Call for Expression of Interest (EOI) for thePreparation of a Training Manual for Strengthening of Local Disability Coordination Committees (LDCC)

1. Introduction:
National Federation of Disabled Nepal (NFDN), is an umbrella organization of persons with disabilities which works for promoting, protecting and ensuring the rights of persons with disabilities through its working strategies: Advocacy, Awareness raising, Capacity building, Networking & Collaboration across the country. since its establishment in 1993, NFDN has actively working as a pioneer organization in the field of disability movement. NFDN is a non-governmental, non-political, non-profit making and networking organization represents over 400-member organizations working for promoting the rights of persons with disabilities across the country. Internationally, NFDN is the member state to general assembly of World Council of Disabled Peoples’ International (DPI). NFDN has very influential and proactive roles for formulating, changing and implementing disability-related legal provisions, and building the leadership and advocacy capacity of Disabled Peoples’ Organizations (DPOs) in Nepal. It has very good networking and cooperation with different government and non-government stakeholders working in various domains of development.
2. Background
Nepal’s Constitution 2015 has expressed full commitment to recognizing and implementing disability rights and inclusive development. The Act Relating to Rights of Persons with Disabilities, 2074 envisions the formation of Local Disability Coordination Committees (LDCC) at the local level to ensure the implementation of disability-related rights and services. While these committees are central to local governance, there is a clear need for standardized guidance to enhance their operational capacity.
However, many LDCC members lack the necessary knowledge, skills, and tools to effectively perform their mandated functions. In order to address this gap, NFDN intends to develop a comprehensive, context-specific, and practical Training Manual for the Capacity Building of Local Disability Coordination Committees. This manual will serve as a foundational tool for driving policy changes, heightening awareness, and fostering an inclusive environment at the local level.
NFDN has therefore issued a call for Expression of Interest (EOI) from experienced and qualified experts to undertake this task. 3. Objectives of the Consultancy
The primary objective of this consultancy is to develop a structured, practical, and user-friendly Training Manual that will:
- Enhance the knowledge and skills of LDCC members on disability rights, policies, and laws in Nepal.
- Build the capacity of LDCC members to coordinate, monitor, and report on disability-inclusive services at the local level.
- Provide practical tools and methodologies for effective LDCC functioning and governance.
- Promote inclusive and rights-based approaches in local government decision-making.
- Serve as a replicable and scalable resource for future LDCC capacity-building initiatives nationwide.
- Scope of Work and Methodology
The consultant will apply the following methods:
- Review of Documents: Analyze the 2074 Disability Act, local governance regulations, and existing NFDN training materials.
- Stakeholder Consultation: Engage with NFDN, the Ministry of Women, Children and Senior Citizens (MOWCSC), and OPDs to identify capacity gaps.
- Drafting & Validation: Prepare the draft manual and facilitate a validation workshop with the Technical Working Group (TWG) to finalize the document.
5. Deliverables
- An inception report outlining the methodology and work plan.
- A draft 2 days Training Manual for review by the NFDN.
- A final 2 days Training Manual in Nepali language with mandatory Unicode font and concise version for 1 day’s refresher training along with the PPT of each session.
6. Timeline
The consultant will be engaged for a maximum of 30 working days. The assignment is expected to start immediately upon signing the contract.
7. Qualifications and experience of the consultant

The consultant(s) should have the following qualification and experiences:
Academic Qualification
Master’s degree (preferable) in (Law, Sociology, genders, Rural Development, disability study and Development Studies) or related fields.
Experiences and Knowledge
- Proven experience in developing training manuals, policy reviews, and human rights monitoring.
- policy review, and experience of working with persons with disabilities and their representing organizations or their issues.
- Having prior knowledge on disability and the government’s interventions on disability.
- Having experience on research and study on the various issues of disability and capacity to present analytical views.
- Having good knowledge on disability specific laws, policies and CRPD and Human Rights Approach of Disability, Disability Inclusive Development and SDGs.
- Having good and attractive writing skills in English and Nepali Language
8. Financial and Technical proposal submission:
All the consultation, travel and meetings costs should be quoted in financial proposal which will be covered by NFDN. The consultant is requested to submit their financial proposal of consultancy fees including all applicable taxes according to the law of Nepal.
The cost should also include all cost for consultant including assistant (if needed)

Ethical and Child Protection and gender related Statements-Safeguarding
NFDN has a zero-tolerance approach to any abuse to, sexual harassment of or exploitation of, a vulnerable adult or child by any of our staff, volunteers, consultants and suppliers. All individuals and institution must have committed to respect the core principles regarding prevention of sexual exploitation and abuse laid out by the organization safeguarding policy & code of conduct that are associated with the organization.
The consultant should include statements in the proposal on how he or she will ensure gender and child protection during the assignment. The consultant is expected to take consent of before taking photographs and ask if their photographs could be used in report. Such consent must be documented and submitted to National Federation of the Disabled Nepal (NFDN) along with the final report.
Supervision
The Project focal person of NFDN will coordinate with the consultant and NFDN working committee that will oversee and monitor the progress of the work and provide feedback if necessary. This is a common practice in organizations to ensure that initiatives are on track and aligned with the overall goals. Consultant will prepare comprehensive report to dissemination in the field. Ensure that there is proper documentation, feedback, and any actions taken. NFDN Admin Manager will be contact person for external consultant to ensure the work.
NFDN reserves the right to select or not select any application. NFDN maintains a zero-tolerance approach to any form of abuse or exploitation.
