develop a two distance learning videos, delivered through structured modules (approximately 20-30 minutes each), fully developed in Nepali language, and supported by quizzes, handouts, and a facilitator’s guide.
The package must be ready for direct upload to the NFDN Learning Portal and compatible with NFDN’s existing website CMS.
Target Audience

• Leaders and members of Organizations of Persons with Disabilities (OPDs), with emphasis on youth and women with disabilities using digital platforms

• Human rights trainers
• Education and service providers
• Parents and caregivers
• Other interested learners and advocates
Scope of Work / Key Tasks
The consultant/team will be responsible for the following tasks:
A. Instructional Design & Content Development
• Convert NFDN’s outline into a final instructional design and storyboard, including clear learning objectives and module flow
• Develop two complete scripts (in Nepali language):
• Module 1: Human rights foundations (UDHR and at least two other international instruments), linking general human rights to disability rights
• Module 2: CRPD overview, principles, key articles, with specific focus on inclusive education (Article 24)
B. Video Production
• Produce two high-quality narrated learning videos (approx. 20-30 minutes each)
• Ensure professional-quality audio, consistent visuals, and appropriate graphics/animations
• Language of narration, on-screen text, and learning content must be Nepali
C. Accessibility & Learning Support Materials
• Apply accessible design standards (clear structure, readable fonts, strong contrast, logical chapters)
• Develop caption/subtitle files (SRT/VTT) in Nepali as a standard requirement
• Design quizzes (minimum 10 questions per module) with answer keys,short explanations, reflection prompts
• Finalize facilitator’s guide
• 1-2 page handouts:

• CRPD & Education Advocacy Checklist
D. Review, Revision & Quality Assurance
• Participate in regular coordination meetings with NFDN
• Complete multiple revision rounds as required, based on NFDN feedback, to ensure quality, accuracy, accessibility, and usability
• Finalize all materials only after written approval from NFDN

Required Qualifications
Essential
• Proven experience in instructional design and e-learning/video-based training production
• Demonstrated ability to simplify complex human rights concepts for diverse learners
• Knowledge of international human rights frameworks and CRPD
• Experience producing accessible multimedia learning content
Preferred / Assets
• Certification in human rights from a recognized institution
• Experience working with OPDs and disability inclusion initiatives
• Master’s degree in Education, Human Rights, Social Sciences, or related field
• Strong media and video production skills
