Barriers Analysis in Improving Inclusive Education in WASH GAINS Project Schools in Bardiya District

The report titled “Barriers Analysis in Improving Inclusive Education in WASH GAINS Project Schools in Bardiya District” presents a comprehensive assessment of the institutional, socio-cultural, and accessibility-related barriers that hinder the meaningful inclusion of children with disabilities in mainstream education. Conducted under the WASH, Gender, and Adolescent Inclusive School in Nepal (WASH GAINS) initiative, the study employed a qualitative methodology, gathering insights through focus group discussions and key informant interviews with a diverse range of stakeholders—including children with disabilities and their families, school staff, local government representatives, and members of Organizations of Persons with Disabilities (OPDs).

The findings highlight persistent gaps in the implementation of inclusive education policies, teacher preparedness, accessible infrastructure, and public awareness. These challenges underscore the urgent need for coordinated, multi-sectoral efforts to promote disability-inclusive education in Nepal.

This study was led by the National Federation of the Disabled Nepal (NFDN) in close coordination with its federal and provincial structures. Special appreciation is extended to Ms. Jalasa Sapkota, Federal Project Focal Person, for her consistent coordination; Mr. Laya Prasad Upreti, Administration Manager, for his logistical and administrative support; and to NFDN’s leadership—President Mr. Devi Datta Acharya and General Secretary Mr. Sugam Bhattarai—for their strategic guidance and encouragement throughout the process.

The successful completion of this research was further enabled by the collaborative support and technical guidance of WaterAid Nepal’s teams in both Kathmandu and Bardiya. We gratefully acknowledge the contributions of Mr. Uma Shankar Yadav, Mr. Binesh Roy, Mr. Sarbegya Shrestha, and the entire WaterAid Nepal team.

We also extend sincere thanks to Ms. Uma Chaudhari, Project Coordinator, for her vital facilitation and field-level coordination.
Special recognition goes to the Blind Youth Association Nepal (BYAN), which conducted this research under the supervision of its Director, Mr. Nir Shrestha. The dedicated efforts of the research team, particularly Mr. Kaladhar Bhandari, were instrumental in the successful execution of this study.

FROM SHADOWS TO SPOTLIGHT: Stories of Rights and Recognition of Persons with Disabilities

The National Federation of the Disabled – Nepal (NFDN) extends its heartfelt gratitude to CBM Global and the Australian Government, through the Department of Foreign Affairs and Trade (DFAT), for their invaluable support in implementing the Include Us project from 2019 to 2024. Through this initiative, we have worked in key areas such as accessibility, access to justice for individuals with disabilities, disability data, policy advocacy, and strengthening organizations of individuals with disabilities (OPDs).

This project has brought about meaningful change, and we have witnessed powerful stories of empowerment, resilience, and advocacy that have made a lasting impact.

This collection presents 15 inspiring stories in both English and Nepali, capturing real-life experiences, challenges, and triumphs of individuals impacted by the project. These stories highlight the importance of inclusion, accessibility, and collective action in building a just and equitable society. From the very beginning, the project has been about making a difference, and this collection showcases its impact.

राष्ट्रिय अपाङ्ग महासंघ नेपाल (NFDN) ले सन् २०१९ देखि सन् २०२४ सम्म “हामीलाई पनि समावेश गर” (Include Us) परियोजना सिबियम ग्लोबलसँग र अष्ट्रेलियाली सरकार, परराष्ट्र मामिला तथा व्यापार विभाग (DFAT) मार्फत साझेदारीमा सातै प्रदेशमा कार्यान्वयन गरेको थियो । यस परियोजनाले पहुँचयुक्तता, अपाङ्गता भएका व्यक्तिहरूको न्यायमा पहुँच, समावेशी नीति र पैरवी, अपाङ्गता सम्बन्धी तथ्यांक, र अपाङ्गता भएका व्यक्तिहरूद्वारा सञ्चालित संस्था (OPDs) को क्षमता अभिवृद्धि र सशक्तीकरणको क्षेत्रमा महत्वपूर्ण काम गरेको थियो ।

पाँच वर्षसम्म सञ्चालित यस परियोजनाका विभिन्न क्रियाकलापले अपाङ्गता भएका व्यक्तिहरूको क्षेत्रमा केही सकारात्मक परिवर्तन ल्याउन सफल भएको महसुस गरेका छौँ । हामीले यस परियोजना सञ्चालनका दौरान हासिल गरेका महत्वपूर्ण उपलब्धिहरूलाई सङ्कलन गरी सबैमा पुर्याउने उद्देश्यले हाम्रो सानो प्रयासमार्फत आएका सकारात्मक परिवर्तनका कथाहरू तपाईंहरू माझ ल्याएका छौँ । यी सङ्कलित सफलताका कथाहरूले परियोजनाको उपलब्धि उजागर गर्ने मात्र नभई, यस क्षेत्रमा दीर्घकालीन रूपमा काम गर्दा सन्दर्भ सामग्रीका रूपमा उपयोग गर्न सकिने विश्वास गरेका छौँ ।

Research report on identifying the barriers and gap to access to justice for persons with disabilities

Access to justice is among our society’s most profound values which means that people can learn their rights and then protect them through a neutral and nondiscriminatory process that determines the facts, applies the fair rule of law, and enforces the result. The purpose of UNCRPD is to promote, protect and ensure the full and equal enjoyment of all human rights and fundamental freedoms by all persons with disabilities, and to promote respect for their inherent dignity. It is accepted globally that all public infrastructures, roads, buildings, information communication, and websites should be accessible to all individuals. Although the justice system is the main mechanism to protect the rights of citizens, experience has shown that women, men, boys, and girls with disabilities are still facing various obstacles to access to justice in their societies. There are law and policy documents formulated by the Nepal government based on UNCRPD which have guaranteed access to public services and facilities to all. However, it is reported that persons with disabilities are still facing numerous difficulties due to the lack of proper implementation of the laws and policies. Persons with disabilities are not able to enjoy their rights fully according to provisions made by the government. Therefore, National Federation of the Disabled Nepal and National Human Right Commission jointly carried out research to identify the barriers and gap to access to justice for persons with disabilities. To make a baseline record of Law/policy implementation, the research was conducted by consulting with all types of persons with disabilities at the province level and local level, district court, and district police office in Nepal. The report has found that there is a gap in the policy implementation due to a lack of awareness, knowledge, capacities, and advocacy, and made some recommendations based on the findings. Finally, the report was disseminated to the public on 30th March 2023 by organizing a workshop by National Human Rights Commission Nepal and National Federation of Disabled Nepal. This report was administered under “Include us” project supported by CBM Global.

OCA and KAP survey Report at Province 1, Gandaki and Karnali

National Federation of the Disabled Nepal, in partnership with CBM, is implementing a multi-year (2019-2024) advocacy project, “Include Us”, for inclusion of persons with disabilities. The major components of the project are; i/strengthening capacity of OPDs and government stakeholders; ii/generating evidence on disability inequality in light of SDG 2030/UNCRPD, maintaining spirit of LEAVE NO ONE BEHIND. It is built on existing joint advocacy work of NFDN and its 330-member organizations.

Capacity development of OPDs is one of the core components of the project and in line with that, NFDN developed OCA and KAP survey forms and assessed individual and institutional capacity of OPDs. Without knowing or understanding the perspectives and priorities of OPDs in disability movement, we cannot ensure the capacity development effort is effective or appreciated. By taking the voices of OPDs into account based on contemporary need, the training can ensure it is being designed that fill the gaps identified by those in need of support.

The Organizational capacity assessment approach was used within Include us Project to quickly assess the OPDs capacity for organizational performance by focusing on System, Processes, Human resources, Financial resources, Inclusion and Management. The tool was developed to identify the strengths as well as barriers encountered by OPDs in enhancing their organizational performance. The project envisions designing a series of capacity building training based on the capacity need.

A questionnaire consisting of more than 100 questions and a KOBO toolbox was used to collect the OCA response in three provinces (Province 1, Gandaki and Karnali). Likewise, Microsoft Excel analysis workbook was developed and used. Executive members of OPDs were asked to provide organizational level information, first individually, then as a group.

This report also highlights findings of 219 representatives’ KAP survey conducted in December 2020 in Province 1, Gandaki and Karnali province. The intention of the finding is to shed some light on where the OPDs are lagging behind and provide some insight into what might be needed to foster existing capacity need.

बिक्रम संवत २०७८ साल कार्तिक २५ गतेबाट सञ्चालन भईरहेको राष्ट्रिय जनगणनामा सबै अपाङ्गता भएका व्यक्तिहरूको गणना सुनिश्चित गरौँ । यस राष्ट्रिय जनगणना देशै भरिका अपाङ्गता भएका व्यक्तिहरुको गणनामा कोही नछुटोस् भन्ने उद्देश्यका साथ राष्ट्रिय अपाङ्ग महासंघ नेपालले विभिन्न सचेतनामूलक सामग्रीहरु बनाइरहेको छ । यसै क्रममा राष्ट्रिय अपाङ्ग महासंघ गण्डकी प्रदेशले दुई वटा पोष्टरहरु (चित्रहरु) प्रकाशन गरेको छ ।

बेवसाइटमा राखिएको पहिलो पोष्टर (चित्र) अपाङ्गता समावेशी जनगणना सम्बन्धी सचेतनाका लागि बनाईएको हो। यस पोष्टरमा राष्ट्रिय जनगणनामा अपाङ्गता भएका व्यक्ति छुट्नु हुँदैन भन्ने सन्देश समेटिएको छ । यस पोष्टरको दाहिने पट्टि नेपालको झण्डा राखिएको छ त्यसैको छेउ बाट माथिल्लो भागमा पहेलो अक्षरमा “मेरो गणना, मेरो सहभागिता” लेखिएको छ। त्यसैको तल अलि ठुलो सेतो अक्षरमा “राष्ट्रिय जनगणना भव्यरुपमा सफल पारौं” लेखिएको छ। त्यसैको तल अली सानो निलो अक्षरमा “सबै प्रकारका अपाङ्गता भएका नागरिकको अनिवार्य गणना गरौं” लेखिएको छ। त्यसपछी सात वटा चित्रहरु राखिएका छन् जसमा विभिन्न प्रकारका अपाङ्गता भएका व्यक्तिहरु प्रस्ट रुपमा चिन्न सकिने गरी छन् । त्यस चित्र संगै एउटा अलि ठुलो चित्रमा व्हिलचिएरमा बस्नुभएको अपाङ्गता भएका व्याक्ति पनि देखाईएको छ। चित्रको ठ्याक्कै तल रातो अक्षरमा केन्द्रीय तथ्याङ्क विभागबाट देशैभरी एकै पटक सञ्चालन हुने राष्ट्रिय जनगणना २०७८ लेखिएको छ।
